Posted 04/19/2023 | Public Notice - Public Hearing - Emergency Shelters Zoning Amendment City of Gilroy 7351 Rosanna Street | Gilroy, CA 95020-6197 Phone: (408) 846-0204 | Fax: (408) 846-0500 www.cityofgilroy.org NOTICE OF PUBLIC HEARING Gilroy City Council | Monday, May 1, 2023 Post On: Wednesday, April 19, 2023 Post Until: Tuesday, May 2, 2023 Published in the Gilroy Dispatch on Friday, April 21, 2023 NOTICE IS HEREBY GIVEN that the City Council of the City of Gilroy, on Monday, May 1, 2023, will hold a public hearing commencing at Gilroy City Council Chambers, 7351 Rosanna Street, Gilroy, CA, at 6:00 PM, or as soon thereafter as possible, to consider the following item: Project Number: Z 23-03 Project Title: Emergency Shelters Zoning Amendment Project Description: The City is amending the Gilroy City Code (GCC) to comply with Chapter 654, Statutes of 2022 (AB 2339), which provides specificity on how cities and counties plan for emergency shelters and ensure sufficient capacity for low-income housing in their housing elements. The proposed code update will expand the definition of “emergency shelters” to include other interim interventions, such as navigation centers. The proposed code amendment would allow emergency shelters as a permitted use without a conditional use or other discretionary permit on property designated for high density residential uses (R-4 zoning district) and the City’s First Street Mixed-Use corridor as identified in the Gilroy 2040 General Plan. Specifically, this project would amend GCC Sections 30.41.32 (Specific provisions—Emergency shelters) and 30.11.10 (Residential use table) and Article II. Definitions. CEQA Determination: The approval of the Emergency Shelters Zoning Amendment is exempt from review under the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15061(b)(3) in that it can be seen with certainty that the Emergency Shelters Zoning Amendment would not result in a significant environmental effect, and none of the circumstances set forth in CEQA Guidelines Section 15300.2 applies. The staff report for the proposal may also be viewed on the City website (www.cityofgilroy.org) by 5:00 p.m. the Friday before the meeting. Interested parties are encouraged to attend this public hearing as this is the time and place when comments on the proposals shall be heard and given due consideration. The meeting will also be broadcast live on the City of Gilroy’s website at www.cityofgilroy.org.
