I. CALL TO ORDER
The special meeting (Annual Retreat) of the Youth Commission was called to order
by Chair Song at 6:02 p.m.
II. FLAG SALUTE
The flag salute was led by Chair Song.
III. ROLL CALL
Members Present: Commissioner Bryan Alonso, Commissioner Kenneth Apte,
Commissioner Joshua Martinez, Commissioner Elizabeth Van Sambeek, Vice Chair
Senna Kolagotla, Commissioner Edwin Lopez, Commissioner Vikash Sabharwal
(late 6:11 p.m.), Chair Paul Song, Commissioner Jane Tovar, Commissioner Serena
Schulte, and Commissioner Serena Ramirez.
Members Excused: None
Members Absent: None
Staff Present: Vince Bautista
IV. SECRETARY'S REPORT
The meeting packet was posted on the City’s website on Friday, November 15,
2019 at 3:35 p.m. and the agenda was posted in the Public Notice Cabinet on
Friday, November 15, 2019 at 2:00 p.m.
V. APPROVAL OF MINUTES
A. October 14, 2019
Motion was made by Commissioner Kolagotla to approve the minutes of the
October 14, 2019 regular meeting as written. The motion was seconded by
Commissioner Apte. The motion carried with a 11-0-0 vote.
RESULT: ACCEPTED
VI. APPROVAL OF AGENDA
Motion was made by Commissioner Apte to approve the agenda for Monday,
November 18, 2019. The motion was seconded by Commissioner Ramirez. The
motion carried with a 11-0-0 vote.

VIII. INTRODUCTIONS
Staff Bautista introduced Tuyen Fiack who is a board member of the Gilroy Unified
School District.
IX. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
None.
X. NEW BUSINESS
A. An Invitation for Youth in Santa Clara County: Youth Voice Live 2020
A presentation was presented by Tuyen Fiack from the Gilroy Unified
School District. Tuyen mentioned she has visited a lot of cities and
Commissions. She is excited to be a part of Gilroy Youth Commission
Meeting. The goal of the presentation was to introduce youth engagement in
Santa Clara County for the Youth Voice Live 2020 Event on Saturday, May
9, 2019. The location and time of the event is yet to be announced. This
special event will be hosted by the Santa Clara County Office of Education
and is based on student centered civic engagement. The county and district
are searching specifically for Youth Commissions to participate in the Youth
Voice Event. Tuyen stated that they are searching for youth to help plan the
Youth Voice Event on Saturday, May 9, 2019. In the past, it has primarily
been adults. However, they are looking for youth to participate. The youth
are aware of what is missing in outreach and special engagement events.
For example, education is a need but what type of education. This is where
youth can play a vital role in brainstorming and coming up with ideas for the
event. All youth have a voice and the right to contribute to society and
political organizations. As a result, the Youth Commission agreed to
participate with the Santa Clara County for the Youth Voice Live 2020 Event
on Saturday, May 9, 2019.
B. Breakfast with Santa Event- December 14, 2019.
Every year the Gilroy Youth Commission has volunteered for Breakfast with
Santa. This year the Commission has agreed to volunteer individually for
the event. Commissioner Kolagotla shared examples of her assigned duties
last year as a volunteer. Commissioner Kolagotla assisted with the arts and
craft section and created ornaments and cookies with participants. This year
Breakfast with Santa will take place on Saturday, December 14, 2019 at
Gilroy Senior Center, beginning at 8:30 A.M. This will include breakfast,
crafts and photo opportunities for youth ages 3-12 years old. The following
Commissioners have verbally agreed to volunteer. Commissioner Van
Sambeek, Commissioner Martinez, Commissioner Song, Commissioner
Alonso, Commissioner Lopez, Commissioner Schulte and Commissioner
Ramirez.

The Gilroy Youth Commission has came up with the following events for the
2019-2020 year:
· Holiday Parade: Individually volunteer with the Holiday Parade on Saturday,
December 7, 2019. This may include directing participants and parents, keeping
participant’s space from one another and assisting with floats.
· Breakfast with Santa: Saturday, December 14, 2019, beginning at 8:30 A.M. This
will be on a volunteer basis.
· Pampered Princess Party: Set for Saturday, March 7, 2020 from 9:30-11:30 A.M.
at Wheeler Community Center. Looking to increase participation numbers from last
year at one-hundred and fifteen (115) participants.
· Yack Attack Workshop: Moved to Saturday, March 7, 2020. This will conflict with
Pampered Princess Party.
As a result, the Gilroy Youth Commission agreed to brainstorm further ideas
and events that they would like to bring to the table at next meeting. This
was approved and will be on the December agenda.
XI. OLD BUSINESS
A. Youth Commission Goals for the 2019-2020 year.
The Gilroy Youth Commission came up with there 2019-2020 mission statement.
The statement reads as follows:
"For the 2019-2020 year, the Gilroy Youth Commission strives to organize events
that inspire and enrich the youth of Gilroy. To achieve this goal, we will expand the
Pampered Princess Party and hone our leadership skills through Yack Attack to
better impact and advocate for the youth."
B. Youth Commission Budget for 2019-2020 year.
The Gilroy Youth Commission requested the total amount in the budget. Staff
Bautista informed them that the Commission has over $5,000 in the budget.
However, the budget is for future Youth Commissions and expenditures must be
spent wisely. Commissioner Song requested how much was spent in 2019 year.
Approximately five-hundred and seventeen dollars total. Around three-hundred for
the Pampered Princess Party.

The Gilroy Youth Commission requested expenditures from previous orders on
Youth Commission t-shirts, sweaters and polo's. Staff Bautista provided the
following information:
District Made Men’s and Women’s Perfect Blend Crew Tree: $10.00
Sport-Tek Wick Polo: $20.00
Sport-Tek ¼ Zip Sweatshirt: $25.00
Embroidery: $4.00 per item.
Any XXL order: $1.50 more
The Gilroy Youth Commission agreed to purchase three (3) new 1/4 Zip Heathered
Grey Sweatshirt's for new Commissioners. The rest of the Commissioners
purchased this item last year. In addition, the Commission approved to purchase
black Gilroy Youth Commissioner t-shirts for every Commissioner. Staff Bautista
will be ordering these items from Mandego Apparel.
XII. COMMITTEE REPORTS
None.
XIII. AGENDA ITEMS FOR NEXT MEETING
The Gilroy Youth Commission requested the following items to be listed on the
next agenda:
1. Brainstorm ideas and events for the year.
2. Breakfast with Santa Participation
3. Holiday Parade Experience
4. Pampered Princess Party Event
5. Yack Attack Update
6. Refine Mission Statement
A motion was made by Commissioner Apte to approve the agenda items for
next meeting. The motion was seconded by Commissioner Lopez. The motion
carried with a 10-0-1 vote (Dismissed Early: Commissioner Kolagotla, 6:35
p.m.).

A motion was made by Commissioner Apte to adjourn the meeting. The
motion was seconded by Commissioner Lopez. The motion carried with a 10-0-
1 vote (Dismissed Early: Commissioner Kolagotla, 6:35 p.m.). Chair Song
adjourned the meeting at 7:19 p.m.

XVI. FUTURE MEETINGS
The next regular meeting of the Youth Commission will be held Monday,
December 9, 2019 at 6:00 p.m. in the Gilroy Senior Center Meeting Room, 7371
Hanna Street, Gilroy, CA 95020.
