I. CALL TO ORDER
The regular meeting of the Youth Commission was called to order by Chair Song at
6:06 p.m.
II. FLAG SALUTE
The flag salute was led by Chair Song.
III. ROLL CALL
Commissioner Bryan Alonso (late 6:17 p.m.), Commissioner Kenneth Apte,
Commissioner Joshua Martinez, Commissioner Elizabeth Van Sambeek,
Commissioner Edwin Lopez, Commissioner Vikash Sabharwal, Chair Paul Song,
Commissioner Jane Tovar, Commissioner Serena Schulte, and Commissioner
Serena Ramirez.
Members Excused: Vice Chair Senna Kolagotla
Members Absent:
Staff Present: Vince Bautista
IV. SECRETARY'S REPORT
The meeting packet was posted on the City’s website on Wednesday, February 5,
2020 at 10:28 a.m. and the agenda was posted in the Public Notice Cabinet on
Wednesday, February 5, 2020 at 10:36 a.m.
V. APPROVAL OF MINUTES
A. January 13, 2020
Motion was made by Commissioner Apte to approve the minutes of the
January 13, 2020 regular meeting as written. The motion was seconded by
Commissioner Schulte. The motion carried with a 9-0-2 vote (Absent: Vice
Chair Kolagotla and Commissioner Alonso).
RESULT: ACCEPTED
VI. APPROVAL OF AGENDA
Motion was made by Chair Song to approve the minutes of the February 10,
2020 regular meeting as written. The motion was seconded by Commissioner
Sabharwal. The motion carried with a 9-0-2 vote (Absent: Vice Chair
Kolagotla and Commissioner Alonso).

VII. AWARDS/RECOGNITIONS
None.
VIII. INTRODUCTIONS
Adriana Diaz - Program Coordinator/ConXión to Community
Staff Bautista introduced Adriana Diaz who appeared as a guest with her students
for the ConXion Program. Adriana shared that the program is apart of the NSU
fellows which the program is funded under. The participants in the program are
high school students that serve one year terms. In fact, they also follow the Brown
Act guidelines. The ConXion program begins in October similar to the Youth
Commission. The ConXion program interacts with monthly activities and attends
three to four outings a year. One of the events they plan to attend is the Pampered
Princess Party on Saturday, March 7, 2020 at Wheeler Community Center. Overall,
being in the program has it perks. You may attend a field trip at Great America or
earn special gifts like a laptop or i-pad.
IX. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
None
X. NEW BUSINESS
A. City of Gilroy 150th Anniversary event on Saturday, March 14, 2020.
Staff Bautista informed the commission that council wants the Youth Commission
to participate in the annual 150th Anniversary event on Saturday, March 14, 2020.
The theme is to not only celebrate this historical event but also involve all different
departments and commissions. The Commission was asked to come up with
different ideas and activities for our youth to be involved in. The Commission came
up with the following ideas:
- "Where do they live board" but include a small house that they can
decorate and pin the location.
- Census Awareness table: Remind patrons how important it is to report.
Answer any questions that may come up.
- A game of Bingo with youth.
- Decorate the 150th Anniversary logo. Although, this is being taken by
another group.
- A coloring sheet stating "My favorite thing about Gilroy is...." This will
include the child's name, school, and grade.
As a result, the Commission will move forward with the coloring sheet stating "My
Favorite thing about Gilroy is..." This will be tabled at the next meeting and how
they can prepare for this event. All pictures submitted will be posted on the wall
during the event.
XI. OLD BUSINESS
A. Update on the Santa Clara County Office Youth Voice Live 2020 event.

Staff Bautista reached out to the Santa Clara County Office of Education and was
informed that Olivia will be getting in touch with Staff Bautista soon on the details
of the upcoming Youth Voice Live Event.
B. Approval of the Youth Commission Mission Statement.

Motion and vote on the approval of the refining mission statement.
"For the 2019-2020 year, the Gilroy Youth Commission strives to organize
events that inspire and enrich the youth of Gilroy. To achieve this goal, we
will expand the Pampered Princess Party and host a career fair event to
better impact and advocate for the youth."
A motion was made by Chair Song to approve the refining mission
state for the Youth Commission. The motion was seconded by
Commissioner Lopez to carry the mission statement for the year. The
motion carried with a 10-0-1 vote (Absent: Vice Chair Kolagotla).

C. Planning for Pampered Princess Party on Saturday, March 7, 2020 at
Wheeler Community Center.

Receive and comment on supplies, crafts, and decorations for
Pampered Princess Party.
Vice Chair Ramirez led the discussion for the Pampered Princess
Party. The following was discussed.
Hair: Commissioner Tovar
-Recruited a potential three out of ten volunteers.
- Former Commissioners Bettye, her father, and Justin are not able to
attend this years event.
- Supplies still needed are small black hair clips with animal designs, bows,
four glitter sprays, three pack of headbands (flowers/roses), hair chalk, and
hair spray.
Nails: Vice Chair Ramirez and Commissioner Schulte
- Need volunteers (6-10)
- Need to purchase pink and blue nail polish.
Arts & Crafts: Commissioner Song, Apte, Ramirez, and Van Sambeek
- All set with volunteers (4).
- Table covers (6)
- Center Pieces
- Need: Crowns, wands, color sheets, certificates, crayons.
- Princess houses
Photo booth: Commissioner Tovar
- Staff will be assigned to take pictures.
Face Painting: Commissioner Sabharwal and Commissioner Ramirez
- Two volunteers recruited so far.
- Stick to five to six designs.
- Purple and pink paint.
- Need eight volunteers.

- Will play Disney music.
Publicity: Everyone
- Flyers, emails, word of mouth
Donations: Chair Song
- Will update staff Bautista on the donation.
Snacks: Commissioner Lopez and Commissioner Alonso
- Waiting on the donation from Chair Song.
- Fruit snacks and pack of small waters.
Entertainment:
- Hula will be performing at 10:30 a.m.
Misc Items:
- All volunteers are asked to wear grey or black shirts.
- Balloons at entrance and out in the parking lot.
- Clipboards are needed
- Sheets of paper
- Barbicide
-Costumes are approved and worn by volunteers.
- Commissioners arrive at 8:00 while volunteers arrive at 8:15 a.m.
- A map of Wheeler facility will be provided at the next meeting.
XII. COMMITTEE REPORTS
Commissioner Sabharwal reported that he was unable to make the GPAC meeting.
Commissioner Sabharwal was excused from the meeting.
XIII. AGENDA ITEMS FOR NEXT MEETING
1. City of Gilroy 150th Anniversary event
2. Update with the Youth Voice Live event
3. Outcome of the Pampered Princess Party

A motion was made by Chair Song to approve the agenda items for next
meeting. The motion was seconded by Commissioner Ramirez to accept the
items for next meeting. The motion carried with a 10-0-1 vote (Absent: Vice
Chair Kolagotla).
XIV. STAFF COMMENTS
Staff Bautista reminded the Youth Commission to keep spreading the word of
Pampered Princess Party.
XV. FUTURE MEETINGS
The next regular meeting of the Youth Commission will be held Monday, March 9,
2020 at 6:00 p.m. in the Gilroy Senior Center Meeting Room, 7371 Hanna Street,
Gilroy, CA 95020.
XVI. ADJOURNMENT
Chair Song adjourned the meeting at 7:03 p.m.
