General plan amendment to amend portions of the Hecker Pass Specific Plan to remove the Community Facilities designation; change land use to Residential Cluster and Agriculture to Agricultural Commercial and make other associated text changes. This project is located at 1690, 1750, and 2300 Hecker Pass Road (APNs 810-20-004 and 810-21-009) (GPA 14-02) B. A Planned Unit Development request for the northern portion of a property located at 1690 and 1750 Hecker Pass Road, commonly known as the Heartland Estates -North project (APN 810-21-009) (Z 15-02) B. Tentative map request to subdivide the approximately 11 acres into 33 single-family residential lots and one open space parcel. (TM 14-04) B. Architectural and site review request for the 33 lots of three different home plans, ranging in size from approximately 2,600 to 3,200 square feet. (AS 15-03) Planner II Durkin presented the staff report Commissioner Sanford asked for clarification on which streets did not allow parking, where the residents who lived on those streets with no parking would have access to parking, and why the street is being designated as a rural entry street. Planner II Durkin explained that the only street with no parking would be Cobblestone Court, the other side of the court is designated as an agricultural area and will not be developed. The residents of Cobblestone Court would be able to park on any of the other streets as all street parking is public. Cobblestone Court is designated by the Hecker Pass specific plan as a rural entry street to maintain the rural character and ambiance of the specific plan area. Commissioner Paul Kloecker asked for clarification on the need for RDO's, the process for owner transfer, and the intended use of the open land area on Third Street just south of Village Green before the creek. 2 Planner II Durkin explained that the City Council allocated RDO's to the specific plan area, and the individual property owners have agreements that allow transfer of ROD's between themselves. The open land area is not within the project area and definitive plans are not yet specified at this time. The intent of that area is for recreational park use to be owned by the city and open to the public. Commissioner Kai Lai asked for clarification on the public exits from the area, the expected traffic congestion, and when Third Street will connect to Autumn and Hecker Pass Highway. Planner II Durkin explained that the only exit at this time is at Third Street to Santa Teresa Boulevard. She referred to Senior Civil Engineer Servin on the traffic question. Senior Civil Engineer Servin explained a traffic study was conducted in 2005/2006, and the Third Street Exit can expect 3000 cars per day. Third street will connect to Autumn which will access Hecker Pass Highway, this will happen when 75 building units are complete. An encroachment permit is under review for a round -about at Hecker Pass and Autumn. Commissioner Tom Fischer asked for clarification if any streets other than Cobblestone Court are designated a rural standard with a swale, and if those streets also have houses facing a swale. Planner II Durkin explained that Third Street is designated as a Rural Collector Road, but there are no houses facing the swale. The original land use for a church on the subject site would have had a parking lot instead of houses facing the swale. Commissioner Sanford asked for clarification on how the exit at Isabella Way will be handled. Senior Civil Engineer Servin explained that in anticipation of the increased traffic there will be a 25 mile an hour speed limit between Cobblestone and Third Street. A proposed median in front of Isabella Way, will eliminate cross traffic turning left on Third street. The exit on Isabella Way will be a right turn, and Village Green residents also have the exiting right turn from Rosette Way onto Santa Teresa Boulevard. Commissioner Lai asked for clarification on when will the round -about at Third Street and Santa Teresa be completed, and more information about access at Rosette Way, and Isabella Way. Senior Civil Engineer Servin explained that the applicant has pledged to complete the round -about improvement. The east cluster development will be open before completion of the round -about at Third Street and Santa Teresa. Access at Rosetta Way is a right -in and right -out only. The proposed median for Isabella Way will require drivers exiting from Isabella to head east for 400 ft., then make a U-turn in the round- 3 about. A normal intersection has 32 conflict points, whereas the proposed right -in right out access at Isabella will eliminate 24 conflict making this a much safer intersection. Chair Gullen asked if studies have been done to see if a second round -about at Isabella would possible, and if there is any engineering minimum distance required between two round-abouts. Senior Civil Engineer Servin explained that a study for a second round -about at Isabella way has not been conducted but additional widening of the street would be needed. Also, there is no minimum distance required between round-abouts. Chair Gullen opened public hearing Skip Spiering represents Meritage Homes and South Valley Community Church. He commented that the RDO's transfers are within the MOU of existing landowners. The total RDOs are 25-30 units below total number allocated. This project came to light as a result of the church selling off 15 units and deciding the remaining land would not meet their needs. Each unit throughout the project has a 2-3 car garage, and full driveways. In addition there are 91 open parking spaces in both phases. Chair Gullen closed public Comment Planning Commission Disclosure Commissioner Fischer spoke with staff regarding this matter Commissioner Fischer has no issues with phase 1 of the project, zone change or change in land use designation. His concern is the lack of additional street parking for the 9 houses on Cobblestone Court that if those 9 houses have more cars than they have available parking they will park in front of someone else's house. He feels guest parking is a necessity and if removing a swale on one side would provide guest parking then it should be done. If there is no guest parking he will not support Tentative Map or the Architectural and site review on Phase II of project. Chair Gullen reopened public Comment David Franklin, currently there is an agriculture buffer between Syngenta and this development, now there will be another agriculture buffer on Cobblestone Ct. has Syngenta been made aware that there is less land for them to farm. Planner II Melissa Durkin stated Syngenta is aware of the project. Commissioner Sanford sees the same problem as Commissioner Fischer, that the development is of large homes on large lots and each home should have available parking. 0 Senior Civil Engineer Servin commented that a part of community design is that streets are for all users. The intention with the applicants design was to make Cobblestone a rural residential street compliant with the Specific Plan. Driveways are full-length to accommodate additional parking. Removing the swales will eliminate the intent of the required design. The present design will not accommodate more parking unless changes are made. Commissioner Fischer clarified he is not suggesting taking out both swales, by eliminating the swale in front of the homes 8 feet of parking can be gained, the aesthetic appeal is taken away by the driveways. Senior Civil Engineer Servin, the driveways will be on bridges over swale so the water will run underneath. Motion on Item VI.B. B. OLD BUSINESS: None Vill. NEW BUSINESS A. Review of Capital Improvement Budget for Fiscal Years 2015-16 through 2020-21. Public Words Director, Rick Smelser presented the Staff Report Chair Gullen asked for clarification on what determines if a round -about or signal is put in. Public Works Director Smelser stated that they look at many things; one is when there is a high pedestrian movement a round -about would not be ideal. Chair Gullen asked for clarification if Welburn is too narrow for round -about, and when will this be generated. Public works Director Smelser explained that it will be tight but Welburn is wide enough and they will look at what is best for traffic flow. Commissioner Kloecker asked for clarification on the project of safety improvements on Welburn and when will the Downtown Paseo project be completed. Senior Civil Engineer Servin explained that Welburn has 11,000 cars traveling on it in one day, in conjunction with grants the city is looking at separated bike lanes, improvements to sidewalks, ADA ramps, reducing speed. Public works Director Smelser stated that we can't get grants without having a Streets program; the city has done its part on the Downtown Paseo project. Commissioner Tom Fischer asked for clarification on the work proposed to Gourmet Alley, will the parking lot be modified. Public works Director Smelser explained that they are looking to make it pedestrian friendly. Civil Engineer Servin explained that they would not close the Alley way to vehicles, but would restrict the times of day in which vehicles could use the Alley; one improvement would be to congregate the garbage collection. Commissioner Kai Lai would like to know if there is any way we can get the owners to clean up their empty buildings. Public works Director Smelser explained these are improvements to the public alley way, not owner improvements. Commissioner Steve Ashford asked for clarification on the timeline for the study. Public works Director Smelser explained it will be months before the study is complete. Civil Engineer Servin explained the owners of the buildings are making their investments, and the city is bringing the public investments. Chair Gullen opened the public hearing. Ron Kurkish stated he is excited about the Gourmet Alley project, he feels it will draw tourist activity to the historic downtown. Chair Gullen Close public comment Motion on Item VIII. B. Housing Advisory Committee: Chair Gullen discussed homelessness, focused on changing the approach to ending homelessness by focusing on low income housing. C. Historic Heritage Committee: Commissioner Ashford : no meeting D. Arts & Culture Commission: Commissioner Kloecker: no meeting E. South County Joint Planning Advisory Committee: Commissioner Kloecker: major item of discussion guidelines for development of rural areas in Santa Clara County. F. Street Naming Committee: Commissioner Kai Lai: no meeting G. Development Standards Task Force: Commissioner Fischer and Commissioner Kloecker: no meeting H.
