OPENING A. Call to Order and Roll Call Chairperson Pinheiro called the meeting to order at 6:04 p.m. Roll Call Present: Commissioner Dion Bracco, Commissioner Peter Leroe-Muñoz and Chairperson Al Pinheiro II. PRESENTATIONS TO THE OPEN GOVERNMENT COMMISSION A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE COMMISSION There were no public comments. III. CONSENT CALENDAR A. Approval of the Minutes of April 5, 2012 Motion on Item III.A. Motion was made by Commissioner Bracco, seconded by Commissioner Leroe - Muñoz and carried 3-0 to approve the Consent Calendar IV. UNFINISHED BUSINESS There was none. V. NEW BUSINESS A. Quarterly Review of Public Records Requests Per Gilroy Code Section 17A.35 The item was introduced by City Administrator Haglund. City Clerk Freels explained that the majority of the responses to requests for public records that were processed through the City Clerk’s office were filled electronically, explaining that it was not only a resource savings, but also a staff cost savings. She explained that the Fire Department also offered to fill requests electronically , and some of the Police Department records requests were filled electronically. CITY ADMINISTRATOR'S REPORTS There were none. VII. CITY ATTORNEY'S REPORTS Acting City Attorney Faber spoke on the recent State budget bill passed which included a stay on the Brown Act, explaining that the League of California Cities City Attorney’s Division was actively reviewing the legislation to determine if the suspension was intended only for the mandated reimbursements that cities received, or a true suspension of the legislation itself. He explained that the Gilroy Open Government Ordinance was in place nonetheless, and the City would continue to follow all transparency provisions included within the city code. VIII. CITY CLERK’S REPORTS There were none. IX. REPORTS OF COMMISSION MEMBERS X. FUTURE COMMISSION INITIATED AGENDA ITEMS – SCHEDULE NEXT QUARTERLY MEETING The Commission established the next quarterly meeting date of October 11, 2012 at 6:00 p.m. XI.
