ARTS AND CULTURE COMMISSION
5:00 P.M.
September 10, 2013
CALL TO ORDER
The meeting was called to order at 5:06 p.m. by Chair Harris.
SECRETARY'S REPORT
All Commissioners were present except Commissioner Dunkle who was excused. Planning
Commissioner Brad Bannister was also present.
APPROVAL OF MINUTES
Motion was made by Commissioner Morasca to approve the Minutes of the Regular
Meeting of August 13, 2013. The motion was seconded by Vice Chair Scariot.
Hearing no objections it was so ordered.
APPROVAL OF AGENDA
Motion made by Vice Chair Scariot to approve the agenda for September 10, 2013, with
stated change of order. The motion was seconded by Commissioner Morasca.
Bearing no objections it was so ordered.
INTRODUCTIONS
There were no introductions.
AWARDS/RECOGNITIONS
There were no awards and recognitions.
PUBLIC COMMENT
There were no public comments.
OLD BUSINESS
A. Discussion/Decision on Next month's Art du Jour Column
In the next .Art du Jour column Chair Harris has chosen to highlight 152 West
Production Company ( Nils Myers & Mattie Scariot).
Other suggestions made were: the General Plan Joint Kick =off Workshop which will be
held on Monday, October 28th at 6:00 p.m. in Council Chambers, featured artists David
Hofstad and his wife Dyanne who are now exhibiting in City Hall through October. (This
will be included on the calendar.)
NEW BUSINESS
A. Mini Mural Proposal — Christmas Hill Park
City of Gilroy Graffiti Abatement Officer Rachel Munoz addressed the Commission `and
introduced two of her Wipeout Watch Group volunteers — Stacey .Angst and Policing
Volunteer Sharon. She then went on to present the 2013 Mini Mural Pilot Project at
Christmas Hill Park (Ranch Side). (See attached report.)
Ms. Angst, who will be painting the boxes, addressed the Commission and explained a
couple of the drawings that were presented.
Motion made by Commissioner Morasca to approve the project with a
recommendation to the Gilroy City Council. The motion was seconded by
Commissioner Bottini.
Hearing no objections, it was so ordered.
B. Interview of Public Art Committee Applicants
Commissioner Morasca moved and Vice Chair Scariot seconded to accept the late
application of Valerie Hammonds and interview her at this, the September 10th
regular meeting.
Chair Harris then commenced explaining to the two applicants the procedure of getting
voted in as a Public Art Committee Member. The applicants, Valerie Hammonds and
Frank Segreto, were then interviewed, separately.
Motion made by Commissioner Morasca to send a recommendation to the Gilroy
City Council that Valerie Hammonds and Frank Segreto be appointed as members
of the Public Art Committee. The motion was seconded by Commissioner Bottini.
Hearing no objections, it was so ordered.
C. General Plan Amendment Update
The Kickoff meeting will be held on Wednesday, October 28, 2013 at 6:00 p.m. in
Council Chambers. It is open to the public.
D! Art & Business Partnership Award
Chair Harris suggested that the Large Business Award be given to The Gilroy Dispatch
and the Small Business Award be given to Out & About Magazine.
Motion made by Chair Harris to give the Large Art & Business Partnership Award
to The Gilroy Dispatch and the Small Art & Business Partnership Award to Out &
About Magazine. The motion was seconded by Commissioner Morasca.
Hearing no objections, it was so ordered.
Discussion continued and Sondra Banks will purchase the awards and get them engraved.
They will be presented at a City Council meeting in November or December.
E. Viewing of the Short Film, The Lazy Fong by Bruno Mars, 152 West Productions
We were unable to view the DVD in Council Chambers. Sondra Banks will check with
IT /Joe Kline to see what the problem might be.
PUBLIC ART COMMITTEE UPDATE — Commissioner Dunkle
None.
PASEO PROJECT UPDATE — Vice Chair Scariot
The sub - committee meeting discussion was about Kat Filice being hired. Vice Chair Scariot
reported that meetings keep getting postponed due fo people being on vacation
GILROY ARTS ALLIANCE UPATE — Commissioner Morasca
Commissioner Morasca reported the following:
The Gilroy Interim Center for the Arts is open on the following: Sat & Sun 10 am.-2:00
p.m. and Tues & Wed 2:00 -5:00 p.m.
Free Grant Writing Workshop put on by Silicon Valley Creates, Wed 9 /11 9:00 -a.m.-
12:00 p.m. the Gilroy Interim Center for the Arts
Latino artists and Day of the Dead will be featured in October & November
Barefoot in the Park produced by Limelight Theater begins Thursday, September 12th
STAFF REPORT
A. Cultural Arts Programs/Events:
The 100+ tiles of Phase II of the San Ysidro Tile Art Project (depicting the
Winter and Spring seasons) were painted in mid - August, and delivered last
week to Jane Rekedal and her Ceramic Arts students at the Arts Dept.. at
Gavilan, The tiles will then be glazed and fired, and the hope. is that they'll be
ready for installation at San Ysidro Park the end of October. Phase I has
already been installed and depicts the Summer and Fall seasons.
Staff met with members of the Gilroy Chapter of the National Family Week
Committee, who will be assisting with coordination of the 2013 Young Artists
Poster Contest (flyer attached). Flyers will be distributed to schools in mid -
October.
Local Artist David Hofstad and his wife Dyanne, are currently exhibiting their
artwork in the City Hall gallery, through the end of October.
B. Museum Projects/Tours/Displays:
None.
STUDENT REPRESENTATIVE COMMENTS
None. Chair Harris will check with Mark Carrick and Amber Woodward at CHS regarding
getting another student to represent Christopher High. Sondra Banks will contact Jailene
Arellano to see if she plans on continuing to be the Gilroy High representative.

The next regular meeting of the Arts ' & Culture Commission will be held on Tuesday,
October 8, 2013, at 5:00 p.m. in City Council Chambers located at 7351 Rosanna Street,
Gilroy, CA 95020.
