MINUTES OF THE REGULAR MEETING OF THE
ARTS AND CULTURE COMMISSION
5:30 P.M.
April 14, 2015
CALL TO ORDER
The meeting was called to order at 5:32 p.m. by Chair Scariot.
SECRETARY’S REPORT
Arts & Culture Commission ers Present: Barbara Bottini, Bruce Morasca, Alma Perez,
Mattie Scariot and Peter Wang
Arts & Culture Commissioners Excused: Nicole Robinson
Arts & Culture Commissioners Absent: Sally Armendariz
Christopher High School Student Representative Silva was present (5:55 p.m.).
APPROVAL OF MINUTES
Motion was made by Commissioner Morasca to approve the minutes of the March 10 , 2015
regular meeting. The motion was seconded by Commissioner Bottini.
The motion carried unanimously with a 5 -0- 2 vote ( Commissioner s Armendariz &
Robinson were absent).
APPROVAL OF AGENDA
Motion made by Commissioner Morasca to approve the agenda for April 14 , 2015 . The
motion was seconded by Commissioner Bottini.
The motion carried unanimously with a 5 -0- 2 vote ( Commissioners Armendariz &
Robinson were absent).
INTRODUCTIONS
Chair Scariot introduced the Honorable Mayor Don Gage. Mayor Gage began with thanking the
Commissioners for their willingness to volunteer for “ the good of the City of Gilroy. ” Then he
went on to inform the Commission as to what the City Council was working on as well as
possible developments in the near future.
Questions followed.
Chair Scariot thanked the Mayor, on behalf of the Arts & Culture Commission, for attending and
sharing information.
PUBLIC COMMENT
None.

OLD BUSINESS
A.Civic/Cultural Arts District
Cathy Mirelez introduced City of Gilroy Planning Manager, Sue Martin to the
Commission. Ms. Martin stated that the Cultural Arts District is really a Zoning District.
She also distributed a map of downtown showing the designated areas for the
Civic/Cultural Arts District, Downtown Historic District, Downtown Expansion District
Transitional District Cannery District and the Gateway District. Discussion and questions
followed.
Chair Scariot, on behalf of the Arts & Culture Commission, thanked Ms. Martin for
attending and providing valuable information to the Commission.
B.Update on Movie Night in Collaboration with the Public Art Committee and Gilroy
Arts Alliance
Commissioner Morasca reported that the Sub-committee is suggesting Friday, August 7 ,
2015 as the date for Movie Night. They would like to show Flubber , the Robin Williams
version. Cathy Mirelez will research to see how much the movie cost will be as well as
assuring that it is a PG film. She will report back to the Commission at the May meeting.
C.Fundraising for 2014 & 2015 for Art & Business Partnership Awards
Commissioner Morasca reported that he has extra spaces to fill for the Garlic Festival and
this could be the Commission’s way to raise monies for the awards . The “Melon Heads”
is the spot. It consists of five ( 5 ) hour s per shift and averages out to $8 or $9 per hour .
He will bring a sign-up sheet to the May meeting. July 24, 25 and 26 th are the dates for
the Garlic Festival.
D.Annual Arts Roundtable
Chair Scariot requested that she be given another month to report back to the
Commission on this event. She did suggest that the event be held in January or February
when people are not as busy. Thus far, the Commission still likes the idea of contacting
City Managers and finding out what art policies they ha ve in place, what has worked and
what has not.
E.Selection of a Sub-Committee - Lo bbying for the Art s being included in the General
Plan
Tabled. The Sub-Committee will have another meeting at 5:00 p.m. on May 12 th to
discuss this matter.
NEW BUSINESS
A.Interviewing of Public Art Committee Applicants
No applicants; therefore no interviews.
B.Public Art Committee’s Concept for the Library Mural Project
Cathy Mirelez passed out a copy of Sheryl Cather’s letter and a picture of the area for the
Library Mural. Ms. Cather’s concept was shown to the Commission.

Motion was made by Commissioner Bottini to approve Sheryl Cather’s concept for
the Public Art Committee’s Library Mural Project. The motion was seconded by
Commissioner Morasca.
The motion carried unanimously with a 5-0-2 vote (Commissioners Armendariz &
Robinson were absent).
Chair Scariot suggested to Commissioner Morasca that the Public Art Committee apply
for a grant from SV Creates as they award $2,500 grants.
PUBLIC ART COMMITTEE UPDATE
No additional report.
PASEO PROJECT UPDATE
Chair Scariot reported that she did a PowerPoint presentation to be used for fundraising
purposes. Al Pinheiro presented at the Gilroy Rotary and as a result, they are pretty sure they
sold two (2) of the seven (7) panels that day. So, there are probably four (4) of the seven (7)
panels already sold. Bricks will be sold for $250 each (3 lines, 50 characters per line) for the
pathway in the Paseo. The number of bricks will determine how large the pathway will be.
Chair Scariot will show the PowerPoint to the Arts & Culture Commission at the May meeting.
GENERAL PLAN ACTION COMMITTEE UPDATE
Commissioner Bottini finalized the land use area designations. In spite of the majority of the
public wishing to keep a lot of open land, the Committee chose not to.
The April meeting consisted of two (2) hour discussion on how to designate pre-requisite
conditions for some of the areas. Work is completed for the time being and the next meeting will
be in August, 2015.
GILROY ARTS ALLIANCE
Commissioner Morasca reported the following:
They are a host for the Wine Stroll (May 30) and they will have vendors outside on the
grass of the Gilroy Center for the Arts
Free Art programs will be given again this summer (video class, art with Rick Charvet,
etc.)
Limelight Theater opened last weekend with Alfred Hitchcock’s play, 39 Steps
STAFF REPORT
A.Cultural Arts Programs/Events:
Peter Pan, Jr. (with a Cast of 40 young actors) closed this past Sunday and was very
successful. Our next Theater endeavor is a 2 week Summer Theatrical Camp – Willy
Wonka, Jr. We are in the process of interviewing 2 new potential contract Directors for
our 2015 Fall production.
We are busily preparing for Summer programs and planning our Fall season!

B.Museum Projects/Tours/Displays:
Authors Day at the Gilroy Museum
Saturday, May 2nd from 10:00 a.m. – 2:00 p.m.

April 2-4 Talent show at 6pm at the Black Box Theater.

April 17 &18 Romeo and Juliet public performances at 8pm in the Black Box Theater
April 21-22 Spring Choir Concert at 7pm at CHS Dining Commons
April 29 Spring Band Concert at 7:30pm at CHS

The next regular meeting of the Arts & Culture Commission will be held on Tuesday, May 12,
2015 at 5:30 p.m. in City Council Chambers located at 7351 Rosanna Street, Gilroy, CA 95020.
