09/08/2015 Arts and Culture Commission Regular Meeting Adopted 10/13/2015CITY OF GILROY MINUTES OF THE REGULAR MEETING OF THE ARTS AND CULTURE COMMISSION 5:30 P.M. September 8, 2015 CALL TO ORDER The meeting was called to order at 5:31 p.m. by Chair Scariot. SECRETARY'S REPORT Arts & Culture Commissioners Present: Sally Armendariz, Barbara Bottini, Bruce Morasca, Alma Perez and Mattie Scariot Arts & Culture Commissioners Absent: Peter Wang (excused) APPROVAL OF MINUTES Motion was made by Commissioner Morasca to approve the minutes of the July 14, 2015, regular meeting. The motion was seconded by Commissioner Bottini. The motion carried unanimously with a 4-0-1 vote (Commissioner Wang was absent). APPROVAL OF AGENDA Motion was made by Commissioner Morasca to approve the agenda for September H, 2015, with stated change of order. The motion was seconded by Commissioner Bottini. The motion carried unanimously with a 4-0-1 vote (Commissioner Wang was absent). None. AWARDS & RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS A. Discussion Re: Annual Arts Roundtable Chair Scariot asked that the Arts and Culture Commission support a roundtable/special meeting with the Gilroy Arts Alliance, rather than have their own. Commissioner Bottini stated that she thinks this is a good idea. Motion was made by Chair Scariot that the Arts & Culture Commission support the Arts Alliance Roundtable, instead of having a separate Arts and Culture Commission Roundtable. The motion was seconded by Commissioner Morasca. The motion carried unanimously with a 4-0-1 vote (Commissioner Wang was absent). B. Sub -Committee Report on Lobbying for the Arts being included in the General Plan Chair Scariot asked that her name be removed from this Agenda item, and replaced with Bruce Morasca. Commissioner Morasca reported the following: It was requested that all of the Commissioners attend the General Plan Update meeting tomorrow night. Commissioner Morasca would like to have a portion of PR 2.3 removed. The portion of PR 2.3 that he would like removed, speaks to maintenance only. Commissioner Morasca feels that the City should pay for the maintence of any public art. Commissioner Morasca is in support of PR 2.1 - this section is about the Arts & Culture Strategic Plan and he wants to see this kept in the General Plan. Ms. De Leon asked how Commissioner Morasca felt about section PR 2.2 - Public Awareness of the Arts. Commissioner Morasca responded that he agreed with that section. Commissioner Morasca is in support of section LU-9.1, as well. This section is regarding a performing and visual arts center in the downtown. Commissioner Morasca asked Commissioner Bottini (ACC representative on the General Plan Action Committee) to find out if this is separate from the Downtown Specific Plan. NEW BUSINESS A. Interviewing of Public Art Committee Applicants Ms. De Leon reported that the City Clerk informed her that there are two new applicants. B. Arts & Culture Commission Annual Presentation to City Council — November 2, 2015 Ms. Mirelez, Chair Scariot and Commissioner Morasca will work on this presentation. Chair Scariot requested that next month's meeting begin at 5:00 p.m., so that discussion regarding the Presentation could take place. Ms. Mirelez agreed. PUBLIC ART COMMITTEE UPDATE Commissioner Morasca reported that on August 26"' there was an inspection of the library mural. He also reported that a celebration or ribbon cutting for the mural was being planned, but no date has been set yet. The Public Art Committee presentation is October 5"', and all were invited to attend. Commissioner Armendariz asked about the Arts & Culture Commission working on a Dia de los Muertos event. She was informed that the Arts Alliance is planning on a collaborative event with the CARAS organization, not the Arts & Culture Commission. PASEO PROJECT UPDATE Chair Scariot reported that this project will be presented by Maria De Leon to the City Council at the September 14`h City Council meeting at 6:00 p.m. Chair Scariot also reported that people can still purchase bricks for the pathway along the Pasco. The Gilroy Foundation has a link on their webpage to purchase bricks for $250 and the Gilroy Historic Pasco Facebook page also has links to purchase the bricks. GENERAL PLAN ACTION COMMITTEE UPDATE Commissioner Bottini reported that there were two meetings in August on the 121h and the 26th. At these meetings they have been reviewing land use element texts in the General Plan. Also being reviewed is the citywide transportation system. At tomorrow night's meeting they will review the Parks and Recreation element of the General Plan and they will include the handout titled "Why Public Art Matters". GILROY ARTS ALLIANCE Commissioner Morasca reported on the following: Limelight Theater - the theater is doing well and is almost always sold out. The Arts Alliance will partner with CARAS for a Dia De Los Muertos event; however, no date has been set yet. Chair Scariot reported that they won a grant award to have a professional facilitator come to facilitate the Arts Alliance Retreat. STAFF REPORT A. Cultural Arts Programs/Events: Cathy Mirelez reported that the 26th Kids Discover Arts event was held Saturday, August 29`h; approximately 400 children attended and experienced 15 Arts workshops. The event went smoothly and everyone enjoyed it. Ms. Mirelez also circulated flyers regarding the Fall Children's theater production of HONK! Jr. She also shared that Director Hilary Little is a local young woman who grew up in Gilroy participating in many of John Bisceglie's productions and in the Gilroy High School Choirs. B. Museum Projects/Tours/Displays: Nothing new to report. CHRISTOPHER HIGH SCHOOL STUDENT REPRESENTATIVE REPORT None. Chair Scariot reported they are still looking for high school representatives. STAFF/COMMISSION COMMENTS Commissioner Annendariz wants the General Plan Committee to be aware of the need for a park in the Murray Avenue neighborhood. She further expressed a concern about the low income apartments that are to be built on the site of the old Indian Motorcycle company. 3 Chair Scariot reported that they had over 200 people attend the August Outdoor Movie Night — The Absent Minded Professor, starring Robin Williams. The "flubber" given away at the event was very popular. Between soda and popcorn they made $100. It was a very successful event. None. ADJOURNMENT Chair Scariot adjourned the meeting at 6:08 p.m. The next regular meeting of the Arts & Culture Commission will be held on Tuesday, October 13, 2015 at 5:30 p.m. in City Council Chambers located at 7351 Rosanna Street, Gilroy, CA 95020.
