ARTS AND CULTURE COMMISSION
5:30 P.M.
February 14, 2017
CALL TO ORDER
The regular meeting of the Arts and Culture Commission was called to order by Chair Mattie
Scariot at: 5:35 p.m.
SECRETARY'S REPORT
The Agenda was posted in the public notice cabinet at 3:20 p.m. on Wednesday, February 8,
2017.
The Agenda and the February Meeting Packet was posted to the City's website and distributed
on Thursday, February 9, 2017.
ROLL CALL
Commissioners Present: Chair Mattic Scariot, Vice Chair Bruce Morasca, Commissioner
Barbara Bottini, Commissioner Sally Armendariz, Commissioner Grace Hernandez,
Commissioner Tamura Miguel and Commissioner Suzanne Wood.
Commissioners Absent: None.
Also Present: City staff members Cathy Mirelez, Maria De Leon, Susan Voss, Adam Henig and
Carina Baksa;
New GECA student Representative Jay Mann;
Gilroy High Student Representative Jacob Yoder Schrock arrived at 5:41p.m.
APPROVAL OF MINUTES
Motion was made by Vice Chair Bruce Morasca to approve the minutes of the January 10, 2017
regular meeting as written. The motion was seconded by Commissioner Barbara Bottini.
The motion carried unanimously (7-0-0).
APPROVAL OF AGENDA
Motion was made by Chair Mattie Scariot to amend the Agenda by moving Item E forward. Vice
Chair Bruce Morasca made a motion to approve the agenda as amended for Tuesday, February
14, 2017. The motion was seconded by Commissioner Barbara Bottini.
The motion carried unanimously (7-0-0).

OLD BUSINESS
Election of Chair and Vice Chair of the Arts & Culture Commission — Chair Mattie Scariot
Commissioner Bruce Morasca made a motion to re-elect Commissioner Mattie Scariot as chair
of the Arts and Culture Commission and Commissioner Sally Armendariz seconded the motion.
The motion carried unanimously (7-0-0).
Chair Mattie Scariot made a motion to elect Commissioner Barbara Bottini as Vice Chair and
Commissioner Bruce Morasca seconded the motion.
The motion carried unanimously (7-0-0).
Election of Chair of the Public Art Committee — Chair Mattie Scariot
Commissioner Barbara Bottini made a motion to keep Commissioner Bruce Morasca as chair of
the Public Art Committee. The motion was seconded by Commissioner Sally Armendariz.
The motion carried unanimously with a (7-0-0).
Arts and Culture Commission Roundtable Forum 2017 — Chair Mattie Scariot
Chair Mattie Scariot reported that the Roundtable Forum is an annual event that is held to help
keep the Commission working together on common goals, and to continue to bring arts and
culture to the City.
Commissioner Grace Hernandez asked about the time line for the Roundtable Forum 2017. Chair
Mattie Scariot stated that they usually hold the forum in October and that a few months are
needed to prepare for the Forum. Commissioner Barbara Bottini suggested, and the other
Commissioners agreed, that the Roundtable Forum 2017 timeline discussion continue at the Arts
and Culture Commission Retreat.
NEW BUSINESS
Gilroy Museum Annual Report — Tom Howard — City of Gilroy Museum Lead Volunteer
Tom Howard presented the Gilroy Museum's Annual Report. He shared a power -point
presentation that summarized the museum's statistics from 2016, described the museum's daily
operations, its budget and goals for the upcoming year, and presented some of the new items that
have been added to the museum's collection. He also stated that for the last 2 years the City has
allocated $2,272 to the museum on an annual basis. These budget monies are split between
training and conservation.
As part of his report Tom Howard also noted the installation of a module update to the
Museum's current software program PastPerfect. Nathan Hand from the City of Gilroy was
really helpful in getting the upgrade for the software.
Gilroy Historical Society's Recommendation for the Dispersal or Retention of the Annual
Income from the Gilroy Museum Endowment Trust Fund (see attached letter) — Connie
Rogers
Connie Rogers, President of the Gilroy Historical Society, presented a letter from the Society to
the Arts and Culture Commission requesting that the Commission ask City Council for the
annual disbursement of the interest from the City of Gilroy Museum Trust Fund account to the
Gilroy Historical Society, as stipulated in the terms of the Trust.
Commissioner Bruce Morasca made a motion that the Arts and Culture Commission ask the City
Council to allow the interest from the City of Gilroy Museum Trust Fund account to be used by
the museum. The motion was seconded by Commissioner Barbara Bottini.
The motion carried unanimously with a 7-0-0 vote.
Monthly Arts Award - Chair Mattie Scariot
Chair Mattie Scariot nominated Kevin Heath to receive the Arts and Culture Commission
monthly award for the month of March, in the form of a certificate in gratitude for his continuing
support of the arts.
Maria De Leon recommended that the Commissioners bring names for future nominations for
this award to the ACC Retreat for discussion and consideration.
A motion was made by Commissioner Barbara Bottini to present Kevin Heath with the award for
the month of March. Commissioner Bruce Morasca seconded the motion.
The motion carried unanimously (7-0-0).
Annual Arts and Culture Commission Retreat — Chair Mattie Scariot
After some discussion it was determined that Maria De Leon will e-mail possible dates for the
Arts and Culture Commission Retreat. Chair Mattie Scariot stated that she preferred a Saturday
morning and Commissioner Barbara Bottini agreed. Maria De Leon asked that the
Commissioners let her know what their preferences are for dates and she will determine staff and
site availability.
Currently, there are two items for the Retreat agenda: discussion of dates for the Arts Roundtable
and names for Monthly Art Award nominees. Maria De Leon informed the Commissioners that
they can submit any new items for the Retreat agenda at the next regular meeting.
Interview of Public Art Committee Applicants — Chair Mattie Scariot
Applicants Melanie Reynisson and Frank Segreto were interviewed by the Commission; after
discussion it was decided that both applicants be recommended to fill the 2 vacancies.
Commissioner Bruce Morasca made a motion to accept both Melanie Reynisson and Frank
Segreto as members of the Public Art Committee. Commissioner Barbara Bottini seconded the
motion.
The motion carried unanimously (7-0-0).
Update on Summer Movie Night Series — Cathy Mirelez
Cathy Mirelez reported that she had received an email from Kevin Heath stating that the Gilroy
Arts Alliance would like to take over management of the Summer Movie Night Series which
would include the use of their own projection equipment, marketing of the series, posters and
flyers, the selection of the movies, and recruiting of volunteers. The City and the Arts and
Culture Commission would help with publicity. Kevin Heath would like to feature five movies
and start publicizing it beginning in March.
Chair Mattie Scariot made a motion to have the Gilroy Arts Alliance take on the management of
the Movie Night Series, and working with the Arts and Culture Commission having one of the
Arts and Culture Commissioners as a member of the planning committee. Commissioner Bruce
Morasca seconded the motion.
The motion carried unanimously (7-0-0).
PUBLIC ART COMMITTEE UPDATE — Vice Chair Bruce Morasca
Vice Chair Bruce Morasca reported that there wasn't a Public Art Committee meeting last month
due to lack of quorum.
PASEO PROJECT — Chair L. Mattie Scariot
Chair Mattie Scariot reported that the Pasco Project is open to the public; however there is still
tile and brick that need to be installed. Chair Mattie Scariot told the Commission that there will
be a Ribbon Cutting Ceremony as soon as the project is completed.
GILROY ARTS ALLIANCE UPDATE — Commissioner Bruce Morasca
Gilroy Arts Alliance is celebrating Black History Month starting February 25, 2017, tbru March
12, 2017. There will be a reception on the first day, February 25, 2017.
STAFF REPORT
Cultural Arts Programs/Events
The Recreation department has added many new art and dance classes to the Winter/Spring
Activity Guide. Auditions for the Children's Theater production of Alice in Wonderland, Jr.
took place; 82 children are participating and rehearsals have begun.
"Judges Favorites" from the Young Artist Poster Contest will be presented to City Council on
Monday, March 6, 2017.
Museum Projects/Tours/Displays
Volunteer Betty Kelly's presentation regarding working for the Telephone Company was well
received by 30 attendees.
CHRISTOPHER HIGH SCHOOL STUDENT REPRESENTATIVE REPORT
Jacob Yoder -Schrock reported that the. Christopher High School drama program put on a
production of Much Ado About Nothing for all English classes, with focus on the sophomore and
senior English classes. Each performance was attended by 50 to 100 students. The Christopher
High School drama program will also be performing this play when they travel to Russia over
the spring break to visit their sister school in Moscow.
GILROY EARLY COLLEGE ACADEMY (GECA) STUDENT REPRESENTATIVE
REPORT
Jay Mann reported that because GECA students are taking college courses, they do not have time
for extracurricular activities. Recently GECA students participated in a poetry contest called
Poetry Out Loud and students are able to take advantage of all the arts classes offered at Gavilan
College.
COMMISSION COMMENTS (Arts -Related)
Commissioner Bruce Morasca stated that the City of Salinas passed an Arts Ordinance regarding
the City of Salinas's Public Arts Program. Commissioner Bruce Morasca wanted to bring this
idea to the Public Art Committee to see if they can eventually work on something similar for the
City of Gilroy. Maria De Leon responded that this type of ordinance can be considered after the
City of Gilroy General Plan is approved.

Chair Mattie Scariot adjourned the meeting at 7:07 p.m.
The next regular meeting of the Arts & Culture Commission will be held on Tuesday, March 14,
2017 at 5:30 p.m. in the City Council Chambers located in City Hall at 7351 Rosanna Street,
Gilroy, CA. 95020.
