CALL TO ORDER
The special meeting of the Arts and Culture Commission was called to order by Chair Mattie
Scariot at 5:33 p.m.

Also Present: Maria De Leon, Recreation Director, and representing Leadership Gilroy, Rob
Allen, Rosemary Guerrero, Marty Cheek and Nita Mitchel.
APPROVAL OF MINUTES

APPROVAL OF SPECIAL MEETING AGENDA
Motion was made by Vice Chair Bottini to approve the Agenda for the Special Meeting of the
Arts and Culture Commission on Thursday, June 29, 2017. The motion was seconded by
Commissioner Scariot and the motion carried with a vote of 5-0-0.
NEW BUSINESS
Gilroy Leadership’s Conceptual Design for the Public Mural. The report was given by Rob Allen
of Leadership Gilroy Class of 2017. The 2017 class of Leadership Gilroy has chosen a service
project to benefit the City of Gilroy described as celebrating the arts. The class has
commissioned artist Cheryl Cathers to paint the mural. The mural will be painted on the north
wall, adjacent to the grass area across from the Gilroy Center of Arts. Allen shared the picture of
the mural rendering and explained the significance of each of images that would make up the
mural, which represent a variety of arts genre and community demographics from Gilroy.
On October 7, 2017, the 2017 Leadership Gilroy class will host an event called “Celebrate the
Arts Day,” where they will present the mural to the community (Allen shared a mock flyer). The
class is hoping to have many different local artists in attendance. The commission suggested the
following artists as possible participants: Richard Blanco (poet), Armando Franco, Guillermo
Aranda (muralist), and Steve Caposio (culinary artist).
Maria De Leon reminded the Leadership Gilroy class that a Special Event Permit will need to be
completed and submitted for this effort. Maria also reminded everyone that a contract will need
to be completed with the mural artist with stipulations. Examples of some of these stipulations
include requiring that all project funding will need to be generated before the inception of the
mural, a letter of support for this project from the Gilroy Arts Alliance, application of anti-
graffiti protective coating on the mural, and insurance documents provided by the muralist.
Chair Scarriot made a motion to approve the conceptual design of the Gilroy Leadership Public
Mural Project. The motion was seconded by Commissioner Hernandez and the motion carried
with a vote of 4-0-0.

Chair Scariot adjourned the meeting at 5:55 p.m.
