07/11/2017 Arts and Culture Commission Regular Meeting Adopted 09/12/2017CITY OF GILROY MINUTES OF THE REGULAR MEETING OF THE ARTS and CULTURE COMMISSION (“In partnership with City Council, the Arts & Culture Commission promotes the Arts in the Gilroy community.”) Tuesday, July 11, 2017 5:30 p.m. City Council Chambers 7351 Rosanna Street Gilroy, CA 95020 CALL TO ORDER The regular meeting of the Arts and Culture Commission was called to order by Chair Mattie Scariot at 5:31 p.m. FLAG SALUTE SECRETARY’S REPORT Packet was posted on the City’s website on Thursday, July 6, 2017 at 11:40 a.m. and the Agenda was posted in the Notice cabinet on Thursday, July 6, 2017 at 11:45 a.m. ROLL CALL Commissioners Present: Chair Mattie Scariot, Vice Chair Barbara Bottini, Commissioner Bruce Morasca, Commissioner Grace Hernandez, Commissioner Tamura Miguel and Commissioner Suzanne Wood. Commissioners Absent: Commissioner Sally Armendariz-excused Also Present: Recreation Director Maria De Leon and Recreation Manager Adam Henig APPROVAL OF MINUTES June 13, 2017 (Minutes attached) Chair Scariot made one correction to the minutes regarding the names of the Roundtable subcommittee members: Instead of Hernandez, Miguel, and Scariot, it should have been Bottini, Scariot, and Wood. Motion was made by Commissioner Bottini, seconded by Commissioner Wood and carried with a vote to approve the amended to approve the amended June 13, 2017 minutes with a vote of 6-0-0. APPROVAL OF AGENDA Motion was made by Commissioner Morasca, seconded by Vice Chair Bottini and carried with a vote to approve the July 11, 2017 agenda with a vote of 6-0-0. INTRODUCTIONS None AWARDS/RECOGNITIONS The award was postponed since Dr. Escobar was running late. She arrived at 5:45 p.m. Chair Scariot introduced Dr. Escobar and Bottini presented her with the monthly arts award certificate for her support of displaying local art work in her office. NEW BUSINESS GPAC Update - Vice Chair Bottini Vice Chair Bottini informed the Commission that GPAC (General Plan Advisory Committee) meetings were delayed because of the passage of Measure H, which affected the city’s urban growth boundary line. Vice Chair Bottini reported that she planned to discuss the possibility of establishing a policy in the new General Plan for developers to contribute to a public art fund. Director De Leon stated that the city currently does not have a policy for this and that it is not part of the General Plan. Chair Scariot advocated that she’d like to have a policy or something equivalent in place for the upcoming General Plan. OLD BUSINESS Monthly Arts Award Nomination Process – Chair Scariot and Commissioner Miguel Commissioner Hernandez passed out a draft of a monthly arts award nomination form that she and the subcommittee created. Commissioner Hernandez would like to have this form available online at the City’s ACC webpage. Vice Chair Bottini suggested adding information about past recipients. Motion was made by Vice Chair Bottini, seconded by Commissioner Miguel and carried with a vote to approve the suggestions for the monthly arts award nomination with a vote of 6-0-0. Arts and Culture Commission Roundtable Forum 2017 – Chair Scariot Chair Scariot wanted to select a date and venue for the annual event. Commissioner Hernandez ruled out wineries since they normally charge a fee. Chair Scariot suggested the Gilroy Arts Alliance facility, which has been a host in past years. It was suggested that it should occur before the holidays, sometime between mid-October and early November during the day (e.g., 10:00- 1:00 p.m.) on either a Wednesday or Thursday. Henig informed the Commission that there is $1,408 in their account, which could be used to hire a facilitator and serve lunch. De Leon suggested the Commission contacting Gilroy Foundation’s Donna Pray for additional funding opportunities. Chair Scariot wants to invite the following people/organizations: Silicon Valley Creates, Donna Pray, Downtown Business Association (Gary Walton), Public Art Committee, Star Program Gilroy Children’s Musical Theatre, CARAS, school facilities/theatres, Whitney Pintello, Gilroy Welcome Center (Jane Howard), Suzanne St. John Crane, Mark Waxman. Also, Chair Scariot created a spreadsheet that will list each venue with its capacity and contact information to be shared with local arts groups. PUBLIC ART COMMITTEE UPDATE – Commissioner Bruce Morasca Last night, the PAC made their presentation to City Council and presented the Community Art award to Shirley Willard. GILROY ARTS ALLIANCE UPDATE – Kevin Heath, GAA Executive Director Chair Scariot reported that the next movie night will be on Friday, July 14, 2017. STAFF REPORT – Adam Henig The Lion King production begins this weekend and will continue through the following weekend. Also, Henig mentioned ACC earned $525.00 for volunteering at the Fourth of July fireworks booth. At the Museum, there will be a CMAP video training for volunteers who want to help with the oral history documentation. In August there will be a presentation and training on Ohlone Baskets by the curator of the collection that is kept at the Pacific House in Monterey. Finally, Henig reminded the Commission that the ACC’s presentation to City Council will be on Monday, September 18 at 6 p.m. STUDENT REPRESENTATIVE COMMENTS None. COMMISSION COMMENTS (Arts-Related) Bottini suggested commissioners visit the Gilroy Library to view displayed art work by an eight year old resident. Also, Bottini mentioned that Porch Fest is will be Saturday, September 16 from 12:00 noon to 6:00 p.m. on Hanna St. between 3rd and 6th Street. STAFF COMMENTS None.
