APPROVAL OF MINUTES
Thomas made a motion to approve the minutes of the Tuesday, October 22, 2013 BPC regular meeting as written. The
motion was seconded by Eldon and hearing no objections it was so ordered.

OLD BUSINESS
A. Tentative Maps –
a. Silveira Subdivision-Update – Henry/ Chris Patton, RJA Associates
b. Glen Loma Ranch – Phase I – Update – Henry/ Tim Filice (Glen Loma)/ Armenta Jensen (RJA)
Glen Loma presentation by Tim Filice and Armenta Jensen gave background information and development
proposals to develop and positive benefits of Master Plan including trains, sidewalks and conn ectivity to
the schools. Council asked questions regarding amount of housing and neighborhoods, bikes lanes,
lighting, and Commercial Park.

Possible Action: Motion to accept the presentation, all in favor, motion carried
B. BPC Presentation to City Council – Monday, December 2, 2013. Henry asked council to review the COG
BPC Power Point to be presented next week and regular council meeting.
a. Public Comment: None
Possible Action: None
b. Recommendations to change some of the verbiage, including; changing ongoing goals to use
the term “SAFER”, to change BPC focus, approach it as a solution to a problem. Encourage
walking; asking Henry to include some statistics, and Thomas suggested changing photographs
to include families from Gilroy.
C. Walkable Cities – Resolution/Proclamation – Update - Henry

To finalize PowerPoint. Suggestions from Libby to include a companion document to complete streets
resolutions. Council also suggested a few work changes. Tony wants a strong statement to be made
that police take a step and commitment to support bicycle and streets laws. Co uncil is also looking for
communication between the police and pedestrians. BPC will support GPD laws efforts and
enforcements.

D. UC Berkeley – PSAP Study Report – Update - Henry
Henry presented a packet and companion document to council. Did not cover key points due to length
of report, but asked commission to read documents and fill out suggestions and comments form and give
back to Henry to submit to preparers.

E. Cost Analysis for Bicycle Safety Class – Henry
Henry, Public Works has included in budget for next year to include bicycle safety classes. The City is
seeking sufficient grant funds to hire a professional trainer. Libby suggests parks and recreation as a
resource to request bike safety instructor volunteers.

NEW BUSINESS
A. Invitation to the Police Department to Attend future BPC Meetings – Update - Henry
Henry stated that he had reached out and invited GPD to attend BPC meetings. PD would attend for
specific items that are of their interest in order to be able to provide staff to attend. Otherwise, no
budget for every meeting attendance. Tony would like to request that PD attend on their own time.

B. Sidewalk Café Ordinance Update – Henry/ Lee Butler
Henry is working with Lee Butler to permit for commercial outside Café (al Fresco dinning) in the
downtown area. First restaurant to participate will be Garlic City Café, but they will need some time to
arrange their street furniture purchase due to added expenses. In response to a question by a
Commissioner, the policy allows serving of beer and wine with meals but does not allow outdoor sale
of alcoholic beverages in downtown without meals.

C. Appointing an Alternate to the VTA/BPAC – Henry
Henry brought forward a discussion due to Thomas’ comments about VTA/BPAC, he is asking that
some or one of the commission members apply to be a part of the VTA committee. Thomas discussed
reimbursable expenses. They are looking for individuals that would be committed to being a part of the
South County Committee need as well. Henry proposed to solicit and endorse other members in the
community that would be qualified candidates; he will forward information to City Clerk.
