MINUTES OF BICYCLE PEDESTRIAN COMMISION REGULAR MEETING

COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA
The agenda for tonight’s Bicycle Pedestrian regular meeting was posted on Friday, September 25, 2015, at
3:20 pm in the window of the foyer close to the Council Chambers and online by Susan Johnson keeping
with provisions of the California Brown Act.
PRESENTATIONS TO COMMISSION -
Commissioner Libby Lai gave an overview of the Main Street program to Mayor Gage and asked if the City
of Gilroy would consider looking into this program for First Street. Mayor Gage agreed it would be worth
looking into with further assessment and research.
Commissioner Muniz, will be commenting to the General Plan Advisory Committee (GPAC) to consider
developing the Pedestrian Master Plan.

APPROVAL OF MINUTES:
Approved: Minutes were moved for approval by Commissioner Muniz; it was Second by Commissioner
Gonzalez. Under Commissioner’s Reports-A clarification was brought forward by Commissioner Gonzalez;
7-Eleven gave out free slurpies to children encouraging safe bicycle riding.
OLD BUSINESS
A) Complete Street Development Checklist: Staff member Henry Servin revised the previous extensive list. It
was suggested adding a 1-page policy acknowledgement sheet to the Complete Street Checklist. It goes
along with resolution no. 2012-46 approved on November 5, 2012 by City Council. Come January 30, 2016,
Complete Streets will be a requirement for all cities. This will provide advisory comments to the Planning
and City Council. Commissioner Muniz would like Pedestrian, Trails and VTA bicycle guidelines added to the
document. Suggestion to reference Union Pacific guidelines in the document was brought up. Staff person
Henry Servin to research.
B) Annual Report Preparation: The Bicycle Pedestrian Committee is scheduled to speak at the City Council
meeting on Monday, November 9, 2015 with accomplishments for 2015. Madam Chair Lai, Commissioner
Chappell and Staff Person Henry Servin to meet.
C) Main Street/Caltrans Process: Staff person Henry Servin stated on September 28, 2015, City Council
approved the replacement of water lines, some sewer lines, and storm drain lines to take place during the
month of November, through January with the addition of underground fiber optic during the summer of
2016. Continuous discussion with Caltrans will need to take place in order to make First Street look like a
community and less of a highway. A suggestion to have Staff Person Henry Servin draft a financial plan and
present to City Council (November meeting) for their consideration to decide on whether we should
proceed with the Main Street Program from Santa Teresa East to Monterey Highway West; Grants are
available to manage the program. Motion for approval made by Commissioner Muniz, second by
Commissioner Gonzalez.
NEW BUSINESS
A) Bylaws Review-Additional Roles: Madam Chair Lai asked if the commissioners would like to add transportation
to the Bicycle and Pedestrian Commission Bylaws or create it as its own. Discussion will be continued to next
month’s meeting.
B) Envision Silicon Valley Presentation: Staff Person Henry Servin provided an overview presentation.

hours.
