MINUTES OF BICYCLE PEDESTRIAN COMMISION REGULAR MEETING

COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA
The agenda for tonight’s Bicycle Pedestrian regular meeting was posted on Friday, October 23, 2015, at
1:32 pm in the window of the foyer close to the Council Chambers and online by Susan Johnson keeping
with provisions of the California Brown Act.
PRESENTATIONS TO COMMISSION -
None.
APPROVAL OF MINUTES:
Approved: Minutes were moved for approval by Commissioner Marandos; it was Second by Commissioner
Gonzalez.
OLD BUSINESS
A) Annual Report Preparation: Some changes have been made to the presentation as suggested by the Bicycle
Pedestrian Commissioners. Madam Chair Lai would like all commissioners to attend the November 16, 2015
City Council Meeting.
B) Bicycle Pedestrian Master Plan Comments: It was agreed by all commissioners to table this item to the
November 24th meeting.
C) Complete Street Development Checklist: It was agreed by all commissioners to table this item to the
November 24th meeting.
NEW BUSINESS
A) Bylaws Review-Additional Roles: It was agreed by all commissioners to table this item to the November 24th
meeting. Madam Chair Lai would like input from all commissioners and seek advice from staff person Henry
Servin.
B) OTS Grant Status and Pedestrian Crosswalk Stings: : Sgt. Kurt Ashley, Gilroy Police Department
Updated us on the 2014-2015 year-end grant accomplishments and what they plan on doing for the 2015-2016
grant cycle. The accomplishments associated with bicycle and pedestrian safety for the 2014-2015 year was as
follow: five “distract the driver” operations involving texting and phone; seven traffic enforcement operations
and eleven bicycle/pedestrian enforcement operations, (two more than the grants requirements of nine).
Two bicycle rodeos and two bicycle safety presentations held at Christopher High School and Gilroy High
School. The Juvenile Diversion Program funded by the Gilroy Police Department runs throughout the year for
anyone under the age of 18 years of age, instead of paying a fine, they attend a two hour class learning about
bicycle and pedestrian safety. These are held four to six times a year. As far as statistics go, every category
went up compared to the 2013 statistics, October 1st cycle with the exceptions of deaths.
Zero pedestrians were killed
Zero bicyclist were killed
There was an increase of 20% of injured pedestrians
There was 15% increase of injured bicyclist
Children wearing their helmets while riding their bicycle will continue to get rewarded with gift certificates from
McDonalds and Wienerschnitzel. Sgt. Ashley is hoping to continue this program for the upcoming year.
For the upcoming 2015-2016 year, there’s a $130,000.00 traffic grant, with one of them specifically for bicycle
and pedestrian; this will include two crosswalk stings. A decoy “officer” crosses the street and cites vehicles
violating the pedestrian laws. They’re also looking for the “jaywalkers”. There will be two bicycle enforcement
operations, where the officers will be looking for bicyclists violating the law. The OTS grant is hiring six officer
operations focusing on these types of violations. Two bicycle rodeos will be held this upcoming year, scheduled
for January 16, 2016 and May 14, 2016. Sgt. Ashley encourages the Bicycle Pedestrian Committee to attend. A
second grant of $30,000.00 with another $100,000.00, selective traffic enforcement program (STEP) grant pays
for DUI’s check point, motorcycle enforcement, traffic primarily focusing on intersections and night time Click It
or Tick It program. Sgt. Ashley stated he has 5 months left in the unit; he will come back sometime in
February/March and introduce his replacement.

C. Commissioner Muniz: Would like the Bicycle and Pedestrian Committee to bring forward to the City
Council on the possibility of having the City of Gilroy send email alerts with meeting and events as it relates
to Bicycles and Pedestrians.
D. Commissioner Gonzalez: There will be a 5k Mastocytosis, Wyatt’s Walk at the Gilroy Sports Park on
Sunday, November 1, 2015. Cupertino is hosting the 5k Heroes Run benefiting the Valley Medical Center
(VMC) Pediatrics.
E. Commissioner Marandos: Silicon Valley Coalition organized Pedestrian Day in San Jose encouraging the
citizens to walk and bicycle. He suggested The City of Gilroy should do the same.
STAFF COMMENTS- Stephanie Gutowski, Budget Analyst attended the Safe Routes to School meeting at
Brownell Middle School on Wednesday, October 21, 2015; the students and staff would like to present at our
January 26th meeting regarding the results of their walk and bike assessment.
Staff person Stephanie Gutowski stated the City of Gilroy received a small grant from the County of Santa Clara
called Healthy Cities Grant. She will be developing a bicycle application with updated bicycle route maps and
safe parks making it accessible to students, when riding their bicycles. A suggestion was brought up by
Commissioner Gonzalez to add a tab, showing the highest numbers of bicycle violations.
