MINUTES OF BICYCLE PEDESTRIAN COMMISSION REGULAR MEETING

4. COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA
The agenda for the Bicycle Pedestrian regular meeting was posted on May 17, 2018, at 2:38 p.m. in the City Hall
announcement window near the Council Chambers and online in keeping with provisions of the California
Brown Act.
5. CEREMONIAL ITEMS
Bicycle Pedestrian Commission Monthly Award for the Month of April Acknowledging Karina Rodriguez.
6. PUBLIC PRESENTATIONS TO COMMISSION
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE
SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN COMMISSION
• Scott Solmonson spoke about the BMX Track. Looking through last year’s meeting minutes he
noticed an action item to provide a status update on the BMX track. He is hoping to get an email
forwarded to get this project on a future agenda meeting. Left email address with the secretary for
further contact.
B. Valley Transportation Authority Bicycle Pedestrian Advisory Committee (VTABPAC) Report:
• Carolyn Schimandle gave the report. She presented a copy of her report to be included in the
administrative record. At the last meeting, “We Choose Pedal in the Park” was highlighted and
South County is being targeted. The Bicycle Plan is ready for recommendation by the VTA Board.
Guidelines on Measure B Education Encouragement Fund and examples of types of evaluations. For
the projects I suggested signage. Pilot project for speed and safety around light rail in Downtown
San Jose.
7. CONSENT CALENDAR
• Prior to Approval, the following two items were pulled from the Consent Calendar; the Minutes from the
3/27/2018 Meeting and the Safe Routes to School (SRTS) Statement. Chairperson Hilton suggested that
for future meetings, the items within the Consent Calendar be listed alphabetically (a, b, c, etc.). Once
the items were pulled, Vice Chairperson Reeder motions to approve the Calendar minus the two items,
Commissioner Leonardo Gonzalez Seconds, motion carries unanimously.
• The following corrections were made to the Minutes from the 3/27/2018 Meeting; under item 8D, Safe
Routes to School (SRTS) Sustainability, the phrase “all schools” was changed to “elementary and middle
schools”, and under item 11. Commissioner’s Reports, E. Commissioner Leonardo Gonzalez, the
acronym “TSEN” was changed to “TSCN”. With the following corrections in place, a motion to approve
the Minutes from the 3/27/2018 Meeting was made by Commissioner Reedy, seconded by Vice
Chairperson Reeder, motion carries unanimously.
• The SRTS Statement will remain in draft form for the next couple of months for public feedback and will
be subject to discussion and approval at a future meeting.
8. OLD BUSINESS
A. General Plan Advisory Committee (GPAC) Update:
• No update. GPAC will reconvene in July.
B. Bicycle Pedestrian Commission Monthly Award Nomination:
• Chairperson Hilton motions to nominate Rod Kelley Elementary School Principal Maritza Salcido for
the Bicycle Pedestrian Commission Monthly Award for the Month of June, Vice Chairperson Reeder
seconds, motion carries unanimously.
C. Safe Routes to School (SRTS) Update:
• Commissioner Leonardo Gonzalez confirmed that the Bicycle Awareness Month Proclamation
acknowledging Alisa Arce for her SRTS efforts took place.
• Vice Chairperson Reeder provided an update regarding the walking audit from the Alexander Station
apartments to Eliot Elementary School where stakeholders engaged in discussion, walked pedestrian
routes between the two locations, and deliberated about solutions going forward to help kids walk
safely to school.
• Commissioner Reedy provided updates regarding the Walking School Bus, the Rod Kelley volunteer
coordinator meeting and training in March to discuss how to do walking school buses and trains, the
county bike rack decorating contest where El Roble Elementary School took 2nd place and Glenview
Elementary took 1st place, Two walking school buses for Rod Kelley elementary, data of walkers and
riders on International Bike to School day, giving away 70 helmets provided by Silicon Valley Bicycle
Coalition at Rod Kelley in March, attending South County United for Health Leadership meeting, the
first SRTS action plan meeting on April 26th regarding program prioritization, data utilization, and
creating an action plan draft for revision on June 1st.
D. LimeBike Update:
• No activity on Limebike. Limebike is working with other cities and agencies to fix other issues. When
they reach out to Gilroy again staff will work on bringing their services to Gilroy. Carolyn Schimandle
provided public comment about how she was in the Sparks/Reno area and how she saw Limebike
bikes around the area and she hopes the situation works out.
9. NEW BUSINESS
A. City of Gilroy Representative for VTA Bicycle & Pedestrian Advisory Committee:
• Vice Chairperson Reeder motions to recommend to City Council the reappointment of Carolyn
Schimandle as the City of Gilroy Representative on the VTA Bicycle & Pedestrian Advisory
Committee for the term beginning on July 1, 2018 and ending June 30, 2020. Commissioner
Leonardo Gonzalez seconds and the motion carries unanimously.
B. Bicycle Rack Decal Program:
• Chairperson Hilton provided a report regarding the details of the Bicycle Rack Decal Program.
• Details on the program include potential vendors, the size and material of the decals, costs, and
fundraising options.
• Discussion between commissioners and staff include the durability of the decal, concerns about
attracting other stickers and decals, responsibility of maintaining the decals, and the location of the
decal.
• Also mentioned was that four more racks and a fix-it station are coming to downtown Gilroy, all
through private donations, which brought up discussion about including the decal as part of the
donation. This item will be brought back for future discussion during the June meeting.

11. COMMISSIONER’S REPORTS
A. Chairperson Zachary Hilton:
• First draft of HWY 152 restriping may be coming sometime this month from Caltrans.
• August 22nd is the Silicon Valley Bicycle Coalition Bike Summit. Tickets are online.
• Free bike valet during the June 21st Fifth Street Live Event.
• Bike to Work Day we had 33 riders rode by, 17 come by. Combined ridership in Santa Clara/San
Mateo County that day was around 43,000 people, with 29,000 coming from Santa Clara County.
• Revamped Visit Gilroy website contains Outdoors Adventures section with the Gilroy Bicycle Map
and Downtown Gilroy Bicycle Parking Map.
• Met with Gilroy Downtown Business Association Design Committee to review all the projects being
worked on and told that we will promote reverse angle parking. BMX track model program to add to
strategic plan next month.
• City Council approved the amended BPC Ordinance except the language regarding the Complete
Streets Policy and will come back for adoption at a later meeting. City Council also reviewed and
commented on the training requests.
B. Vice Chairperson Chad Reeder: Thank you to volunteers for help during Bike to Work Day. Great Turnout.
Specialized Foundation Grant Program is supposed to be announced on May 29th. Optimistic about chances.
Hope we can discuss next month about how we can help assist programs.
C. Commissioner Sean Reedy:
• There was no report.
D. Commissioner Leonardo Gonzalez:
• There was no report.
E. Commissioner Lionel Gonzalez:
• Great turnout for Bike to Work Day. Thank you Zach for coffee cake. Moving forward, a little leg
work to get more people to come to event prior will boost turnout.
12. STAFF COMMENTS
• There is a webinar through the Pedestrian Bicycle Information Center next Tuesday, May 29th, from 10
to 11:30 am. Invitation for the BPAC to attend.
• Email from Alisa of SCC Public Heath regarding application for grant funding for Safe Routes to School.
We can commit the same level of staff level and participation to support the grant funding application.
• Presented the BPC with information about the HAWK beacon.
