MINUTES OF BICYCLE PEDESTRIAN COMMISSION REGULAR MEETING

4. COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA
The agenda for the Bicycle Pedestrian Commission regular meeting was posted on June 22, 2018, at 2:29
p.m. in the City Hall announcement window near the Council Chambers and online in keeping with
provisions of the California Brown Act.
5. CEREMONIAL ITEMS
None. The Bicycle Pedestrian Commission Monthly Award for the month of June to Rod Kelley Elementary
School Principal Maritza Salcido will be presented at a future meeting.
6. PUBLIC PRESENTATIONS TO COMMISSION
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN
THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN COMMISSION
None
B. Valley Transportation Authority Bicycle Pedestrian Advisory Committee (VTABPAC) Report:
• VTABPAC Member Carolyn Schimandle provided the commission with an update in addition
to the written report provided in the agenda packet. The Santa Clara Countywide Bicycle
Plan was adopted by the VTA Board of Directors. The Measure B lawsuit is moving along and
they have a panel to set a date for a hearing.
7. CONSENT CALENDAR
The following items on the Consent Calendar were approved unanimously.

B. Updated Bicycle Pedestrian Commission 2018 Strategic Plan
C. Updated Training Options for Commissioners Report
D. Letter of Support for Santa Clara County Public Health’s Active Transportation Program Grant
8. OLD BUSINESS
A. Strategic Plan Update:
• Chairperson Hilton reported that the updated Strategic Plan passed in the Consent Calendar
includes a description of the new federal BUILD grant, which replaces the previous
presidential administration grant with the acronym TIGER. Brought up to
City/Transportation Engineer Heap that the deadline for this round of grants is approaching
(July 19) and that the grant focuses on projects in rural areas but still pays attention to
urban areas.
B. General Plan Advisory Committee (GPAC) Update:
• Vice Chairperson Reeder reported that the next GPAC meeting will be this Thursday and
that he will not be able to attend that meeting. However, he will make sure to follow up on
the information that comes out of that meeting. Meeting will focus on new housing laws
passed by the state of California last year.
C. Bicycle Pedestrian Commission Monthly Award Nomination:
• Chairperson Hilton proposed to hold of nominations until the next meeting. The commission
concurred.
D. Safe Routes to School (SRTS) Update:
• Commissioner Reedy reported that the action plan meeting was held in the beginning of
June. The action plan document is now complete and will go out to meeting attendees
sometime this week. Follow up meeting anticipated in August or September.
E. Lime Bike Update:
• City/Transportation Engineer Heap reported that he and Chairperson Hilton had a
conference call with a representative from Lime Bike. The representative informed them
that Lime Bike doesn’t have the capacity to go to Gilroy. They are focusing on their electric
products. Our City Council did not approve electric products, only pedal bikes in our
agreement, so we would have to go back to council to approve electric transportation. Even
if we do that, however, Lime Bike is focusing on larger metropolitan areas as oppose to
smaller cities as part of their business model for revenue generation. It does not look like
Lime Bike is coming to Gilroy anytime soon.
F. Bicycle Rack Decal Program:
• Chairperson Hilton reported on this item and discussed features of the program and the
application form which is identical to the City Bench Plaque Program, expect it is a $350
dollar donation that supports local public bicycle projects. The application includes language
that proposals can be rejected in the case that an application includes inappropriate
content. All applications would come to the Commission for review and approval. Included
in the packet is a donation list of organizations that have donated bicycle racks and fix-it
stations to downtown Gilroy, where people and organizations donated the entire rack or fix-
it station and exceeded the costs of the decal donation, therefore a decal is included as part
of their donation.
• Commissioner Leonardo Gonzalez proposed putting a timeframe for decals to be on the
bike racks through this program to help pay for the costs of the decals as they wear out and
to give other people or organizations the opportunity to donate in the future. The
commission engaged in a discussion on the timeframe and reached a consensus on 5 years.
At the conclusion of the 5 year timeframe, the original applicant would have priority to
renew their decal if they wish to do so, before it becomes open to new applicants.
• Motion to approve application with a 5 year timeframe was made by Chairperson Hilton and
seconded by Vice Chairperson Reeder. The motion carried unanimously.

11. COMMISSIONER’S REPORTS
A. Chairperson Zachary Hilton:
• City Council approved $15,000 for Board and Commission training ($1,000 per commission).
This includes business cards by request. If any Commissioner wants business cards, inform
the Chairperson.
• August 22nd is the Silicon Valley Bike Coalition Bike Summit. If Commissioners want to
attend, inform the Chairperson. I’ll be speaking on a moderated panel at the event.
• Would like to table an event at Downtown Live on July 26th or August 2nd to either help park
bikes at the bike valet or to table with a canopy. Interested in an idea of having a large,
table-top map at the event for public interaction regarding bicycle and pedestrian access.
• Met with Town Center Plaza owner about Lime Bike and bike parking. They will be adding 13
U-shaped bike racks around the property.
• Attended the VTA APBP webinar regarding roundabouts for bicyclists and pedestrians.
• Santa Clara County Public Health is looking for volunteers to conduct bicycle and pedestrian
counts on July 11th and July 14th for their Active Transportation Program (ATP) grant
application.
• City Council will look at the Hecker Pass Commercial Project at their July 2nd meeting.
B. Vice Chairperson Chad Reeder:
• Solorsano Middle School received the Specialized Bike Rack Grant Program. They now have
around 20 bikes. The sponsor is the Corporate headquarters is Specialized, so any issues we
have we can send it directly to corporate headquarters.
• Training will be at the end of July or Early August, but will not be able to attend.
• The Parent Club at Solorsano Middle School obtained a tax ID so they can obtain money.
One of the needs is to obtain storage containers for bikes.
• Reached out to Councilmember Harney about restriping Alexander Street to provide a clear
path for bicyclists and pedestrians to get to nearby schools safely.
C. Commissioner Leonardo Gonzalez:
• New wave of Police Departments switching to electric bicycles. This may be something we
want to encourage our Police Departments to test.
D. Commissioner Lionel Gonzalez:
• There was no report. The commissioner had an excused absence.
E. Commissioner Sean Reedy:
• Attended the second part of Smart Cycling Class. Impressed with the classes regarding its
curriculum and networking opportunities.
12. STAFF COMMENTS
There were none.
13. AGENDA ITEMS FOR NEXT MEETING
• Chairperson Hilton proposed not holding a regular meeting in July. The Commission concurs as long
as nothing pending comes up.
• Commissioner Leonardo Gonzalez requested an agenda item regarding the hotel development
along Monterey Rd, south of Highway 101 and discussed road improvements along Monterey Rd
that were part of the development deal.
