4. COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA
The agenda for the Bicycle Pedestrian regular meeting was posted on Friday, August 23, 2019, at 1:28 p.m.
in the City Hall announcement window near the Council Chambers and online in keeping with provisions of
the California Brown Act.

6. PUBLIC PRESENTATIONS TO COMMISSION
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN
THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN COMMISSION
• There were none.
B. Valley Transportation Authority Bicycle Pedestrian Advisory Committee (VTABPAC) Report:
• Carolyn stated the report was based on the July VTABPAC meeting. There was no meeting in
August.
• In addition to the written report received, Carolyn provided a statement that VTABPAC
approved the Measure B – Capital Project scoring criteria for bike/ped projects with the
caveat that it will award more points for communities of concern, at 10% rather than 5%.
The vote for approval of the scoring criteria was going to be conducted on August 1st, the
outcome of the vote has not been obtained as of yet.

8. OLD BUSINESS
A. Safe Routes to School (SRTS) Update:
Vice Chairperson Sean Reedy reported:
• SRTS Task Force Meeting will be held on September 18th 10:00am-11:30am.
• Rod Kelley Bike Night was held and safety education was provided.
• The school district reported Solorsano Middle School is having traffic issues since Christmas
Hill Park is closed. The school district and BPC are working together to come up with
solutions.
• Contracting for Education Services – an RFP will be opened in the next month for proposals.
Beth Sullivan asked about Safe Routes to School and the striping of roadways and crosswalks before
school started. Nirorn Than advised there is a contract for striping that is going to be presented to
City Council at their next meeting on September 9th.
B. General Plan Advisory Committee (GPAC) Update:
Commissioner Reeder reported:
• GPAC met on August 22nd and voted to proceed with a hybrid of five areas:
o Area north of Del Buono School –voted to move forward with high-density plan and
allow more businesses.
o Area just east of Thomas Road - voted to move forward with high-density plan.
o First Street – voted not to proceed with high density at this location.
o Downtown – voted to proceed with established Master Plan.
o North of the hospital, east of Monterey, south of Buena Vista Road (Northeast
Gilroy) - voted to proceed with employment center emphasis trying to attract
different employment centers and to provide additional options for developers.
C. Bicycle Pedestrian Commission Monthly Award Nomination
• Vice Chairperson Sean Reedy motions to nominate Martha Lara of the Public Health
Department for the Month of August. Commissioner Reeder seconds, and motion carries
unanimously.
9. NEW BUSINESS
A. Artwork Flyer Expense for Do Not Block the Bike Lane Campaign ($52.50):
Commissioner Patrick Flautt reported, and:
• Commissioner Flautt motions to approve the expense of $52.50 to be paid from the Public
Bike Fund.
Mr. Heap stated he will take the recommendation to Finance for approval of expenditure.
B. Training Travel Expense ($21.00 each for Patrick Flautt and Zachary Hilton) Caltrain Round-trip:
Commissioner Patrick Flautt reported, and:
• Commissioner Flautt motions to approve the expense of $42.00 to be paid from the BPC
Training Budget, Commissioner Reeder seconds, and motion carries unanimously.
C. 5th Street/Monterey Road Bike Fix-It Station Repair Expense ($142.70):
Vice Chairperson Sean Reedy reported, and:
• Commissioner Reeder motions to approve the expense of $142.70 to fix the fix-it station for
$142.70, Commissioner Flautt seconds, and motion carries unanimously.
10. CORRESPONDENCE
Do Not Block the Bike Lane Campaign Flyer
Caltrans Presentation on SR 152/1st Street Paving Project
Gilroy Garden Presentation for Adventure Park
Mr. Heap advised he will ask to have the Do Not Block the Bike Lane campaign flyer in the email express on
the City’s website. Beth Sullivan commented she has asked Caltrans if they plan and when will they trim the
trees on Hecker Pass, she would like to know how long the BPC has been requesting Caltrans to provide
maintenance of the trees. The BPC responded it has been approximately 1.5 to 2 years.
11. COMMISSIONER’S REPORTS
A. Chairperson Zachary Hilton stated:
• There is the ability to have a special meeting of the BPC and can be called within 72 hours
(maybe 24 hours) notice and three members.
B. Vice Chairperson Sean Reedy stated:
• He attended a meeting regarding budget and Council priorities. The much needed bicycle
and pedestrian trails, routes and bridges were being discussed.
C. Commissioner Patrick Flautt stated:
• He had the opportunity to attend a meeting on pedestrian safety facilitated by Santa Clara
at the Senior Center. There was a presentation on walkability studies, which covered the
collection of focused data by using SRTS data cards. Ten potential sub-committee
candidates were encouraged to attend the September BPC meeting.
D. Commissioner Lionel Gonzalez:
• There was no report.
E. Commissioner Chad Reeder stated:
• He attended the Special meeting of City Council. He expressed getting rid of the breezeway
of the bridge, removing student drop-offs, and other bicycle/pedestrian facilities would be
detrimental to the BPC’s agenda and goals. He emphasized that these structures are
necessities and provide routes for bicyclists and pedestrians to successfully complete their
daily travels.
12. STAFF COMMENTS
• There was a presentation of Transportation Engineering’s current and future projects by Nirorn
Than.
• Mr. Heap advised he intends to meet with the BPC for their input on the projects presented.
13. AGENDA ITEMS FOR NEXT MEETING
• Gilroy Gardens - Hillside Adventure Park – general manager would like to present at the next
meeting.
• Measure B Train Station Improvement Funding, would like to open discussion.
• The executive director of the Silicon Valley Bicycle Coalition would like to present at the next
meeting.
