COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA The agenda for the Bicycle Pedestrian regular meeting was posted on Friday, November 22, 2019, at 9:45 a.m. in the City Hall announcement window near the Council Chambers and online in keeping with provisions of the California Brown Act. 5. CEREMONIAL ITEMS Bicycle Pedestrian Commission Monthly Award for the Month of November Acknowledging Arnulfo Velasquez. 6. PUBLIC PRESENTATIONS TO COMMISSION A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN COMMISSION • There were none. B. San Benito County Chamber of Commerce Paicines Bike Event: Jen Rodriguez presented on the Discovery Classic - Gravel Grinder Ride bike event advising: • The event will occur on September 6, 2020. • Registration opens April 6, 2020 at 12:00pm and ends August 30, 2020 at 11:59am. • It is a two-day event and registration fee is $80.00 + $4.80 signup fee. • Everyone is encouraged to participate. C. Valley Transportation Authority Bicycle Pedestrian Advisory Committee (VTABPAC) Report: • There was no report. 7. CONSENT CALENDAR The following items on the Consent Calendar were approved unanimously. A. Minutes of the 10/22/2019 Meeting B. Professional Development Training Opportunities C. Gilroy BPAC Recommendations to Council regarding the 10th St Bridge 8. OLD BUSINESS A. Safe Routes to School (SRTS) Update: Vice Chairperson Sean Reedy reported: • Alexander Station opened and staff is analyzing how it will impact students’ routes to Elliott School and whether busing is required. • Luigi Aprea student count is expecting to increase by 2/3rd as Antonio Del Buono is closing. • Health Department is offering to fund a pop-up demo, further information will be provided in the future. • Asked for the SRTS budget amount. Mr. Heap stated the approved budget amount is $50k for approximately 1,000 linear feet of striping, 25 – traffic signs and 25 crosswalk markings. B. General Plan Advisory Committee (GPAC) Update: • The next meeting is December 12, 2019. C. Measure B Education & Encouragement: Chairperson Zachary Hilton reported: • He spoke with the City Administrator and Finance Manager regarding the work plans and budget needs to accomplish the Commission’s work plan. • The Commissions would like to schedule a February meeting with City Staff during the budget review period to ensure consideration of their work plan needs. D. Pedestrian Safety Sub-Committee Interviews: Commissioner Patrick Flautt: • Advised he will not be interviewing for the committee again until next year (2020). E. Bicycle Pedestrian Commission Monthly Award Nomination: • Scott Otteson, Principal of El Roble School was nominated by Commissioner Hilton There was a motion to approve Scott Otteson as the next Bicycle Commission Award recipient. The motion passes unanimously. 9. NEW BUSINESS A. Cancel December Regular Meeting: Chairperson Zachary Hilton reported: • It is customary to cancel the December regular meeting due to the regular scheduling coinciding with the holiday closure. There was a motion to cancel the December 2019 regular meeting. The motion passes unanimously. B. Asphalt Art Initiative Grant Program: Chairperson Zachary Hilton reported on the grant program and stated: • Potential to secure funding to assist with artwork in the City. • The deadline to submit an application is December 2, 2019. • Would need the City’s permission to place artwork on property. • Need to identify potential locations for artwork. • Only for a short term public art display. • Locate a local artist. • GDBA –Gilroy Downtown Business Association would like to participate, use a downtown crosswalk. 10. CORRESPONDENCE Spirits Night at San Ysidro Public 11. COMMISSIONER’S REPORTS Chairperson Zachary Hilton stated: • Regarding the Hecker Pass corridor, he agrees with Commissioner Reeder and would like to work with Rivas’ office to write a thank you letter in the future. • To increase the scoring, • Bay Area vouchers will be available, can get rid of junk cars and turn them in for e-bike vouchers, and they should be available in January 2020. • Converting the Piazza to a bike corral. He learned one cannot put in a bike rack in asphalt, because the rack may fall over as the asphalt becomes soft. A rail system would be the better alternative. • He would like to send a welcoming letter to Karen Garner, Community Development Coordinator introducing the BPC and its goals. • He attended Garlic City BMX fundraiser for dirt pump track – they are still looking for a location meeting the setback requirement of 150ft from the creek and are still looking at Christmas Hill Park. They would still like to partner-up with the commission to plan family friendly events. They raised approximately $3,500 to $4,000 at this event. • Levy bike trail has new asphalt surface and new path running trails. It looks great from the Sports Park to Miller Avenue. BPC was instrumental in assisting with the federal grant to secure funding. • Final community engagement this year is the Turkey Trot at Las Madres Park at the Sports Park on Thanksgiving morning. • VTA Board and staff are looking at unused spaces/parking spaces for transit oriented development and car-free developments. • Hill-Side Adventure Park and Gilroy Garden’s Master Plan will probably be discussed in the future. There was a meeting scheduled for next week on December 3rd, but it was canceled. • GDTB would like to incorporate a bike component to their holiday parade. Short notice for this year, but for future years we can discuss in October in preparation. A. Vice Chairperson Sean Reedy: • commented on the SRTS flyer included in the agenda package which depicts the location of new striping and signs, distributed to students to help get the word out on what to do and of enforcement of SRTS effort to make route safer for all students B. Commissioner Patrick Flautt stated: • The nominating committee for Santa Clara County and joint powers of Caltrain will be recommending him for appointment during their regular meeting on December 5th, 2019 at 9:00am. C. Commissioner Lionel Gonzalez stated: • Everyone is invited to the Las Madres Turkey Trot on November 27th. D. Commissioner Chad Reeder: • Stated Caltrans has trimmed back the trees on Hwy 152 as previously requested. Suggested sending a thank you letter. • Asked for clarification on 10th Street Bridge, “if necessary”, the recommendation to Council was to install the signal and if not to install the HAWK. Currently there is a RRFB. 12. STAFF COMMENTS Mr. Gary Heap stated: • Neighborhood Traffic Management Plan – has been approved by City Council. o Working on 18 traffic calming requests, we will be contact the requestors. • 10th Street Bridge- went to City Council on December 25th. The final City Council decisions: o proceed with the wide bridge, o proceed with the breezeway bridge, o proceed with roundabout at 10th and Uvas o eliminate both school drop offs o eliminate at Orchard and 10th Roundabout o City Council also directed City Staff to ask the Finance Department to look into the potential of bonding to entirely fund the project, and report back with the findings. • CIP Projects, currently there are 65 projects that engineering has, combined with PW Operations and other sections amount to over 100 projects that are being chartered and considered for funding. Staff will be working on the chartering for the next 5 weeks and scheduled to meet with Commissions in February to discuss. • Hecker Pass Roundabout, it was permitted for construction and will be scheduled to start in April of 2020. • Community Development, requested CDBG funding for sidewalk gap closure at Chestnut just south of 8th. Staff is working on in-house design and will be ready to start bid process in January of 2020, which will help the Safe Route to School Program for students. • City Council approved allocation of $1.2M funding for the 7th and Eigleberry Parking Lot. Staff is currently working on an RFP for design for the parking lot including bicycle parking accommodations. • Monterey Paving Project is complete, part of the project included taking dead space at corner bulbs and mid-block crosswalk bulbs and converted to motorcycle parking. There was a great amount of positive feedback on that conversion. 13. AGENDA ITEMS FOR NEXT MEETING • Selection of Chair and Vice Chair. • Summary of Infrastructure and count of added infrastructure, mapping if possible. • Public Fund Balance Sheet. • Review codes and bicycle parking ordinance possibility.
