October 16, 2019 at 6:00 P.M.
I. OPEN MEETING
Chair Seebart called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.
III. REPORT ON POSTING THE AGENDA AND ROLL CALL
Planning Technician, Phil Angelo reported the agenda for the Regular Historic Heritage
Committee meeting of October 16, 2019 was posted on Friday, October 11, 2019 at
9:25 a.m.
Roll Call:
Present: Chair Seebart, Vice Chair Morales Medina, Council Member Leroe-Munoz
Committee Member Robinson, and Committee Member Fischer.
IV. APPROVAL OF ACTION MINUTES September 18, 2019
Committee Member Robinson moved to approve the minutes of the September 18,
2019 meeting as written, Committee Member Fischer seconded.
Vote: Motion carried 5-0-0-0
Yes: Chair Seebart, Vice Chair Medina, Committee Member Robinson, Council Member
Leroe-Munoz, and Committee Member Fischer.
No: None
Abstain: None
Absent: None
V. PRESENTATION BY MEMBERS OF THE PUBLIC:
Chair Seebart opened public comment.
Connie Rodgers, president of the Historical Society, asked whether CEQA
environmental analysis performed for the Downtown Specific Plan in 2005 would be
sufficient for projects in this area. Planning Manager Julie Wyrick indicated she would
follow up on this question in a separate meeting.
Chair Seebart closed public comment.
VI. OLD BUSINESS
A. Historic Heritage Committee Annual Report to City Council
Chair Seebart presented a draft version of the annual presentation report.
Chair Seebart requested that staff provide a list of approved projects in historic areas for
inclusion in the annual presentation report to City Council. Planning Manager Julie
Wyrick indicated she would provide this information.
Chair Seebart requested more transparency from staff. A list of approved projects within
the historic area should be an informational item .
The committee worked on the presentation, discussed examples that could be used to
demonstrate which projects should come to the committee for review.
Chair Seebart opened public comment.
Public Member Connie Rogers spoke regarding Mills Act. Offered the help of historical
society to market the Mills Act. Seebart indicated he would make note of it.
Public member Carol DeSantis spoke regarding the definition of significant changes.
Connie Rogers also spoke regarding changes to historic structures. Seebart indicated
the first step in defining significance would be to get more projects before the HHC for
review.
Chair Seebart closed public comment.
VII. NEW BUSINESS
A. 2020 Historic Heritage Committee Meeting Schedule
Planning Manager Julie Wyrick presented the 2020 HHC Meeting Schedule.
Council Member Leroe-Munoz moved that the 2020 HHC Meeting Schedule be
adopted, Committee Member Robinson seconded.
Vote: Motion Carried 4-1-0-0
Yes: Chair Seebart, Committee Member Robinson, Council Member Leroe-Munoz, and
Committee Member Fischer.
No: Vice Chair Medina
Abstain: None
Absent: None
After the vote, Medina asked that the meeting scheduled for 8/19/2020 be moved to
6:30PM.
Chair Seebart accepted this friendly amendment and re-opened the vote.
Vote: Motion Carried 5-0-0-0
Yes: Chair Seebart, Vice Chair Medina, Committee Member Robinson, Council Member
Leroe-Munoz, and Committee Member Fischer.
No: None
Abstain: None
Absent: None
Chair Seebart noted there were no members of the public in attendance.
VII. INFORMATIONAL ITEMS:
Planning Manager Julie Wyrick informed the committee that this is where she would
present approved planning permits for historical sites.
