09/10/2014 Library Commission Regular Meeting Adopted 10/08/2014CITY OF GILROY MINUTES OF THE REGULAR LIBRARY COMMISSION MEETING 7:00 P.M. Wednesday, September 10, 2014 CALL TO ORDER The regular meeting of the Library Commission was called to order by Chair Spencer at 7: 00 p.m. in the Gilroy Library Meeting Room, 350 W. 6th Street in Gilroy, California. SECRETARY'S REPORT Four commissioners were present. Commissioner Cooper was excused. APPROVAL OF MINUTES Motion made by Commissioner Smith (Carol) to approve the minutes of August 13, 2014. Motion was seconded by Commissioner Smith (Hugh). Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner Taylor to approve the agenda of September 10, 2014. Motion was seconded by Commissioner Smith (Hugh). Hearing no objections, it was so ordered. INTRODUCTIONS Parks and Recreation Commissioner Julie Garcia attended the meeting. PRESENTATIONS None. PUBLIC PARTICIPATION None. NEW BUSINESS A. Discussion of Library Commission Work Plan Due to the success of a previous program, Lani suggested a Bike Safety Day at the Library to be sponsored by Bay Area BikeMobile (and the Library Commission). Julie Garcia asked the age range of the proposed bicycle program. The ages suggested by Lani were 8 -16 years. More information will follow. Count, Librarian, Nancy Howe The County Librarian report was given by Chuck Griffen, Financial and Administrative Services Manager for the Santa Clara County Library System. SCOLD 100 -Year Anniversary Celebration — SCCLD staff, volunteers and local residents attempted to break the Guinness World Record for the "greatest number of people to simultaneously balance a book on their heads at a single venue while walking 5 meters (16.4 feet)." Six hundred people attended the event, which took place on Saturday, September 6`" at 9:00 a.m. at the Saratoga Library. The current world record was set in the Philippines in 2008 by 939 people. All Santa Clara County libraries will have free programs to celebrate the 100 - year anniversary. The Library is offering commemorative travel mugs, drinking glasses and book bags to honor this event. These items can be purchased from the accounts desk at each library for a limited time. There will also be a Special Fundraising Event with dinner and music at Hakone Gardens in Saratoga on Friday, September 26 from 6:45 pm — 9:30 pm. Admission is 100, with proceeds to benefit Bookmobile services. Fines and Fees Ad Hoc Committee — The Joint Powers Authority Board (JPA) Committee on Fines and Fees held its first meeting. This Ad Hoc Committee was formed at the June 5, 2014 JPA meeting to consider potential revisions to the existing Fines and Fees Policy (See attachment). The Committee is reviewing the non - district resident library card fee of $80.00. That fee was instituted in July 2011 after the elimination of Transaction Based Reimbursement funding from the State. At its first meeting the Committee directed staff to report back on the implications of eliminating the fee. The Committee will present its recommendations to the JPA at a future meeting on October 1, and hope for a decision by October 30th. Milpitas Community Librarian Following a national search, Steve Fitzgerald has been selected as Milpitas Community Librarian to replace retiring Community Librarian Linda Arbaugh. Linda, who helped design the very popular new Milpitas Library building, also leaves a rich and highly- regarded legacy of library service to the Milpitas community and to the County Library District. Steve has been the Supervising Librarian for Adult and Teen Services at Milpitas since May of this year. Previously, he spent six months providing solid leadership as the Acting Community Librarian at Los Altos Library. Prior to this, he was Supervising Librarian for Adult and Teen Services at Cupertino Library for three years. Adult and Teen programming grew significantly during his tenure at Cupertino. Steve managed technical services for the Comtex News Network prior to coming to work for the Santa Clara County Library District in 2007. City Librarian, Lani Yoshimura Lani distributed a report and Calendar of Events to the Commissioners. See attached reports. COMMISSION COMMENTS None. STAFF COMMENTS None.
