Call to Order - Welcome The meeting was called to order by Chair Lerner at 6:07 p.m. Present: Greg Bozzo, Jennifer Del Bono, Chair Reid Lerner, Manny Singh, Laraine Spencer Absent: Sally Armendariz, Santos Cortes, Brenda Flores, Vice-Chair Danny Van City staff present: Karen Garner, Community Development Director, Sue O’Strander, Deputy Community Development Director, Stan Ketchum, Senior Planner, Gary Heap, City/Traffic Engineer, Sandra Nava, HCD Technician II II. Report on Posting of the Agenda Secretary Nava announced that the agenda was posted on March 6, 2020 at 4:59 p.m. III. Public Comments on Items Not on the Agenda: None. IV. Approval of Meeting Minutes There were no public comments. Motion to accept the February 12, 2020 HNRC meeting minutes was made by Chair Lerner, seconded by Member Bozzo and carried 5-0-4. V. Development of Committee Work Plan This item will be re-scheduled for the April 8, 2020 meeting. VI. Housing Element Annual Update There were no public comments. Senior Planner Ketchum provided an overview of the General Plan and Housing Element annual report. VII. 2020-2025 Consolidated Plan Goals Deputy Director O’Strander presented recommended goals to be included in the Draft 2020-2025 Consolidated Plan that align with community input received and CDBG expectations for activities that benefit low and moderate income individuals and families. There were no public comments. Motion to accept staff recommendation was made by Chair Lerner, seconded by Member Del Bono and carried 5-0-4. VIII. FY 2020-2021 Community Development Block Grant (CDBG) and Housing Trust Fund (HTF) Grant Funding Recommendations Housing Technician Nava presented the CDBG and HTF public service and rehabilitation program grant funding renewals and process, including clarification that CDBG funding for FY 2020-2021 is reduced by 2.2%. C i t y o f G i l r o y H o u s i n g D i v i s i o n 7 3 5 1 R o s a n n a S t r e e t G i l r o y , C A 9 5 0 2 0 Public comment was given by Ann Marquart of Project Sentinel’s Fair Housing and Landlord Tenant Programs, who shared a press release about a recently settled case against a Gilroy landlord that Project Sentinel investigated. Public comment was given by Wanda Hale of Catholic Charities Long Term Care Ombudsman Program, who expressed appreciation for the current year grant award and assured the need for ongoing funding support. Public comment was then closed. Members voted on funding renewals by project and discussion was held. Motion was made by Chair Lerner, seconded by Member Bozzo and carried 4-1-4 to recommend approval of the distribution of CDBG and HTF funds as presented by staff (Member Del Bono voting no). Deputy Director O’Strander also requested committee prioritization of 7 potential CDBG funded capital improvement projects. Committee discussed prioritizing projects in categories. Motion to carry over FY 2020-2021 funding for CDBG and HTF for public services and rehabilitation programs was made by Chair Lerner, seconded by Member Bozzo and carried 4-1-4 (Member Del Bono voting no). Motion to prioritize (#1 = Annual Sidewalk/Curb Ramps within NRSA; #2 = other programs in the NRSA; #3 = projects outside NRSA) was made by Chair Lerner, seconded by Member Del Bono and carried 4-1-4 (Member Bozzo voting no). IX. Committee Annual Presentation to the City Council This item will be re-scheduled for the April 8, 2020 meeting. X. Informational Items Chair Lerner informed members that he will not be attending the next meeting. XI. Deputy Director Updates None XII. Adjournment Chair Lerner adjourned the meeting at 8:20 p.m. The next regular meeting is April 8, 2020.
