CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair
Bielecki at 6 03 p m at City Council Chambers 735l Rosanna Street Gilroy California
SECRETARY S REPORT
All Commissioners were present except Commissioner Berryman who was excused
APPROVAL OF MINUTES
Motion made by Commissioner Scheel to approve the minutes of October 18 2011 Motion
was seconded by Vice Chair Berry
Hearing no objections it was so ordered
APPROVAL OF AGENDA
Motion made by Commissioner McHenry to approve the agenda for November 16 2011
with stated change of order Motion was seconded by Vice Chair Berry
Hearing no objections it was so ordered
INTRODUCTIONS
Chair Bielecki welcomed Robert Enriquez the newest Parks Recreation Commissioner and
asked him to say a few words
Maria De Leon introduced Operations Manager David Stubchaer Recreation Supervisor Judy
Mireles-Janisch and Public Art Committee member Joan Buchanan

OLD BUSINESS
A Review of Great Garlic 5K Fundraiser held October 29 2011
Recreation Supervisor Judy Mireles Janisch gave a synopsis of the event At the
beginning of the week of the event there were 33 registered The day of the event there
were a total of 104 participants Ms Mireles-Janisch stated that the event was pretty easy
to put together and staff felt it should be done again next year She also informed the
Commission that staff had an end of event review meeting at which time they identified
a few changes that should be made next year but there was nothing major
Approximately 650 was made after all expenses were taken care of
Commissioner Scheel read the portion of Ericka Mailman s column in the Gilroy
Dispatch on November 11th which pertained to the event It was a very complimentary
article
All Commissioners were very pleased with the event and stated it was more successful
than they expected Chair Bielecki thanked staff Judy Janisch-Mireles Veronica Torrez
Nilo Velazquez Maria De Leon and Sondra Banks for all their assistance
Commissioner Kloecker asked for a report on the Youth Scholarship Fwd Maria De
Leon will bring a report to the January 2012 meeting
B Update on Removal of Tree at 1456 Swallow Lane
Senior Engineer Operations Manager David Stubchaer addressed the Commission by
highlighting his staff report and recommendation see attached report that the tree
located at 1456 Swallow Lane not be removed He further explained that this
recommendation was due to Ms Karen Dameron not being agreeable to paying the cost
to remove the tree and stump estimated cost of 370 does not include the cost of a new
tree The City was going to take care of replanting a tree
Discussion followed
Motion made by Commissioner Kloecker that the PRC deny the request to remove
the tree at the cost of the City but leave the offer on the table that if the resident
agrees to pay for the removal of the tree and stump she be allowed to remove the
tree
Motion was seconded by Vice Chair Berry

C Las Animas Veterans Dog Park -Setting Specific Days Times for Large Small
Dogs
Donna Pray of the Gilroy Foundation and who was instrumental in the development of
the Gilroy Dog Park addressed the Commission She explained that she was concerned
when she read in the newspaper that the Commission was considering two 2 separate
times for large and small dogs to be at the park She stated that the dogs already have
separate areas that they are supposed to be in Unfortunately some people do not
observe the rules and regulations of the dog park and bring aggressive dogs which is
really the problem It is up to the owners of the aggressive dogs to keep their dogs away
from the park altogether Ms Pray also informed the Commission that the Gilroy Dog
Park has a Facebook page gilroydogpark and it asks all users of the park to abide by the
rules and regulations
Discussion followed The consensus was that the current rules and regulations do not
need to be changed

Motion was made by Commissioner McHenry to leave the rules and regulations of
the Gilroy Dog Park as they are The motion was seconded by Commissioner
Scheel
Hearing no objections it was so ordered
It was noted that Commissioner Berryman due to her absence at the meeting may wish
to further address this matter in the future
NEW BUSINESS
A Review of 2012 Parks Recreation Commission Meeting Dates
Motion was made by Commissioner Scheel to approve the 2012 Parks Recreation
Commission meeting dates with going dark in the month of December The
motion was seconded by Commissioner Kloecker
Hearing no objections it was so ordered
PROGRAM UPDATES
Maria De Leon reported the following
12110 Santa s Breakfast 8 30 a m 10 30 a m seatings -assistance from PRC
Commissioners would be appreciated So far Commissioners Berry and McHenry have
volunteered their services Judy Mireles-Janisch will send out an email to the
Commission as a whole
David Stubchaer reported on the following
Uvas Creek Outfall Reconstruction Project is completed The Notice of Completion
will be presented to Council on November 21st
San Y sidro Park Renovations is out to bid has been a complicated process due to the
Federal funding December 2 is the opening date for bids December 12th is the date for
acceptance of bids
He and Maria De Leon will be going to Morgan Hill to look at temporary buildings to
rent to house the Youth Center program while renovations are being done to the San
Ysidro building Construction will begin with the basketball courts and then the building
Lots of graffiti still occurring
Mr Stubchaer then addressed the informational documents regarding the Water Conservation in
Landscaping Ordinance that the Commissioners received in their agenda packet see attached
He wanted to give the Commission an opportunity to review it He instructed them to send any
comments if any to Sondra Banks and she will see that they get sent to the Planning
Commission They will be considering this item at their December 1 st meeting It goes before
Council on December 9th
Questions followed Commissioner McHenry asked about the parkway at 960 or 970 Miller
Street He asked if the City was responsible for watering those plants He said he observed his
neighbor watering the plants Mr Stubchaer will check into it

Mr Stubchaer was asked about 271 Old Gilroy Street and its demolition Mr Stubchaer reported
that at their November 21st Council will appoint a demolition company
Mr Stubchaer also reported that the demolition of the two 2 buildings next to Porcella s music
will begin soon When that is complete sod will be planted and a water meter installed

Commissioner McHenry reported that he attended the November 14th meeting They elected
officers and set their calendar for the year
COMMISSION COMMENTS
Commissioner Kloecker reported that the park tour was absolutely outstanding He asked what
the City has done to prepare for the Occupy Gilroy event scheduled to take place at Miller Park
Maria De Leon explained that Miller Park is a neighborhood park and not reservable so the
Recreation Department cannot deny the use of this park She explained that the Police
Department is on top of that event and will be surveilling the area to make sure that everything
stays orderly
David Stubchaer infOlmed the Commission that the City s contractor Jensen is responsible for
cleaning up the park
Commissioner Scheel reported that she was invited to the event It is a rally and march to Bank
of America She stated that the Fun Run was a wonderful family event for Gilroy She thanked
staff for the picture souvenir She also shared her experience at the Atascadero Veterans Park It
is an amazing place that has a war memorial with statues and names She gave Maria De Leon a
copy of that city s Recreation Guide
Vice Chair Berry thanked staff for the Fun Run She confirmed Commissioner Kloecker s
comment about the park tour Bill Headley is a wealth of knowledge in regard to Gilroy s parks
Commissioner McHenry echoed everyone s satisfaction with the Fun Run He welcomed
Commissioner Enriquez and wished everyone aHappy Thanksgiving

Maria De Leon informed the Commission that she always receives a positive response from
Council regarding the Parks Recreation Commission

Chair Bielecki adjourned the meeting at 7 03 p m

The next regular meeting of the Parks and Recreation Commission will be held on Tuesday
January 17 2012 at 6 00 m in City Council Chambers 7351 Rosanna Street Gilroy CA
