01/17/2012 Parks and Recreation Commission Regular Meeting Adopted 02/21/2012CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, January 17, 2012 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Vice Chair Berry at 6:05 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California. SECRETARY'S REPORT All Commissioners were present except Commissioner Berryman who was absent. APPROVAL OF MINUTES Motion made by Commissioner Scheel to approve the minutes of November 15, 2011. Motion was seconded by Commissioner Kloecker. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner Kloecker to approve the agenda for January 17, 2012 with stated change of order. Motion was seconded by Commissioner McHenry. Hearing no objections, it was so ordered. INTRODUCTIONS Maria De Leon introduced the Recreation Department's new Recreation Coordinators — Anna Bielecki and Monica Sendejas. Recreation Coordinator Monica Sendejas addressed the Commission and told them a little about herself. She comes from the YMCA and she will be coordinating the Aquatics, Contract Classes and Social Media programs for the department. Recreation Coordinator Anna Bielecki addressed the Commission and shared with them how proud she was to have been a part of the PRC and serving as the Chair for 2011. Anna will be coordinating the Youth Center, After- School, Non - traditional Recreation programs for the department. She will also supervise the Youth Commission. Vice Chair Berry and Commissioner McHenry were congratulated on being appointed to their new terms of service (4 year terms). Maria De Leon introduced Recreation Supervisor Judy Mireles- Janisch and Public Art Committee member Joan Buchanan. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS None. NEW BUSINESS A. Smoke Free Parks in Gilroy (in conjunction with Healthy Gilroy Campaign) Janelle Abriani from the Santa Clara County Public Health Department addressed the Commission and informed the Commission of their purpose and mission. She stated that the following organizations are just a few that have been given this outreach presentation regarding the campaign: the National Food Day Committee, the City of Gilroy Youth Commission (endorsed the efforts for Smoke Free Parks in Gilroy), MACSA, South County Collaborative and St. Louise Regional Hospital. They have one hundred endorsements thus far. She has also met with five (5) of the seven (7) Gilroy City Council members — one -on -one. Last year (August 2011) they did a park clean up at Las Animas Veterans Park (over 30 people participated). They collected over 1,000 cigarette butts as well as alcohol container litter. Advisors Elena Ruiz, Project Manager of the South County Collaborative stated that they have advocates at Gilroy High School and Mt. Madonna (approximately 25 youth). Due to lack of staff, Christopher High School does not have someone in place there. Sandra, a student participant reported that she did interviews with (two) 2 parents and two (2) students regarding a questionnaire the students developed. Student Raul told the Commission that he worked on the video. Morgan Hill, Los Gatos, Milpitas, Mountain View and Saratoga are all working on having their parks smoke free Vanessa Martin, a member of the Lung Cancer Association of California, addressed the Commission in support of the Smoke Free Parks in Gilroy (in conjunction with Healthy Gilroy Campaign). The Parks & Recreation Commission was asked to endorse their ventures of creating a policy to make public parks smoke -free and to create a tobacco retail license in Gilroy. Discussion and comments followed. Maria De Leon informed the Commission about the updating of the Rules and Regulations for renting parks and facilities. She stated that in the document, they propose that parks be smoke free (100 %) which is what the team working on the document will be requesting when it goes to the City Council. The Commission will have an opportunity to review the document before it goes to Council. 4 Vice Chair Berry thanked Ms. Abriani and her group for addressing the Commission. Support of their campaign will be discussed and voted on at a future meeting. B. Election of Chair, Vice Chair & Committee Representatives of Parks & Recreation Commission for 2012 Motion was made by Vice Chair Berry nominating Commissioner McHenry as Chair of the Parks & Recreation Commission for 2012. Motion was seconded by Commissioner Enriquez. Hearing no objections, it was so ordered. Motion was made by Commissioner Scheel nominating Vice Chair Berry as Vice Chair of the Parks & Recreation Commission for 2012. Motion was seconded by Commissioner Kloecker. Hearing no objections, it was so ordered. The following appointments were made: Commissioner Scheel, PRC Representative to the Bicycle Pedestrian Commission (4th Tuesday of the month at 6:00 p.m., Council Chambers), Commissioner Enriquez, PRC Representative to the Gang Task Force (1St Wednesday of the month, Senior Center Meeting Room), Commissioner Berryman is the PRC Representative, for the Public Art Committee 4th Wednesday of the month, Council Chambers), Commissioner Kloecker, PRC Representative to the Senior Advisory Board (2 ° d Monday of the month, Senior Center) and Chair McHenry, PRC Representative to the Youth Commission (2 °d Monday of the month, 6:00 p.m. Senior Center Meeting Room). C. 2 "d Annual Great Garlic 5K PRC Fundraiser, October 27, 2012 Maria De Leon stated that the event was very well received and successful. The profit after expenses was approximately $600. Ms. De Leon also reminded the Commission that it takes a lot of hard work to put this event on but at least this year we have a template to follow after last year's event. Discussion followed. Motion was made by Vice Chair Berry that the date of Saturday, October 27, 2012 from 9:00 — 11:00 a.m. be approved. Motion was seconded by Commissioner Enriquez. Hearing no objections, it was so ordered. Sub- Committee for event: Chair — Terrie Berry, Commissioner Enriquez volunteered to assist in fundraising). Staff will contact them to set up a planning meeting. Chair Berry asked the Commissioners how they felt about applying to the Gilroy Foundation for a grant to assist with sponsoring this event. Discussion followed. Motion was made by Vice Chair Berry that the Parks & Recreation Commission apply for a Gilroy Foundation grant. The motion was seconded by Commissioner Scheel. Other grants that will be looked into are GALS (due Feb. 24th), Exchange Club and Rotary Club. D. Date of Annual Retreat Maria De Leon reminded the Commission about the annual goals and objectives setting retreat. Sondra Banks will send out 2/3 Saturday dates to choose from in February & March. The retreat will be 9:00 a.m. to 12:00 p.m. and a potluck will be done again. Commission Scheel stated she would be out of town on February 11th PROGRAM UPDATES Recreation Supervisor Judy Mireles - Janisch reported on the following: Gave out Activity Guide (January — April classes) with event flyers inside Super VII Texas Hold'Em Tournament, Saturday, February 4th at the Gilroy Senior Center from 10:00 a.m. to 3:00 p.m.; $60 for a 4- person team. Registration began today, and ends Monday, January 30th at 4:00 p.m. Auditions for Seussical, Jr. just took place and there were 55 children Young Artists Poster Contest is coming up Gleeful movie will be showing on Sundays at the Cinelux theater in Morgan Hill beginning end of February through April Co -Rec Volleyball league is starting (4 teams so far) Family Night Open Gym at Wheeler — 1St Friday of each month. Going wonderfully. Have been getting approximately 35 participants and the cap is 40 kids and adults. HR will soon be accepting applications for summer Hiring March 10th is Kids Discover Art Valentine's Dance at the Senior Center - February 11th Senior Ball "Hollywood Nights" —April 29th Special Friends Golf Tournament Friday, June 22nd All these events are in need of volunteers and the Commission was encouraged to participate. Maria De Leon updated the Commission on the tree removal item that came before the Commission previously. It is on the City Council's agenda for January 23` d and she wanted them to be aware of that. David Stubchaer will be presenting the report on the Commission's vote. COMMITTEE REPORTS Bicycle Pedestrian Commission - Scheel None. Ganiz Task Force 4 Commissioner Enriquez reported that there were two (2) meetings that he attended (December and January). At the December meeting they talked about the major bust — Operation Garlic Press and they then had another one in December and January. At the January meeting it was decided that education and prevention will be their major concern. Public Art Committee None. Senior Center Advisory Board Commissioner Kloecker reported that Vince Saso was elected Chair for another year. Discussion topics were: parking has become difficult due to the library construction and the casino bus impacts parking also. He enjoys attending these meetings. Youth Commission - Chair McHenry None. COMMISSION COMMENTS Commissioner Enriquez informed the Commission that he just started a new job with Intel as a Video Production Manager. He produced the video shown by the Ms. Abriani earlier. Commissioner Kloecker reported that Commissioner Scheel — Welcome to the new staff members. Thanked Anna Bielecki for her service on the Commission and serving as Chair. Vice Chair Berry — Welcome to the new staff members. She really enjoyed working at Santa's Breakfast. She and her granddaughters recently cleaned up Carriage Hills Park. Commissioner McHenry — Welcome to the new staff members. He really enjoyed working at Santa's Breakfast and is looking forward to the retreat. STAFF COMMENTS Sondra Banks reminded the Commissioners that the recruitment to fill Anna Bielecki's unfinished term was in process. She encouraged them to ask their friends and neighbors if they were interested in applying. Applications must be turned in by 5:00 p.m. on January 31St Applicants will be interviewed and an appointment will be made by Council on February 6tn ADJOURNMENT Chair McHenry adjourned the meeting at 7:25 p.m. 5 FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, February 21, 2012 at 6:00 p.m. in City Council Chambers, 7351 Rosanna Street, Gilroy, CA. on a Banks, Administrative Secretary Recreation Department
