MINUTES OF THE REGULAR
PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.
Tuesday, February 21, 2012
CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair
McHenry at 5:59 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California.
SECRETARY'S REPORT
All Commissioners were present except Commissioner Garcia who was excused.
APPROVAL OF MINUTES
Motion made by Commissioner Enriquez to approve the minutes of January 17, 2012.
Motion was seconded by Commissioner Scheel.
Hearing no objections, it was so ordered.
APPROVAL OF AGENDA
Motion made by Commissioner Kloecker to approve the agenda for February 21, 2012,
with stated change of order. Motion was seconded by Vice Chair Berry.
Hearing no objections, it was so ordered.
INTRODUCTIONS
Chair McHenry welcomed and introduced the new Parks & Recreation Commissioner,
Brittany Lehman. All Commissioners introduced themselves.
Maria De Leon introduced Operations Manager David Stubchaer and Recreation Supervisor
Judy Mireles- Janisch.
AWARDS/RECOGNITIONS
None.
PUBLIC COMMENT
None.
OLD BUSINESS
A. Selection of PRC Representative to the Public Art Committee
Motion made by Vice Chair Berry that Brittany Lehman be the PRC
Representative to the Public Art Committee. Motion was seconded by
Commissioner Kloecker.
Hearing no objections, it was so ordered.
B. PRC's Support of Smoke Free Parks in Gilroy (in conjunction with Healthy Gilroy
Campaign)
Maria De Leon explained that right now the Commission can just ask questions and
comment. She also reminded the Commission that currently staff is working on the new
Reservations and Facilities Procedures which will come before the Commission after the
City Administrator and City attorney have reviewed it. The time frame is approximately
4 -5 months before it comes before the PRC. The Commission's recommendation will
then be sent to the City Council.
Questions followed.
Operations Manager David Stubchaer informed the Commission that the document will
be consistent with City policy in regard to smoking or non - smoking in the parks.
NEW BUSINESS
A. Overview/Presentation Re: No Smoking Ordinance for Parks and Recreation Areas
Senior Planner Stan Ketchum gave the Commission an overview of possible elements of
the No Smoking Ordinance for Parks and Recreation Areas. (See attached PowerPoint
presentation).
Questions followed.
Vanessa Marvin of the American Lung Association of California addressed the
Commission on behalf of the Health Gilroy Coalition in support of the No Smoking
Ordinance for Parks and Recreation Areas.
Brian Bowe, Executive Director of the Garlic Festival Association addressed the
Commission and stated that the smoking ban would be "detrimental" to the annual Garlic
Festival held each year. He informed the Commission that there are designated non-
smoking areas throughout the park and there have been no issues regarding smoking.
Because the Festival occurs on 20 acres there are very few complaints about smokers.

B. Discussion on Agenda Topics for PRC's Annual Retreat — Saturday, February 25,
2012
Chair McHenry asked Commissioners if they had any agenda items to add to the retreat
Commissioner Enriquez stated he would like to see the Gilroy Dog Park
Enhancements /Improvements by Public/Private Partnerships added to the agenda. Chair
McHenry asked that new goals for the Commission also be added.
Potluck items were finalized.
PROGRAM UPDATES
Recreation Supervisor Judy Mireles - Janisch reported on the following:
Summer Guide is at the layout design company and will be going to the post office April

Special Events: KDA -March 10th, 9:00 a.m. -1:00 p.m.; Young Artists Poster Contest is
on- going; Senior Ball — April 280', 5:00 — 9:00 p.m. (tickets are on sale now);
Commissioner Kloecker was thanked for attending the Rotary luncheon and accepting the
Rotary grant for the Senior Ball on behalf of the Youth Commission; Special Friends
Golf Tournament, June 22 °d; Gilroy Great Garlic 5K FUNdraiser; October 270;
grant
application was sent to the Gilroy Foundation and one will be sent to the Gilroy
Assistance League (due 2/24) for this event
Currently, Dodgeball Camp, Safe Sitter and Lifeguard classes are going on; there will be
another Lifeguard Class in April
Youth Soccer registration ended last Friday, a waitlist is now being taken — to date there
are 291 participants; volunteer coaches are always needed
Operations Manager David Stubchaer reported on the following:
Lions Creek Trail project has been completed, but we are still addressing some final
minor items with the contractor. The trail goes along Lions Creek between Kern and
Wren, and Wren to Farrell.
House at 271 Old Gilroy Street should be demolished within the next couple weeks to
make way for a minor expansion of Forest Street Park. For now, there will just be an
irrigation system and grass in the expanded area.
San Ysidro Park improvements project is under construction. One brand new, and one
replacement basketball court should have the concrete poured in the next week or so.
Staff is working with the contractor to get a portable building on site for use by
Recreation to hold its youth programs in while the existing building is being remodeled
and expanded.
Staff is working on getting approval to advertise, award, and construct a modified Uvas
Creek Trail project which would construct a trail from Christmas Hill Ranch Site,
adjacent to Grenache to Club Drive. Clearance has been received from U.S. Fish &
Wildlife Service, but approval from the California Resources Agency is still pending.

COMMITTEE REPORTS
Bicycle Pedestrian Commission - Scheel
Commissioner Scheel attended the Tuesday, January
24h
meeting. They discussed a Bicycle
Skills Training Class and are working with the Recreation Dept. to accomplish this, cycling
signs, Climate Action Plan presentation by Senior Planner Stan Ketchum. Bike map is out to
press. She stated she enjoyed the meeting.
Gang Task Force
Commissioner Enriquez reported that a Gang Coordinator /Analyst was hired which is being
funded by a grant; Victory Outreach had an event over the past weekend that involved

talking to youth about why they should stay away from gangs, etc.
Public Art Committee
Joan Buchanan addressed the Commission and informed them of the Public Art Committee's Art
in the Park event at Gilroy Gardens on March 31St. Artists will be doing demonstrations with
their art, promoting themselves as well as selling their art. So far, twelve (12) artists have agreed
to participate.
They are also doing a raffle fundraiser. The prize is a children's playhouse that was donated by
Habitat for Humanity which is displayed in the foyer of City Hall by the Recreation Department.
Senior Center Advisory Board
None.
Youth Commission
Chair McHenry reported that the Commission is now working on the Senior Ball. They are also
waiting to find out the results of the YAC Attack T -Shirt contest which they entered.
Great Garlic FUNdraiser
Vice Chair Berry reported that Recreation Supervisor Judy Mireles- Janisch applied for two (2)
grants on behalf of the Commission for this event. The applications were sent to the Gilroy
Foundation and GALS.
COMMISSION COMMENTS
Commissioner Enriquez welcomed Commissioner Lehman. He will not be at the retreat as he
will be in Barcelona, Spain on a business trip.
Commissioner Lehman stated that she is just trying to get familiar with everything.
Commissioner Kloecker welcomed Commissioner Lehman and told her that the Parks &
Recreation Commission was an awesome Commission to be involved with.
Commissioner Scheel reported that she attended the January 23rd City Council meeting to hear
the discussion and decision regarding the tree removal issue on Swallow Lane (Karen Dameron)
but did not stay for that issue as it got late. She also cleaned Carriage Hills Park on Monday,
February 20th and emailed her time to Susan Voss. So nice to see the newspaper article on Lions
Creek Trail today. She also welcomed Commissioner Lehman.
Vice Chair Berry thanked staff for all their assistance. She stated she has already bought 12
tickets for the Senior Ball.
Commissioner McHenry reported that he participated in the last Texas Hold `Em and it was
much fun." There were 85 participants of all ages. He said, as always, Bob Burch did a
fantastic job of organizing the event.

STAFF COMMENTS
Operations Manager David Stubchaer informed the Commission that the City Council upheld the
Parks & Recreation Commission's recommendation to allow the homeowner to remove the tree,
at her expense, when she can. Council was not comfortable with removing a healthy tree and not
setting a precedent by paying for the tree to be removed.
ADJOURNMENT
Chair McHenry adjourned the meeting at 7:12 p.m.
