03/20/2012 Parks and Recreation Commission Regular Meeting Adopted 04/17/2012CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, March 20, 2012 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair McHenry at 6:08 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California. SECRETARY'S REPORT All Commissioners were present except Commissioner Enriquez who was excused. APPROVAL OF MINUTES Motion made by Vice Chair Berry to approve the minutes of February 21, 2012. Motion was seconded by Commissioner Scheel. Hearing no objections, it was so ordered. Motion made by Commissioner Scheel to approve the Retreat Summary of February 25, 2012. Motion was seconded by Vice Chair Berry. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner Scheel to approve the agenda for March 20, 2012. Motion was seconded by Commissioner Kloecker. Hearing no objections, it was so ordered. INTRODUCTIONS Commissioner Lehman introduced her husband, Jeff Lehman. Chair McHenry thanked him for attending. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS A. Update on Great Garlic 5K FUNdraiser - October 27, 2012 Vice Chair Berry reported that a $500 donation was received from the Gang Task Force; Also, the sub - committee met last week and will be meeting monthly. She reviewed the Sponsorship letter, Exhibitor Letter and Application that was in the packets the Commissioners received from Recreation Supervisor Janisch. Questions followed. Things are moving along well. B. Review and Comments Re: PRC's Annual Retreat Sondra Banks reviewed the attached email from Susan Voss outlining procedures for the Commissioners in reporting their clean-up work at Carriage Hills Park. Ms. Voss also included the term of adoption of a park. Discussion followed. "Guacamole was great as well as the other food." Everyone felt that the Retreat was beneficial. NEW BUSINESS A. Parks & Recreation Commission Agenda Packets Chair McHenry asked the Commission if they would approve not including the minutes of the other Commissions /Committees in the agenda packet. He went on to state that since the minutes were all available on the City's, trees would be saved by not having them put in the packets. Chair McHenry also reported that staff was amenable either way. Discussion followed. Gang Task Force minutes are not included on the City's website. Sondra Banks explained that the GTF is its own separate entity with a Board of Directors, etc. She will look into whether the meeting times, agendas and minutes of the Gang Task Force can be included on the City's website. Motion made by Commissioner Kloecker that agenda packets will no longer include the minutes of the other Recreation Department Commissions, Boards and Committees. Motion was seconded by Commissioner Garcia. Hearing no objections, it was so ordered. PROGRAM UPDATES Recreation Supervisor Judy Mireles- Janisch reported on the following: KDA -March 10th, over 400 kids attended; Adaptive Bowling was held March 17th and there were over 50 participants; tickets for the Senior Ball on April 28th are sold out; Soccer games start this weekend, over 325 kids have signed up Renovation of the Youth Center — the temporary trailer has been delivered and staff hopes to begin moving in this Friday; all materials for the new facility have been chosen and they hope to be done by June; First Tee Program (Don De Lorenzo) a free program being offered to 5 youth from the Center - a 9 -week program with 9 core values Honesty, Integrity, Sportsmanship, Respect, Confidence, Responsibility, Perseverance, Courtesy and Judgment — learning values through the game of golf — this is a National School Program Aquatics — Lifeguard Classes will be held April 2nd -- 6th, scholarships are available; Jr. Lifeguarding Class also being held, scholarships are available for that class as well 2 Operations Manager David Stubchaer reported on the following: City Council has directed staff to put in a women's softball diamond at Sunrise Park —the cost will be approximately $50,000 which is being funded by a developer. Lions Creek Trail project has been completed. The trail goes along Lions Creek between Kern and Wren, and Wren to Farrell. Graffiti abatement is being worked on as well as getting scheduled with the company Operations contracts with for clean-up and landscape maintenance. San Ysidro Park improvements - concrete basketball courts have been poured; the temporary building for the program has been delivered, should be all moved into that building by next week. Smoking in the Park — through a County grant signage will be put up in the parks that will say something to the effect — "No Smoking except in Designated Areas ". Staff and City attorney working on proposed ordinance. Designated smoking areas to be approved by Council via resolution. Discussion and questions followed on smoking in the parks. The Council decision was discussed. COMMITTEE REPORTS Bicycle Pedestrian Commission - Scheel None. Gang Task Force None. Public Art Committee Commissioner Lehman reported that the Public Art Committee is concentrating on their March 31St Art in the Park event. Community Services Officer /Graffiti Officer Rachel Muiioz gave a presentation on Phase 2 of the Traffic Signal Boxes which PAC approved. Senior Center Advisory Board Commissioner Kloecker stated he was not able to attend the meeting. But he reported that the tickets for the Senior Ball have all been sold. He was glad to hear staff mention the First Tee Open, Youth Commission None. COMMISSION COMMENTS Commissioner Scheel reported that she cleaned Carriage Hills Park earlier in the day. Vice Chair Berry wished Sondra Banks a great vacation. She also thanked Judy Janisch for her 3 assistance with the Commission's fundraiser event. STAFF COMMENTS Operations Manager David Stubchaer informed the Commission that texting and answering phone calls is not acceptable during the meeting. If necessary, step outside if you need to. He also pointed out that upcoming events have been added to the agenda packet as requested by the Commission. ADJOURNMENT Chair McHenry adjourned the meeting at 6:55 p.m. FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, April 17, 2012 at 6:00 p.m. in City Council Chambers, 7351 Rosanna Street, Gilroy, CA.
