Tuesday, June 19, 2012 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair McHenry at 6:01 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California. SECRETARY'S REPORT All Commissioners were present (Commissioner Enriquez 6:09 p.m.). APPROVAL OF MINUTES Motion made by Vice Chair Berry to approve the minutes of May 15, 2012. Motion was seconded by Commissioner Scheel. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner Kloecker to approve the agenda for May 15, 2012. Motion was seconded by Commissioner Garcia. Hearing no objections, it was so ordered. INTRODUCTIONS None. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS A. Update on Great Garlic 5K FUNdraiser - October 27, 2012 Vice Chair Berry reported that Jerry Foisey "Mr. Garlic" will be at the event. The sub- committee needs more postcards advertising the Kids Tri and the FUNdraiser. Additional locations to supply with the cards are Nob Hill (near mail station) and the Gilroy Health Center. Recreation Supervisor Mireles-Janisch had additional postcards with her and distributed them to the Commissioners. B. Raising Funds for Improving the Las Animas Veterans Dog Park This was tabled to July meeting. Commissioner Scheel reported that she attended the Doggies in the Park event held at the Las Animas Veterans Memorial Dog Park on Sunday, May 201h. It was sponsored by the Gilroy Foundation's Youth group. This event was a fundraiser for the dog park (raffle tickets and other items were being sold). A lot of dogs were there and about 20 people. Commissioner Scheel felt that the dog park looks much better than the last time she was there. There were more trees and shade structures. C. Discussion on PRC Commission Adopting a Different Park Commissioner Scheel would like to discuss the possibility of changing the park which the Commission adopts. Two parks that were mentioned as possibilities were Rainbow Park (Commissioner Scheel) and Butcher Park (Chair McHenry). Next month staff will bring back a list of which parks are already adopted and the parks that are in most need of clean-up assistance. NEW BUSINESS A. PRC's Annual Presentation to City Council — August 6, 2012 Maria explained the process for this report. Staff will work with Chair McHenry and Vice Chair Berry on the outline for the presentation at the next agenda meeting on July 2nd B. Staff Appreciation Event Chair McHenry explained this event to the new Commissioners. It was decided that the Commission would do it again this year. Maria De Leon will have some dates to choose from at the July meeting. C. Possible Restaurant Fundraiser Vice Chair Berry wondered if it would be a good idea to have a restaurant fundraiser (they usually donate between 15-20% of each meal). She felt holding it during the middle of the week would be best. The Commission's role would be to attend and get people they know to go and eat at the chosen restaurant on the designated day. Discussion followed. A motion was made by Commissioner Kloecker to pursue a restaurant fundraiser to raise funds for Youth Scholarship funds. The motion was seconded by Commissioner Enriquez. Hearing no objections, it was so ordered. Vice Chair Berry will come back in July with her recommendation of which restaurant to have this fundraiser. 2 D. Vote for your Favorite Park — Online Effort Vice Chair distributed information on this for possibly doing next year (see attached). E. Commission Picture and/or Commissioner Names listed in Activity Guide Commissioner Scheel stated that she feels the Commission should be in every Activity Guide (picture and names listed with contact information). Maria De Leon stated that she agrees. But also, she would like a message from the PRC Chair or Vice Chair. Chair McHenry will send a message to Maria De Leon and Sondra Banks for their review and finalization by Thursday, June 21 st for the 2012 Fall Activity Guide. F. Scholarships for Aquatics Program Commissioner Scheel reported that she was contacted by some residents about the cost of the Aquatics program being high for families (lessons and passes). Recreation Supervisor Mireles-Janisch addressed the Commission. She explained that GUSD residents, students — anyone - can apply for a scholarship. They can reapply each Activity Guide period (which amounts to $20 3 times per year if they qualify). Ms. Mireles-Janisch also explained that the free swim lessons given are due to a Federal grant that HCD (Marilyn Roaf) receives. It allows for 30 participants for each session. They are given at Gilroy High School beginning at 9:15 a.m. There are specific qualifying rules as there is always a waiting list. It is a very popular program. Forty (40) single passes have been sold and thirty-eight (38) family passes (which include anywhere from 4 to 6 people) have been sold so far this summer season. Aquatics Birthday parties have been very successful. The cost is $225 for 16 or less; $250 for more. Fees for Christopher High School are $5 on weekdays and $7 on weekends — adults and children. Gilroy High School fees are $3 everyday for Rec Swim. PROGRAM UPDATES ➢ Aquatics - is in full swing. All classes and recreation swim is open. CHS has been open on weekends since Memorial Day weekend. As of June 19th, it is now open Tuesday — Sundays ($5 on weekdays; $Ion weekends). Swim lessons have begun at GHS and it is $3 for Rec Swim every day.; Jr. Lifeguard Class - 12 took the course and 6 are volunteering this summer); next class will be held July 2"d & P (all day) ➢ Summer Playgrounds — has 2 sites this summer — Glenview's 1st day had 20 children and Las Animas Veterans Park had 35. ➢ Youth Center —the summer program has over 100 kids. ➢ Summer Staff Training —took place June 11-15 with 70 new and returning staff ➢ Theater—Artistocats Kids opens July 13tt' at South Valley Middle School ➢ Special Events — Family Night - will be in the park Friday, July 6t"; Special Friends Golf Tournament - Friday, June 22"d ➢ Kids Triathlon — 30 enrolled at this time, sponsors thus far are the Gilroy Elks, Coldwell Banker and Dr. Harwood Operations: ➢ Lions Creek Trail Opening ➢ Uvas Creek Trail — back under design — hope to have it bid by August 6th and finished by October 15th ➢ San Ysidro Renovations — contractor's work should be done in the next 2 weeks, and then landscaping work will be done. The Youth Center will be painting tiles to go along the walkway walls and someone has been hired to install them. ➢ Forest Street Park — update on the improvements where the house was demolished ➢ Church Street from lst to 10 Streets — bike ➢ Designated smoking areas in parks (1 in smaller parks 10 ft. area); Sports Park, Las Animas & Ranch Site at Christmas Hill Park (2 sites) was passed by City Council last night. Commissioner Scheel asked about Forest Street Park. The house has been demolished and the landscaping is being done. COMMITTEE REPORTS Bicycle Pedestrian Commission - Scheel Commissioner Scheel reported that she attended the May meeting. They are a busy group. Discussion topics: Safe Cycling class was cancelled to low enrollment. They hope to offer it again.; Energizer Station at Cal Trans Station — Conrad Lather - (17 cyclists stopped); 14 rode by. Share the Road Signs - Almaden Cycling Club gave them $1,000 to help pay for these; Tentative bicycle map — she passed it around for the Commission's review. Gang Task Force None. Public Art Committee None. Senior Center Advisory Board None. Youth Commission None. The Commission does not meet in the summer months. COMMISSION COMMENTS Commissioner Garcia reported that she is looking forward to volunteering in the Fireworks Booth. El Chair McHenry reported that he and his wife stopped by the Aquatics Center and "it is amazing." There was a birthday party going on and everyone was having fun. They were impressed with the staff. He will be playing in the Special Friends Golf Tournament on the 22nd Vice Chair Berry reported that she and her granddaughter cleaned up at Carriage Hill Park and she also attended the Lions Creek Trail Opening. She thanked the staff for becoming certified in Aquatics in case they are needed. She will be working at the Special Friends Golf Tournament. Commissioner Scheel reported that she attended the Doggies in the Park event at the dog park and the Lions Creek Trail Opening. Commissioner Enriquez reported that he was involved in cleaning up graffiti at Christmas Hill Park over the weekend. He was wondering how often police go through the park during the day to canvas the area. He is interested in volunteering in the Fireworks Booth. Staff will have Recreation Supervisor Mirelez email him with available slots that are still open. Maria De Leon will look into the police patrols through Christmas Hill Park. STAFF COMMENTS Maria De Leon gave the Commission the "full story" regarding the Gilroy Gators and summer pool availability. She stated that the Recreation Department only uses the Gilroy High School Pool two (2) months out of the year and the Gilroy Gators have the pool ten (10) months out of the year. City Staff arranged a meeting to discuss their concerns. They were told that the pool at OHS was available for their use from 7:00-9:00 a.m. and 6:00 — 9:00 p.m. and at CHS from 7:00 - 11:00 a.m. and 6:30 — 9:00 p.m. The Gators were also told that if swim lessons were cancelled, they would be given a week's notice so they could use it.
