07/17/2012 Parks and Recreation Commission Regular Meeting Adopted 08/21/2012CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, July17, 2012 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair McHenry at 6:04 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California. SECRETARY'S REPORT All Commissioners were present (Commissioner Enriquez 6 :09 p.m.) except Commissioner Garcia who was excused. APPROVAL OF MINUTES Motion made by Kloecker to approve the minutes of June 19, 2012. Motion was seconded by Commissioner Scheel. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Vice Chair Berry to approve the agenda for July 17, 2012. Motion was seconded by Commissioner Scheel. Hearing no objections, it was so ordered. INTRODUCTIONS Chair McHenry introduced Mayor Al Pinheiro to the Commission. The Mayor thanked the Commission for their volunteer service to the City of Gilroy. He then recapped what the City Council is working on. Questions followed. Chair McHenry thanked the Mayor for coming and addressing the Commission. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS A. Update on Great Garlic 5K FUNdraiser - October 27, 2012 Vice Chair Berry reported that the sub - committee is meeting right after this meeting. She stated everything is going well but there was nothing new to report right now. B. Raising Funds for Improving the Las Animas Veterans Dog Park Commissioner Enriquez reported that he spoke with PetsSmart and Petco. There was discussion regarding cost of exclusive naming rights, how would sponsors be displayed, basic upkeep and costs versus nicer dog parks. Questions and comments followed. Maria De Leon again stated that the City has a naming policy which she will supply to Commissioner Enriquez. She will also supply him with Donna Pray's contact information. He was encouraged to contact Ms. Pray in regard to the dog park. C. Update on PRC Commission Adopting a Different Park David Stubchaer addressed the Commission and informed them of the parks that were already adopted as well as the ones most in need of additional assistance in staying clean. Adopted ones are Christmas Hill, Carriage Hills, El Roble, the Sports Park and Las Animas Veterans Park. Those needing additional assistance are: Butcher Park (very small), Forest Street and Miller Park. Mr. Stubchaer also reported that the new landscape contractor had some issues, but these are being worked out and should be resolved in the next few weeks. Questions followed. Motion made by Commissioner Kloecker and seconded by Commissioner Lehman that the Commission adopt Miller Street Park as of August 1, 2012 for a two (2) year period. Hearing no objections, it was so ordered. D. PRC's Annual Presentation to City Council — August 6, 2012 Maria De Leon reported that staff prepared an outline and PowerPoint presentation. She gave a hard copy to the Commission to review and she will send an electronic copy to Chair McHenry. All were reminded to be in attendance on Monday, August 6tn E. Staff Appreciation Event It was decided that Thursday, September 20th from 8:30 to 10:00 a.m. would be the date and time for the event. Final plans will be set at the August Commission meeting. F. Possible Restaurant Fundraiser Vice Chair Berry contacted Black Bear Diner but will be meeting with the General Manager tomorrow to discuss this possibility. She will have an update in August. G. Parks & Recreation Commission's Role (in respect to fundraising) Chair McHenry reiterated his concern that the Commission's charge is advisory to the City Council, not to fundraise. He does feel that the 5K Great Garlic FUNdraiser is an exception as it goes to the Youth Scholarship Fluid. 0) Discussion followed. Commissioner Enriquez was asked to continue his research and bring the information back to the Commission. NEW BUSINESS A. Annual Parks & Recreation Commission Meeting in the Park — Select Park Chair McHenry asked the Commissioners if they had any suggestion for the annual meeting in one of the City parks. Vice Chair Berry made a motion to have the annual meeting at Miller Park for the September 18th meeting. The motion was seconded by Commissioner Enriquez. Hearing no objections, it was so ordered. PROGRAM UPDATES See attached report. Operations: Forest Street Park — new sod with extended area — temporary fence until the grass is rooted Uvas Creek Trail — July 25fh bid opens; October 150, deadline to be completed San Ysidro Park — glitch — exterior restroom partitions — shipping date is August Questions followed. COMMITTEE REPORTS Bicycle Pedestrian Commission - Scheel None. Gang Task Force Dark for July. Public Art Committee Joan Buchanan reported the following: The Tile project is going well. The Youth Center participants will begin painting them tomorrow at 2:00 p.m. They will be "fired" in the fall by Jane Rekedal, at Gavilan College. The drawing for the Playhouse was on July 16a' and Gilroy resident Dr. Francis Sacco won it. Next project may be the new wall at the Interim Center for the Arts. An ad regarding purchasing a plaque for a downtown bench is in the Fall Activity Guide. Cost is $550. Senior Center Advisory Board None. Youth Commission None. The Commission does not meet in the summer months. COMMISSION COMMENTS Commissioner Enriquez -- 1St step at the amphitheatre at CHS is being damaged by the skateboarders; also being done on the planters at the Library. David Stubchaer will look into the amphitheatre. Vice Chair Berry reported that she went to the Special Friends Golf Tournament and she had so much fun; the Kids Triathlon was great, Aristocats — she really enjoyed it as did her granddaughters. Commissioner Scheel reported that she cleaned Carriage Hills Park on July 16. There is new tan bark in the playground area. She also reported that on the lst Street side of Sunrise on Santa Theresa, the trash is terrible and plants are growing out of the cement. Also, both water fountains are broken at Rainbow Park. David Stubchaer and Bill Headley will look into this. Chair McHenry reported that he and his team had a great time at the Special Friends Golf Tournament. He also won a raffle prize. STAFF COMMENTS Maria De Leon informed the Commission that the Recreation Department adopted a Healthy Foods Options policy for program participants rather than soda, candy etc. They are very excited about this new policy. ADJOURNMENT Chair McHenry adjourned the meeting at 7:26 p.m. FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, August 21, 2012 at 6:00 p.m. in City Council Chambers, 7351 Rosanna Street, Gilroy, CA.
