09/18/2012 Parks and Recreation Commission Regular Meeting Adopted 10/16/2012CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, September 18, 2012 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair McHenry at 6:04 p.m. at Miller Park, 7851 Carmel Street, Gilroy, California. SECRETARY'S REPORT All Commissioners were present (Commissioner Enriquez (6:17 p.m.); Commissioner Garcia 6:09 p.m.). APPROVAL OF MINUTES Motion made by Commissioner Kloecker to approve the minutes of August 21, 2012. Motion was seconded by Commissioner Garcia. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Vice Chair Berry to approve the agenda for September 18, 2012. Motion was seconded by Commissioner Kloecker. Hearing no objections, it was so ordered. INTRODUCTIONS Chair McHenry welcomed his wife, Kathy, Commissioner Lehman's husband, Jeff and Commissioner Scheel's husband, Bruce Morasca to the meeting/BBQ in the park. AWARDWRECOGNITIONS None. PUBLIC COMMENT Ms. Kimberly Merrill addressed the Commission and presented her idea for the formation of a Junior Roller Derby team for girls ages 11 -17 years old. She stated that she would like to partner with the City of Gilroy Recreation Department to develop this team. Her proposal will be put on the October 2012 agenda for the Commission's consideration and further discussion. Chair McHenry thanked Ms. Merrill for attending the meeting and giving her presentation. OLD BUSINESS A. Update on Great Garlic 5K FUNdraiser - October 27, 2012 Vice Chair Berry reported that plans are going well. There are 29 participants registered so far. The flyer annou ncing the event went to all city schools at the end of August. Commissioner Lehman and her husband obtained seat posts from Fox Racing (a donation value of $500). Again this year, the following will be in attendance at the event: DJ, Mr. Garlic, the Derby Girls and Jeanette (to warm -up the participants with exercise /dance). B. Update on Raising Funds for Improving the Las Animas Veterans Dog Park This will be taken off the agenda until Commissioner Enriquez requests it to be added again. C. Staff Appreciation Event — September 20, 2012 Chair McHenry reviewed what everyone was supposed to bring on Thursday. Sondra Banks will send out a reminder to the Recreation Department and the Parks & Landscape Division of Operations on Wednesday, September 19, 2012. Commissioners will arrive at 8 :00 a.m. on Thursday for set -up. D. Update on Restaurant Fundraiser Vice Chair Berry passed out the flyer that Recreation Supervisor Judy Mireles - Janisch created for the event. She also commended Ms. Mireles - Janisch on the excellent, professional job she did on it. Vice Chair Berry also stated that she would like to have two (2) raffles — one for the Recreation Staff that attends and one for all others who eat at the restaurant that day. Everyone thought that was an excellent idea. NEW BUSINESS A. October Meeting being held at the newly Remodeled Youth Center Maria De Leon asked the Commission if they would like to have their October 10h meeting at San Ysidro Park so they can see firsthand the renovations that were made at the Youth Center. Motion made by Commissioner Scheel to have the October 16, 2012 meeting at San Ysidro Park/Youth Center. The motion was seconded by Commissioner Lehman. PROGRAM UPDATES Recreation: See attached report. Operations: a Notice of Completion was done for the San Ysidro Park Improvements; in the next 2 weeks work on the Uvas Creek Trail Extension (from the Ranch Site -CUP to Club Rd. near the school) should begin; already have the design grant monies for the Ronan/Canon Trail from 6th Street (along channel) up to Leavesley and the design is almost complete; now trying to obtain a grant for its construction; the Garlic Festival Association is considering the possibility of redoing the BBQ's and shade structures at Mulberry East & West in Christmas Hill Park; the Commission's adopt -a -spot sign has not been moved to Miller Park but will be soon and lastly, City Council voted against the improvements to the women's softball field at Sunrise Park. There was $50,000 allotted for that project and bids came in around $92,000. Also there were 2 complaints from residents that the project should not be completed as it is a neighborhood park. COMMITTEE REPORTS Bicycle Pedestrian Commission None. Gang Task Force Commissioner Enriquez attended the September meeting. There was a report on graffiti and he was very impressed with the information he learned — the graffiti volunteers usually have reported graffiti down within 6 hours of it being spotted. Very impressive. There was a gang forum meeting at Glenview School that Police Chief Turner spearheaded. There will be one every 2 weeks at a different school. Parents that feel their kids are at risk are some of the attendees. Commissioner Enriquez stated that the forum was very well done. The Gang Task Force is in need of a Treasurer. He asked that if any of the Commissioners knew of anyone to please encourage them to attend the next meeting and volunteer. Library Commission Commissioner Garcia reported that one of their main topics of discussion was how to recognize 2 deceased members of the Commission. Commissioner Garcia informed the Commission about the PRC's 2 upcoming events — Black Bear Fundraiser on October 3rd and the Great Garlic SK FUNdraiser on October 27th Public Art Committee None. Senior Center Advisory Board Commissioner Kloecker reported that the Board will be holding a Spaghetti Dinner on Friday, September 21St from 4:00 to 8:00 p.m. at the Senior Center. Tickets are $7.00 and he has them. Take out is available or you can eat in the dining room. Commissioner Kloecker said he also encouraged the seniors to support PRC programs. Youth Commission None. COMMISSION COMMENTS Vice Chair Berry went to the Recreation Department's Movie Night and saw "Gleeful. " She stated that the department did a great job with the organization of the event. Commissioner Enriquez requested more letters for the FUNdraiser 5K event to solicit more donations. Chair McHenry stated that it was nice having the meeting in Miller Park. He was in this park all the time as a child and attended Brownell School right across the street. 3 the time as a child and attended Brownell School right across the street. STAFF COMMENTS Sondra Banks asked the Commission if they wanted the same letter to go in the Winter /Spring Activity Guide or if they wanted to do a new one. They chose to use the same letter as the one that was in the previous guide. Maria De Leon informed the Commission that the City's current Facilities Memorial Recognition, Gifts & Sponsorship Policy is going to be amended. This is in response to a City Council request to name San Ysidro Park/Gilroy Youth Center after the late Recreation Supervisor John Garcia. There is a requirement in the policy that an honoree has to be deceased 5 years and Council was not in agreement with that. They decided that a sub - committee should be formed to work on a possible amendment. They would like the following on this committee: Councilman Bracco, Councilman Woodward, 2 Parks & Recreation Commissioners and Maria De Leon. Three PRC Commissioners expressed interest in serving on this sub - committee: Chair McHenry, Commissioner Lehman and Commissioner Scheel. Selection of the 2 Commissioners that will be on the sub - committee will be done at the October meeting. ADJOURNMENT Chair McHenry adjourned the meeting at 6:46 p.m. FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, October 16, 2012 at 6:00 p.m. at San Ysidro Park/Youth Center, 7700 Murray Avenue, Gilroy, CA.
