PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.
Tuesday, January 15, 2013
CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair
McHenry at 6 :03 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California.
SECRETARY'S REPORT
All Commissioners were present except Commissioner Enriquez who was excused.
APPROVAL OF MINUTES
Motion made by Commissioner Scheel to approve the minutes of October 16, 2012. Motion
was seconded by Commissioner Garcia.
Hearing no objections, it was so ordered.
APPROVAL OF AGENDA
Motion made by Vice Chair Berry to approve the agenda for January 15, 2013, with stated
change of order. Motion was seconded by Commissioner Lehman.
Hearing no objections, it was so ordered.
INTRODUCTIONS
Chair McHenry congratulated Commissioner Lehman on her reappointment to the Commission.
Maria De Leon introduced Recreation Supervisor Judy Mireles- Janisch.

OLD BUSINESS
A. Wrap Up Discussion of Great Garlic 5K FUNdraiser - October 27, 2012
Chair Berry reported that the event brought in $4,979.40 in revenue, expenses totaled
2,074.48; net profit was $2,90492.
B. Final Report on Restaurant Fundraiser
Chair Berry reported that a check for $400 was received from Black Bear which was the
Commission's portion.
NEW BUSINESS
A. Election of Chair, Vice Chair and Committee Representatives of Parks &
Recreation Commission for 2013
Motion made by Commissioner Scheel nominating Vice Chair Berry as the 2013
Chair of the Parks & Recreation Commission. The motion was seconded by
Commissioner Garcia.
Hearing no objections, it was so ordered.
Motion made by Commissioner Scheel nominating Commissioner Lehman as the
2013 Vice Chair of the Parks & Recreation Commission. The motion was seconded
by Chair Berry.
Hearing no objections, it was so ordered.
Motion made by Commissioner Scheel that the following will be the PRC
Representatives on said Commissions, Committees and Boards: Bicycle Pedestrian
Commission — Rebecca Scheel, Gang Task Force — Brittany Lehman, Library
Commission --- Julie Garcia, and Youth Commission - Moe McHenry. The motion
was seconded by Commissioner McHenry.
The Public Art Committee and the Senior Advisory Board will be put on February's
agenda to see if Commissioners Enriquez and Puente may be interested.
B. Presentation of Sunrise Park Improvements
David Stubchaer, Senior Engineer /Operations Manager reviewed his staff report that
Commissioners received in their agenda packet. Questions followed.
Chair Berry commended Mr. Stubchaer on his knowledge and how well he facilitated the
public meeting held January Bch in regard to the Sunrise Park Improvements. She and
Commissioners Garcia and Kloecker attended that public meeting.
Questions followed.
Also, Gilroy resident, Jutta Leidreiter, addressed the Commission and voiced her concern
about the pathway between Sprig Way and Saddler /Cooper Streets. People are driving
over the partitions and using this area as a street to drive through. City employees are
also driving over muddy areas and getting mud all over the sidewalks. She would like to
see them park their vehicles and walk to where they are going.
Mr. Stubchaer reported that he had already spoken with the Supervisor of Parks and
Landscape regarding the employee issue and he will look into the issue Ms. Leidreiter
spoke of
Motion made by Commissioner Kloecker to recommend to City Council that they
approve the staff recommendation for the Sunrise Park Improvements in the
January 8, 2013 staff report at their January 28, 2013 meeting. The motion was
seconded by Commissioner Garcia.
Hearing no objections, it was so ordered.
Chair Berry thanked Mr. & Mrs. Leidreiter for attending the meeting.
C. Christmas Hill Park -Ranch Side- Maintenance of Flower Beds
Commissioner McHenry noted his concern about the flower beds at Christmas Hill Park -
Ranch Side. He stated that they are not being maintained and a real eyesore. If it is not
going to be maintained, he feels it they should be taken out.
David Stubchaer explained that that project was done by the Cheers group (fish habitat
restoration. He will contact Herman Garcia and let him know it needs to be taken care of
or he will have the City's landscaping contractor take care of it.
D. Miller Park Police Presence
Commissioner Garcia has been taking her childcare participants to Miller Park since the
Commission adopted the park. Every time she is there she sees blatant drug users and no
police presence. She no longer enjoys going there. She smells marijuana. She would
like the Police Department invited to a Commission meeting to address these issues and
inform the Commissioners of what they are doing.
She notified the police department on two different occasions, but only after she had left
the park.
It was suggested that she not go to the park if she feels uncomfortable.
Maria De Leon will ask the Police Chief to have a police department representative
attend the February meeting to address the Commission.
E. Presenting Certificates of Appreciation (2)
Commissioner McHenry stated that he felt three (3) individuals that volunteered with the
Commission at Santa's Breakfast this past December were deserving of Certificates of
Appreciation. Those individuals are: Kathy McHenry, Maria Flores, Bernhard Szilagyi.
It was also stated that Santa, Danny Martin, should be recognized as well.
Motion made by Commissioner McHenry that Kathy McHenry, Maria Flores,
Bernhard Szilagyi, and Danny Martin be recognized and given Certificates of
Appreciation at the February 2013 Parks & Recreation Commission meeting. The
motion was seconded by Vice Chair Lehman.
Hearing no objections, it was so ordered.
Sondra Banks will invite these four individuals to the February meeting.
F. Quarterly Report on Youth Scholarship Funds & Distribution
Recreation Supervisor Judy Mireles- Janisch reported to the Commission that the
running total July — December 2012 is $41,390. One hundred and twelve $20
scholarships were given out during this timeframe.
Effective January 1, 2013 scholarships were increased to $120 per year for each child
they must fill out an application to verify that they qualify using the same qualifying
criteria as the GUSD school lunch program and HCD programs use). Half of the fee for
the class or program must be paid and then the scholarship monies are applied. Whatever
balance is left may be used in the future (all monies must be used within a year's period).
The plan is to always have $15,000 (equals 125 scholarships) in the fund at all times.
PROGRAM UPDATES
Recreation: See attached report.
Operations: The Smoking and No Smoking signs, purchased by a grant to the County, are
being installed in all the parks and trails in the city. Also, urns for cigarette butts were purchased
as well. Uvas Creek trail (1St phase) is now completed.
Scheel asked about two (2) signs being very close together and causing some confusion. Mr.
Stubchaer will check on it.

Senior Center Advisory Board
The Nutrition Program is now being run by the YMCA $6 per meal for 65 and $8 under 65.
He will be going to the Planning Commission in February but has really enjoyed his time on the
Commission. He is going to continue going to the Senior Center Advisory Board meetings.
Gilroy Gardens is having a Job Fair on February 3"d if anyone knows any high school/college age
students looking for jobs send them there.

Youth Commission
Report was given by Recreation Supervisor Mireles- Janisch in her program updates.
COMMISSION COMMENTS
Commissioner Scheel thanked Commissioner Kloecker for his work on the Commission. She
also thanked the staff for all their hard work at the 5K. Santa's Breakfast was lots of fun. She
has been cleaning Rainbow Park — her neighborhood park.
Commissioner Kloecker informed the Commissioners that the new Commissioner, Ermelindo
Puente will be a really good addition to the Commission. His statement during his interview was
he walks the parks and he knows the parks."
Commissioner McHenry thanked the Commissioners for all their hard work at Santa's Breakfast.
It was a great tune!" He also thanked them for making his job as chair so enjoyable and
thanked Maria De Leon, Sondra Banks and Judy Mireles- Janisch as well.
Commissioner McHenry informed the Commission that the Facility Naming Policy sub-
committee (Councilmen Bracco & Woodward, City Administrator Haglund, Maria De Leon,
Commissioners McHenry and Scheel) met with and their proposal will be presented at the
January 28th City Council meeting by Maria De Leon.
Vice Chair Lehman is very excited to be on the Commission again. She was "blown away" with
the Santa's Breakfast event. She thanked her fellow Commissioners for voting her vice chair.
Commissioner Garcia told Kloecker she enjoyed working with him. She also stated how much
she enjoyed Santa's Breakfast and said it was a wonderful experience.
Chair Berry thanked Commissioner Kloecker for his service and Commissioner McHenry for
stepping up and taking the Chair position for 2012. She also thanked staff for all their hard
work.
STAFF COMMENTS
Maria De Leon stated she had the best Commission and best staff. She also thanked
Commissioner Kloecker for his service and Commissioner McHenry for his term as chair last
year.
Maria De Leon will be bringing the Parks and Facility Reservation Policy to the Commission in
February for their review and information. It will just be the parks section.
The GUSD decided they are not going to discuss the South Valley Middle School pool anymore.
Sondra Banks asked the Commission which day would be preferable for their annual Retreat to
be held. Saturday was the day of choice. Ms. Banks will send out an email with dates for the
Commission to choose from so it can be scheduled as soon as possible.
ADJOURNMENT
Chair Berry adjourned the meeting at 7:17 p.m.
FUTURE MEETING
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
February 19, 2013 at 6:5 p.m. at City of Gilroy Council Chambers, 7350 Rosanna Street, Gilroy,
