02/19/2013 Parks and Recreation Commission Regular Meeting Adopted 04/16/2013CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, Febmary 19, 2013 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Berry at 6:04 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California. SECRETARY'S REPORT All Commissioners were present except Commissioner Garcia who was excused. APPROVAL OF MINUTES Motion made by Commissioner Scheel to approve the minutes of January 15, 2013. Motion was seconded by Commissioner McHenry. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner McHenry to approve the agenda for February 19, 2013. Motion was seconded by Commissioner Puente. Hearing no objections, it was so ordered. INTRODUCTIONS Commissioner McHenry acknowledged Bernhard Szi.lagyi and Kathy McHenry and gave them Certificates of Appreciation for their volunteerism. at Santa's Breakfast 2012. Commissioner McHenry stated that they did anything that was asked of them and were invaluable. Maria Flores and Danny Martin were not in attendance at the meeting but were commended as well. Their certificates will be mailed to them. Chair Berry gave Commissioner McHenry a gift of thanks for his "extended" service as the chair of the Parks and Recreation Commission for 2012. AWARDS /RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS A. Selection of PRC Representative for Public Art Committee & Senior Advisory Board Commissioner Puente will think about which meeting he would like to attend and let the Commission know. A motion was made by Commissioner Scheel that this agenda item be tabled. Motion was seconded by Commissioner McHenry. Hearing no objections, it was so ordered. B. Follow -up on Flower Beds at Christmas Hill Park — Ranch Side Operations Manager David Stubchaer informed the Commission that he spoke with the Cheers group and they said they would "spruce up" the flower beds. He was not sure if it has been done yet, but will be checking on it. If they do not follow through, the City will take care of it. This item will stay on the agenda for March. NEW BUSINESS A. 2013 Annual Parks & Recreation Commission Retreat — Saturday, February 23, 2013 — 9:00 a.m. to 12:00 p.m. - Willey House Potluck items were finalized for Saturday's retreat. Agenda is ready to go. The Commission is looking forward to the Retreat. B. Open Government Ordinance Training — Select Date Time Sondra Banks reported that only 4 of the 7 Commissioners in 2012 completed the mandatory Open Government Ordinance training. Therefore, the City Clerk is asking that the Commission take the training as a group on a specific meeting night. Discussion followed. It was decided that Ms. Banks would send the link to the training website to all Commissioners and they have until March 19111 to complete the training, fill out the certification form and turn in to the City Clerk. Those who do not complete it will meet at 4:00 p.m. on March 19111 in the Recreation Department to go through the training prior to the 6:00 p.m. Commission meeting that evening. C. Informational Review of Updated Reservation Policies & Fees for Use of City Parks, Fields and Picnic Areas Maria De Leon asked the Commission if they had any questions regarding the updated Policies for Use of City Parks, Fields and Picnic Areas. She reiterated that the fees were not changed and would not be changed during 2013. There were a few clarification questions. D. Selection of Replacement Tree for Elm Trees to be Removed David Stubchaer reviewed the staff report which was included in the agenda packet. He also passed out additional information on specific trees with the height, spread and growth rate of each tree. Questions followed. Mr. Stubchaer informed the Commission that a public outreach meeting was held but was 2 not well attended. Fifty notices were sent out infonning the residents of this meeting. Due to the poor attendance, the 4 residences where the Elm trees are to be removed were sent informational packets on this project; and no responses were received. Staff is requesting that the Parks & Recreation Commission recommend to City Council which tree should be planted in place of the Elm trees being removed. Commissioner Scheel abstained from this vote as she didn't feel she had adequate information to choose a tree. Motion was made by Commissioner McHenry recommending the Shademaster Locust tree and the Honey Locust tree (without thorns) to be planted in place of the Elm trees being taken out. The motion was seconded by Vice Chair Lehman. 5 yeas, 1 abstention. Motion passed. Mr. Stubchaer will notify the residents of the upcoming City Council meeting when this item is agendized, so they can attend, if they desire. E. Selection of Date for Great Garlic 5K Event — Saturday, October 26, 2013 The Commission agreed that the Saturday before Halloween was the perfect day for this event. Motion was made by Vice Chair Lehman that the Great Garlic 5K Event be held Saturday, October 26, 2013. The motion was seconded by Commissioner McHenry. Hearing no objections, it was so ordered. F. Quarterly Report on Youth Scholarship Funds & Distribution (Mar, June, Sept, Dec) None. PROGRAM UPDATES Recreation: See attached report. Commissioner Puente asked about having (something with the solar system) event for the youth. Chair Berry reported that Rucker School had a "Starry Night" and it was a great success. Operations: David Stubehaer reported the following: Christmas Hill Park improvements proposed by Garlic Festival. They would like to redo the BBQ pits, trellis, etc. So far there has only been an initial discussion. No plans have been submitted. The WAS Trail Notice of Completion is on the February 25` x' City Council agenda for approval. 3 COMMITTEE REPORTS Bicycle Pedestrian Commission Commissioner Scheel attended the January meeting. She reported the following: new chair & vice chair were elected; Lee Butler, Development Center Manager, addressed the Commission regarding the street furniture ordinance text for downtown businesses that is being considered; Commissioner Lai is working on a walkable cities project. The new staff representative for the Commission is Senior Traffic Engineer Henry Servin. The Commission finished the bicycle map that they were working on. Commissioner Puente asked about the bicycles painted on 6t" street. Follow -up for community education to familiarize the public on this. It means that cars and bicycles are supposed to share the lanes. Commissioner Puente asked Mr. Stubchaer to find out the reasoning behind the red curbs. Gang Task Force None. Library Commission None. Public Art Committee None. Senior Center Advisor None. Youth Commission None. COMMISSION COMMENTS Chair Berry welcomed Ermelindo Puente to the Commission. Mr. Puente informed his fellow Commissioners that this term begins his 13d' year as a Parks & Recreation Commissioner. Commissioner Puente expressed his pleasure at the motivation of the Commission. Commissioner Puente also informed the Commission that former Community Services Director Bob Connelly recently passed away. He worked with him for 8 years and he was instrumental in the development of the park system. Commissioner McHenry welcomed Commissioner Puente. He's known him for 40 years. Commissioner McHenry also reported that he played in the recent Texas Hold `Em tournament and had a really good time. There were 96 entries and he finished 46th. Also participating were City employees Monica Sendejas, Rick Smelser and former Mayor Al Pinheiro. STAFF COMMENTS Maria De Leon reported that the City of Gilroy Recreation Department will be doing all of the registration at the California Parks & Recreation Society (CPRS) Conference, March 5 -8 in San 51 Jose, CA. The City of Gilroy won a CPRS CREAM of the Crop award for the Christopher High School Aquatics facility. Recreation Department employees as well as City Administrator Tom Haglund will be at the Best of the Best reception and Awards Banquet to be recognized. Commissioner Scheel stated that she had heard rumors of the possibility of a pool being put in at San Ysidro Park. Maria De Leon stated that there were no plans that she knew of.
