05/21/2013 Parks and Recreation Commission Regular Meeting Adopted 06/18/2013CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, May 21, 2013 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Berry at 6:00 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California. SECRETARY'S REPORT All Commissioners were present except Chair Lehman who was excused. APPROVAL OF MINUTES Motion made by Commissioner Puente to approve the minutes of April 16, 2013 with changes. Motion was seconded by Commissioner McHenry. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner McHenry to approve the agenda for May 21, 2013 with stated change of order. Motion was seconded by Commissioner Puente. Hearing no objections, it was so ordered. INTRODUCTIONS Chair Berry introduced Don Gage, Mayor. Mayor Gage welcomed everyone and opened up the floor to any concerns or questions anyone may have. Commissioner Scheel asked for an update on the general plan. Mayor Gage said it is done every ten years and it is a twenty year plan. At this time they are trying to get together a citizen committee to start the process. Mayor Gage said it is a long process and will take a couple of years. Commissioner Scheel asked about the process for joining the general plan committee. Mayor Gage will get back to the Commission on this. Commissioner Puente asked about the completion of the paseo. Mayor Gage said they are trying to put something in and not have to take it back out. He went through details. The mayor also said they are looking at getting a second paseo, between Third and Fourth Street. Commissioner Enriquez asked the status of our Financial Budget. Mayor Gage stated that our expenditures are less than our revenues and our budget is in great shape. Commissioner Scheel asked the Mayor if he would talk about the Bond Measure. Mayor Gage went through several bond elaborations for the commissioners. Commissioner Garcia voiced her concerns on the ongoing problem of drug use at our parks. Mayor Gage agreed and shared examples of things being done to deter this. Chair Berry thanked Mayor Gage. Mayor Gage thanked the commissioners for all their good work. AWARDS /RECOGNITIONS Chair Berry thanked Commissioner McHenry for taking over the meeting last month while she was out. PUBLIC COMMENT Belinda A. Allan asked that New Business Item E be moved up to the first item. There were no objections from the Commissioners. OLD BUSINESS A. Great Garlic 5K Fundraiser — October 26, 2013 . Chair Berry reports that the 5K is still on and once again Black Bear will sponsor the event as a fundraiser on the first week of October. NEW BUSINESS B. PRC Annual Presentation to City Council — July 15, 2013 @ 6:00 p.m. David Stubchaer stated the staff report is due two weeks before the Council Meeting, It should be done by June 1, 2013. Chair Berry said she would get together with Judy Mireles - Janisch to discuss. C. Discussion Re: Recycle Containers at City Parks. Commissioner Shields stated that we should have recycling containers at our city parks, like other cities. She asked David Stubchaer for input on this issue. David Stubchaer discussed the cost and said he would have to talk to Valley Crest on the cost of this revision on their contract. Commissioner Enriquez stated that he would be happy with more trash receptacles, especially at the levee. Chair Berry asked the Commissioners how they felt about this discussion. Commissioner Scheels said she was very happy with this discussion because she feels very strongly about recycling. Commissioner Enriquez asked Mr. Stubchaer about traffic issues surrounding the Sunrise Park neighborhoods. Mr. Stubchaer will mention this to Henry Servin, traffic engineer. Commissioner Garcia would like to know why there is no crosswalk at the levee. Mr. Stubchaer stated that he did not have a good answer, but would find out. D. Discussion Re: Parks & Recreation Commissioner Attending/Being on the Gilroy Gardens Board (for information &. /or representation purposes. Commissioner Scheels feels that we should be more in touch with the Gilroy Gardens 2 Park and go to their board meetings. Commissioner Garcia said that made a lot of sense as did Chair Berry. Commissioner Garcia asked if Commissioner Shields meant go to the meetings or be on the board. Commissioner Scheels said either one, but could start with attending a board meeting. Commissioner Enriquez stated that they should first ask Maria De Leon. Davic Stubchaer had some information from Maria De Leon that states Gilroy Gardens is a private organization which has its own board. They do have city representatives. The report does not say if the meetings are public or not, but he will ask that question whether it's open for the public. In the meantime he will contact Mayor Gage who is a Gilroy Gardens board member. Commissioner Scheels would like staff to gather information on whether or not Gilroy Gardens is a non - profit organization and about either attending or getting on their board meetings. E. Sunrise Park Improvements David Stubchaer, Operations Manager recommended that the Commission approve the prioritized list of projects as they see fit, and make a recommendation to the City Council to adopt the resulting prioritization of the list of projects for Sunrise Park Improvements to expend the available funds for the project. Mr. Stubchaer went over the attached report. He mentioned that a public outreach meeting was held at the park. Commissioner Puente asked who was notified about the meeting. Mr. Stubchaer said that notices were sent out to the original 500 recipients. Commissioner Puente said that the Parks and Recreation Commissioners should be notified of all public meetings. David Stubchaer said, "So noted." Commissioner Scheel asked about the cost of a tennis backboard. Mr. Stubchaer told her it was on page three of the report. Commissioner Scheel asked the purpose of the tennis windscreens. Mr. Stubbchaer explained. Commissioner Scheel thanked Mr. Stubchaer for all the work he and staff have done on this report and expressed her appreciation for answering her questions. There was much discussion. Commission Berry opened the floor for comments from the public. Belinda Allan, a concerned citizen stated she attended all of the outreach meetings. Her concern was all the ball games at Sunrise Park, with the traffic, noise, and liabilities. She was also concerned that the Commissioner's email addresses were not on the website. Chair Berry said she would look into this and get back to her. Donna Kennedy another concerned citizen, asked that the baseball base anchors be removed from the list of projects for Sunrise Park and expressed her concerns if they were added. There was much discussion on the ballfields, baseball base anchors, tennis windscreens and tennis backboard. Commissioner Enriquez stated that the park is a public place and the main thing he hears today is not the issue of the baseball anchors, but the traffic. He reports that he visited the parks yesterday afternoon and at Sunrise Park there were two baseball teams practicing, and there were no issues with parking. The Sports Park had four teams practicing and one game going. The other parks were empty. After much discussion, a motion was made by Commissioner Garcia to accept the list of 3 recommendations with the omission of the baseball base anchors and the addition of the tennis backboard in place of resurfacing the tennis courts. Commissioner Enriquez seconded. Hearing no objections, it was so ordered. DEPARTMENT UPDATES Recreation: See attached report. Operations: David Stubchaer handed the commissioners a report he put together regarding what maintenance Valley Crest is contracted to do. COMMITTEE REPORTS Bicycle Pedestrian Commission Commissioner Scheel attended the Bicycle Pedestrian Commission. She said it was a very full meeting. They worked on their Goals and Objectives. They also worked out the details for the Ride Your Bike to Work Day. They talked about future improvements on First Street. They picked out two people for the General Plan Committee. They also talked about a banner they want over Monterey Street. Commissioner Scheels reported she attended the Ride Your Bike to Work Day energy station and handed out goodie bags and thanked the people who rode their bikes. She worked from 5:30 a.m. to 7:30 a.m. Gang Task Force Commissioner Enriquez asked if someone would attend next month's Gang Task Force Meeting. Chair Berry took the information regarding meeting date and time. Library Commission Commissioner Garcia attended the Library Commission and reports that the classes are being well attended. Library use is up. There are fewer problems with the kids. They talked about having the Farmer's Market there. Commissioner Garcia also reported that the Library Parcel Tax is up for renewal and there will be a special ballot for that. Public Art Committee None Senior Center Advisory Board Mr. Puente would like to know when the Senior Center Advisory Board meets. Angie will mail him the information. Youth Commission None COMMISSION COMMENTS Commissioner Scheels visited Rainbow Park and everything is fine. Commissioner Puente had the following observations on the parks he visited: 4 San Ysidro Park: Basketball backboard — still missing 1 bolt. The female bathroom door needs to be replaced Trees are blocking the solar lights on the lamp posts. The lawn needed cutting badly. The sprinkler system needs to be fixed. There are a lot of dry spots. Commissioner Puente would like to know when the crossing signs near El Roble Park at Wren were going to be put back. He also said the flashing lights at the school are not working. The only lights that work are on Farrel Avenue, and they're still flashing at 10:00 p.m. Mr. Stubchaer will get back to him. Commissioner Garcia stated that Miller Park is a lot more pleasant and she appreciates the police effort. Commissioner Scheel states the Commissioner's email addresses were on our website, and are no longer there. Angie Guerra will look into this. Commissioner Scheel volunteered for the creek cleanup, where she gathered a lot of garbage. She said it was beautiful along the levee. She took several pictures of Susan Voss, Volunteer Coordinator. Chair Berry would like some of these pictures on the slide show for the July 15`h report to council. Chair Berry attended Fishability Day and the Volunteer Recognition Reception and both were fantastic. STAFF COMMENTS None ADJOURNMENT Commissioner Henry adjourned the meeting at 6:55 p.m. FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, June 18, 2013 at 6:00 p.m. at City of Gilroy Council Chambers, 7350 Rosanna Street, Gilroy, CA.
