PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.

CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair Berry
at 6:17 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California.
SECRETARY'S REPORT
All Commissioners were present except Chair Lehman, Chair Puente and Chair Scheel who were
excused.
APPROVAL OF MINUTES
Motion made by Commissioner Garcia to approve the minutes of May 21, 2013. Motion
was seconded by Commissioner McHenry.
Hearing no objections, it was so ordered.
APPROVAL OF AGENDA
Motion made by Commissioner Garcia to approve the agenda for June 18, 2013. Motion
was seconded by Commissioner McHenry.

OLD BUSINESS
A. Great Garlic 5K Fundraiser — October 26, 2013
B. PRC Annual Presentation to City Council — July 15, 2013 @ 6:00 p.m.
Chair Berry and Judy Mirelez - Janisch will be getting together to set up the PRC Annual
Presentation to City Council. Maria De Leon stated that there can be no more than ten
slides on the report and the presentation cannot be more than 10 minutes long. She would
like to review the report at least a week before the City Council presentation.
C. Discussion Re: Parks & Recreation Commissioner Attending/Being on the
Gilroy Gardens Board (for information & /or representation purpose)
Maria De Leon reports that the Gilroy Gardens Board is not open to the public, but we do
have two City representatives on the board, Council Woman Terri Aulman and Mayor
Don Gage. Chair Berry asked if they would be reporting back to the Parks and Recreation
Commission. Maria De Leon said that Council Woman Terri Aulman would provide
monthly updates at City Council meetings. Since Maria De Leon attends all City Council
meetings, Maria will take notes and report back to the Parks and Recreation Commission
on any Gilroy Gardens updates. At last night's City Council meeting, Council Woman
Terri Aulman reported the following information regarding Gilroy Gardens:
Gilroy Gardens will be holding their annual retreat tonight, June
18th
and they will
be working on aligning their goals and objectives to the City's strategic plan.
Gilroy Gardens will be reviewing their emergency plans with the Gilroy Police
Department.
Gilroy Gardens will be subleasing their picnic commissary area to the Go Kid's
organization who will be preparing meals and snacks for local children.
Gilroy Gardens is looking into the construction of a small water feature on site to
target young children. This will not be a large scale water park with slides. It's
geared toward younger children.

NEW BUSINESS
A. General Plan Sub - Committee — Appointment to Fill General Plan Advisory
Committee Seat(s)
Commissioner McHenry nominated Rebecca Scheel to represent the Parks and
Recreation Commission. Commissioner Enriquez seconded. David Stubchaer spoke on
the extended commitment of this appointment. Discussion followed.
Hearing no objections, it was so ordered.
B. E -Mail information on the City website
Maria De Leon reported that the City of Gilroy Department Directors were asked to
remove all of the personal emails of every commissioner from the City website. This was
following the direction of the City Attorney, as there is a case pending on this subject.
Once this case is settled, the City Attorney will provide final direction. Currently, on the
Parks and Recreation Commission website, the community is still able to connect with
commissioners by calling the Recreation Department main number directly and leaving a
message or e- mailing Recreation Supervisor Judy M. Janisch or Recreation Dept.
Director Maria De Leon. All Commissioner Inquiries will be forwarded to the
Commissioners.

C. San Ysidro Mural Restoration Project
David Stubchaer reports that he and Maria De Leon worked together to prepare a
proposal for the restoration of the Aztec Mural at San Ysidro Park. One proposal was
received that met the goals of the project. Maria De Leon will be sending this proposal to
the Public Art Committee, Gilroy Arts & Cultural Commission and City Council for
approval. Once approved, the project can move forward. Funding will be available July
1, 2013.
DEPARTMENT UPDATES
Recreation: Recreation Supervisor, Judy Mirelez- Janisch - See attached report.
Operations: Operation Manager, David Stubchaer reports that Council accepted the Sunrise
Park recommendations as written. The Operations Division will be able to start moving forward
with minor park improvements in the next few months.
David Stubchaer answered a few question on San Ysidro Park. He stated there they are aware of
the broken door if the women's bathroom at San Ysidro Park. They are thinking they might
replace it with a door that opens outward. David also reports that videos were taken of the sewer
lateral to see if the existing plumbing blockage is the contractors fault. He also states that they
are aware of the irrigation issues at San Ysidro Park. He stated that they are having irrigation
issues at Sunrise Park which has a very high maintenance irrigation system. He also reports that
25,000 has been added for the next 2 years in order to try and address these issues.
Chair Berry asked for an update of Christmas Hill Park. David Stubchaer stated that the Gilroy
Garlic Festival has started on the park improvements and will be completed by the Garlic
Festival.
Commissioner Garcia asked about the crosswalk at the levee. David Stubchaer will look into
this.
Maria De Leon asked David to give an update on the trees that are lifting the patio floor at the
Senior Center. David Stubchaer reports that he has discussed this issue with the Facilities
Division and the recommendation is to remove the trees, and replace with something more
appropriate for a patio -type setting (e.g., less aggressive root system). They don't have a
replacement type at this time. He states the removal could probably occur in July because they
are low in funds for this year. Repairing of the patio itself and where the funds for that will come
from, still needs to be discussed.

COMMISSION COMMENTS
Commissioner McHenry stated that he is looking forward to the Golf Tournament. Chair Berry
thanked him for all he does for the Golf Tournament.
