PARKS AND RECREATION COMMISSION MEETING

CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair Berry
at 6:02 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California.
SECRETARY'S REPORT
All Commissioners were present.
APPROVAL OF MINUTES
Motion made by Commissioner McHenry to approve the minutes of June 18, 2013. Motion was
seconded by Commissioner Lehman.
Hearing no objections, it was so ordered.
APPROVAL OF AGENDA
Motion made by Commissioner Scheel to approve the agenda for July 16, 2013. Motion was
seconded by Commissioner McHenry.
Hearing no objections, it was so ordered.
INTRODUCTIONS
Maria De Leon introduced Judy Mirelez - Janisch, Recreation Supervisor, David Stubchaer,
Operations Manager, and Lani Yoshimura, Gilroy Community Librarian.

OLD BUSINESS
A. Great Garlic 5K Fundraiser — October 26, 2013
Chair Berry reports that everything is going as planned.
B. Exchange Social w/Morgan Hill/Hollister /County Parks & Recreation
Commissioners
Commissioner McHenry stated he is still working on this. He has will be talking with the
city clerk.
C. Quarterly Report on Youth Scholarship Funds & Distribution (Mar, June, Sept,
Dec)
Judy Mireslez - Janisch reported on the Youth Scholarship Fund — report attached. Maria
De Leon asked her about the swim subsidy program. Judy stated that these are monies
from HCD used for qualifying children to receive two weeks of free swim. There are
three sessions and all of the sessions have filled, with wait lists on all of the sessions.

DEPARTMENT UPDATES
Recreation: Recreation Supervisor, Judy Mirelez - Janisch - See attached report.
Recreation Department Director, Maria De Leon mentioned that the City hired their first Youth
Gang Task Force Coordinator, Bernice Aguilera. She will be working half time with the Police
Department and the other half with the Recreation Department. A few of her tasks will be gang
prevention efforts and trying to assure that kids have the opportunity to participate in the
recreation activities and programs. Maria De Leon also mentioned Movie Night sponsored by
the Gilroy Arts Alliance, Arts and Culture Commission and the Public Arts Commission, that
will be held at the grass area adjacent to the Gilroy Center for the Arts facility on Monterey
Street. The movie playing is "Bernie the Love Bzig ".
Commissioner Scheel asked Maria De Leon about Gilroy Gardens. Maria De Leon said Gilroy
Garden's board meetings were closed to the general public. Commissioner Scheel shared her
concern on this matter since the City of Gilroy owns the land that Gilroy Gardens is situated on.
Commissioner Robert Enriquez communicated to Commissioner Scheel that although the land
belongs to the City of Gilroy, the park operations is privately leased to Gilroy Gardens, which
doesn't mandate public board meetings because the tenant /leasee is a private business. Much
discussion followed.
Operations: Operations Manager, David Stubchaer reported that the work is wrapping up at the
Mulberry Areas at Christmas Hill Park. Chair Berry suggested a formal thank you to the Gilroy
Garlic Festival for their generous donation. David Stubchaer said that was an excellent
suggestion.
Commissioner Garcia asked David Stubchaer if he had checked on the crosswalk at the levee at
Christmas Hill Park, which she had requested two months ago. Commissioner Enriquez asked
him if he had checked on this or not. David Stubchaer said he had not. David Stubchaer stated
that he did check on the signs on Wren and found they are not required. He spoke with both the
Public Works Director and the Traffic Engineer and did ask if they would consider having the
signs put back up. He feels there is a good chance a work order will be generated. Chair Berry
asked David Stubchaer to let Commissioner Garcia know if he got any new information on the
crosswalk at the levee. David Stubchaer said he would contact all of the Commissioners with
any information.
Maria De Leon stated she would look into what happens with the left over money from the
Library Bond, and would also look into if Gilroy Gardens has to comply with the open
government ordinance.

COMMITTEE REPORTS
Bicycle Pedestrian Commission

Gang Task Force
None
Library Commission
Commissioner Garcia reports she attended the Library Commission Meeting last week. She
reports that according from the statistics gathered by Lani Yoshimura, circulation is up. There
was a total of 4,555 volunteer hours this fiscal year as compared to 1,209 hours the previous
year. Workshops and classes are well attended.
Public Art Committee
None
Senior Center Advisory Board
Commissioner Puente reports that he attended the Senior Advisory Board Meeting, but they did
not have a quorum. Commissioner Puente stated he did introduce himself and explained that
there had to be at least 4 present for a quorum. Maria stated that the chair forgot about the
meeting and the vice -chair was new, so there was a bit of confusion. Commissioner Puente said
all in all it was interesting and they were off on the right foot. Chair Berry thanked
Commissioner Puente for attending.
Youth Commission
None
PARK REPORTS
Commissioner Enriquez reports that a couple of ladies expressed their concern about cat shelters
they had built that were removed by the creek at Christmas Hill Park. Maria De Leon said she
would look into this. David Stubchaer states that City staff discourages shelters or food being
put out for the feral cats because it attracts other wild animals, like rodents, along with animal
droppings.
Commissioner Puente reported that at San Ysidro Park there is a telephone pole being blocked
by trees and there is a wooden breaker there. He states the men's bathroom door is broken. He
also reports that the grass is dying in the center of the field and the sprinklers need to be fixed.
Commissioner Puente asked Maria De Leon the number of employees at the Youth Center. Judy
Janisch told him there were about 5 or 6 employees overseeing the youth. Additionally,
Commissioner Puente asked about how many participants are at the Youth Center daily, Maria
De Leon said around 30 -45. Maria De aeon said that she would confirm these numbers and get
back to him at next month's Parks and Recreation Commission meeting. Commissioner Puente
reports that there is still a missing bolt on the basketball backboard.
Commissioner Puente reported that the sprinklers are not working at El Roble Park and the trees
need addressing, because there are a lot of dry branches. Maria De Leon states that the City is

discussing the Quality of Life Bond, which looks at different projects to improve Gilroy by
designating millions of dollars to our parks. Maria De Leon said she really hopes this bond
passes.
Commissioner also reported that the crossing signs have still not been put up at the Wren
crossing that goes to El Roble Park.
Commissioner Scheel reported that everything is great at Rainbow Park.
Chair Berry reports that the grass is long at Miller Park, but is green and beautiful and there are
not a lot of people hanging around.
Commissioner Garcia states that she understands the comment by Commissioner Puente
regarding the dry branches on the trees. She said they are on the path from El Roble Park that
goes to the back of El Roble School and large branches do fall.
COMMISSION COMMENTS
Commissioner Garcia reports that she sold fireworks this year. She states that it was great seeing
all the people who came to support the Adaptive Program. Maria De Leon thanked Julie for
volunteering and also thanked Commissioner Garcia's son who always takes great pictures.
Commissioner McHenry reports he attended the Golf Tournament which is always great and also
worked the firework's booth. Commissioner McHenry said Chair Berry did an excellent job on
the Parks and Recreation report to Council. Commissioner McHenry welcomed Commissioner
Lehman.
Commissioner Scheel reported she attended the City Council Meeting and she enjoyed the
interviews, and states that Chair Berry, Judy Janisch - Mireles and staff did an excellent job
setting up the report. Commissioner Scheel reported that she worked the registration booth at the
Kid's Triathlon and had a great time and has some pictures that she will forward. Commissioner
Scheel also thanked the commissioners for their support for representing them on the General
Plan Advisory Committee. Commissioner Scheel welcomed Commissioner Lehman's safe
return.
Commissioner Puente reports he played at the Golf Tournament and was pleased at how smooth
everything went. He also reports that the Downtown Car Show was really nice.
Chair Berry states she is pleased that classes are being held at Gilroy Gardens. The Kid's
Triathlon went very smoothly and was very well organized. Chair Berry also commended
Monica Sendejas on the water aerobics class she instructs.

FUTURE MEETING
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
August 20, 2013 at 6:00 p.m. at City of Gilroy Council Chambers, 7350 Rosanna Street, Gilroy,
