08/20/2013 Parks and Recreation Commission Regular Meeting Adopted 09/17/2013CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, August 20, 2013 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Berry at 6:00 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, California. SECRETARY'S REPORT All Commissioners were present. APPROVAL OF MINUTES Motion made by Commissioner Scheel to approve the minutes of July 16, 2013 with changes. Motion was seconded by Commissioner Garcia. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner Garcia to approve the agenda for August 20, 2013. Motion was seconded by Commissioner McHenry. Hearing no objections, it was so ordered. INTRODUCTIONS None AWARDS/RECOGNITIONS None PUBLIC COMMENT Esteban and Denise Rubio reported on their concern of the maximum age level cut in our Youth Soccer League. There was much discussion. Maria De Leon suggested a follow -up meeting will be set up. OLD BUSINESS A. Great Garlic 5K Fundraiser — October 26, 2013 Chair Berry reports that everything is proceeding as planned. B. Exchange Social w/Morgan Hill/Hollister /County Parks & Recreation Commissioners This item will be tabled to the October 15`h meeting. C. Planning for Staff Appreciation Brunch — September 12, 2013 Commissioners will arrive at 8am to set up. Commissioners volunteered to bring the items below: Chair Berry — Coffee Commissioner Lehman — Banana Bread Commissioner McHenry — Donuts Commissioner Garcia — Pastries Commissioner Puente — Chorizo Commissioner Enriquez — Not sure Commissioner Scheel - Juice A. Selection of Park & Date of Annual PRE meeting in the Park The Commissioners voted to hold the Annual PRC Meeting in the Park at the Gilroy sports Park on October 15, 2013 at 6:00 P.M. Below are the food items the Commissioners volunteered to bring: Chair Berry — Soft Drinks & Condiments Commissioner McHenry — Hot Dogs Commissioner Puente — Hot Dog Buns Commissioner Lehman — Cookies Commissioner Enriquez — Hamburgers Commissioner Scheel — Chips Commissioner Garcia — Fruit B. Discussion on Feral Cat options at Christmas Hill Park Keye Luke who resides in Santa Clara, California reported on Feral Cat Options at Christmas Hill Park. — Please see attached report. There was much discussion between the Commissioners. It was decided that this item would be tabled until additional information is gathered and direction is given. Maria De Leon and David Stubchaer will be working on this and will update the Parks and Recreation Commission. DEPARTMENT UPDATES Recreation: Recreation Supervisor, Judy Mirelez - Janisch - See attached report. Operations: Operations Manager, David Stubchaer — See attached report Commissioner Garcia thanked David Stubchaer for all of the information on his report, and that it would be nice to have signs placed on the Christmas Hill Park Side. Commissioner Puente would like reflector lights on Miller. David Stubchaer will look into this when he looks at the possible signage. Chair Berry asked if anything had been done with the appreciation letter to the Garlic Festival for their generous donation. Maria De Leon stated that they will be inviting the Garlic Festival to come to a Parks and Recreation Commission Meeting, where they will thank them for their generous donation. Commissioner Scheel had a question on a man that was on her street with some kind of gadget. David Stubchaer said it was probably West Coast Arborist using a GPS unit doing a survey on our trees, looking for any issues. Commissioner Scheel said 2 she was not aware of this and any new information would be appreciated. Commissioner McHenry had a concern on trees that were removed on Miller and will send David Stubchaer the addresses. COMMITTEE REPORTS Gilroy Gang Task Force Commissioner Enriquez asked if anyone was interested in taking over the Gilroy Gang Task Force. Their meetings are held on the first Wednesday of every month at the Senior Center Meeting Room. Chair Berry asked that this be put on the agenda. Bicycle Pedestrian Commission Commissioner Scheel attended the Bicycle Pedestrian Commission on July 21s. She reported that people were volunteering to staff the bicycle parking at the Garlic Festival. They were talking about possibly taking it over next year. She also reported that the Bicycle Pedestrian Commission received a grant from UC Berkley Institute of Transportation Study, who will be going on a tour on August 20, 2013 to study about 6 intersection sites here in Gilroy. Commissioner Scheel also stated that the Bicycle Pedestrian Commission applied for a Bicycle Friendly City Award. Commissioner Scheel reported that Thomas Munoz was appointed to represent the Commission on the General Plan Update Committee. Library Commission None Public Art Committee None Senior Center Advisory Board Commissioner Puente reports the Senior Advisory Board had a special meeting where it was decided that service dogs would have to be leashed inside the Senior Center. Youth Commission None PARK REPORTS Commissioner Puente asked David Stubchaer when the lights at the schools are going to start working. David said they would be working today. Commissioner Puente was also concerned of streams of water coming up on the 6th Street overpass. David Stubchaer will get back on this. Commissioner Puente reports that planters on the Christmas Hill Ranch Site need to be have the water on. He also asked when the bike path on Church Street from First Street to Fourth Street would be finished. David Stubchaer said it would be finished today. Commissioner Puente reported graffiti on the bridge on Church and Howson Street and also reported a branch blocking the park light at the picnic tables at San Ysidro Park. Commissioner Enriquez reported that the softball fields are muddy and slippery at Christmas Hill Ranch Site. Commissioner Scheel reports that the water fountain closest to Mt. Madonna School is not working and there is a lot of litter in the sandbox area. She is also concerned because the smoking pot lid is being used by the kids as a baseball base. David Stubchaer said he would look into these concerns. COMMISSION COMMENTS Commissioner Puente stated the Downtown Friday Night music was really good. Chair Berry stated that Monica Sendejas did a super job teaching the Water Aerobics Class and her granddaughter loved the LAVP Day Camp. STAFF COMMENTS Maria De Leon reported that open government ordinance does not apply to Gilroy Gardens. Maria De Leon reported that the money left over from the Library Bond is scheduled to be used for library parking needs. Maria De Leon also reported on the Community Transformation Grant, a grant the City received along with the Gilroy Youth Alliance. They have requested to have a representative from the Parks and Recreation Commission, and will be included in next month's agenda. Maria De Leon also stated she and David Stubchaer are working on a staff report to go to Council regarding getting a water feature at San Ysidro Park. Maria De Leon also talked about the restoration of the Aztec Mural at San Ysidro Park with the left over improvement funds for San Ysidro Park. Maria De Leon also stated she is working on a staff report to Council with updates on all of our youth services. ADJOURNMENT Chair Berry adjourned the meeting at 8:23 p.m. FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, September 17, 2013 at 6:00 p.m. at 7351 Rosanna Street.
