CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair Berry
at 6:05 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, Califomia.
SECRETARY'S REPORT
All Commissioners were present except Commissioners Enriquez and Scheel who were excused.
APPROVAL OF MINUTES
Motion made by Commissioner McHenry to approve the minutes of August 20, 2013, with
stated correction. Motion was seconded by Commissioner Puente.
Hearing no objections, it was so ordered.
APPROVAL OF AGENDA
Motion mude;by Commissioner Garcia to approve the agenda for September 17, 2013, with
stated'change of order. Motion was seconded by Vice Chair Lehman.
Hem ing no objections, it was so ordered.

AWARDS/RE, COGNITIONS
On behalf of the Commission, Chair :Berry gave Sondra Banks a bouquet of sunflowers to
welcome her back. Chair Reny also publicly thanked Angie Guerra for the great job she did
filling in while Sondra was on medical leave,
PUBLIC COMMMNT
None.
OLD BUSINESS
A. Great Garlic SK Fundraiser -- October 26, 2013 .
Chair Berry reported that Commissioner Enriqu ;3ezwasabletogeta 00 donation from
The Ford Store and Dr. McKeever already .sent in a $350 donation. He will have
toothbrushes for everyone on the day of the ever:. Also participating will be St. Louise
Hospital ilieir Resource Center and Hospital Benefits sections, San Jose Giants, Gilroy
Gardens and the Sports store. Flyers have been distributed to several other businesses.
Costco, Nob Hill and Safeway.
Chair Berry reminded the Commissioners that the goal munber for participants this year
is 200. There will be scarecrows again this year that are being done by City departments.
They are competing against each other.
All plans are moving along well,
B. Update on Feral Cat Options at Christmas Dill Pardo
David Stubehaer addressed the Commission and referred theme to the report which was
included in their agenda packet. He reiterated that the Trap, Neuter, Release (TNR)
project being proposed by Town Cats is contrary to City policy which was confirmed by
City Management.
Mr. Stubehaer also reviewed the different options that the Commission had moving
forward. They were;
Take no action, receive and file report
Recommend to City Council that they oppose proposal
A Recommend to City Council that they accept the proposal
Commissioner Puente was concerned about whether there were any reports of residents
getting sick from cat diseases. -Mr. Stubcha.er stated that he had not been infoxmed of
any.
Commissioner Garcia asked if there was any City. policy regarding not feeding the cats,
Mr. Stubchaer said there was not.
Ms. Keye. Luke who resides in Santa Clara, CA, and is promoting the TNR (Trap, Neuter
Return) .project in Christmas Hill Park, addressed the Commission in response to the
City Staff report done by David Shrbchaer. (See attached report.)
Ms. Luke brought an article of Alley Cat Allies (see attached report.) that is contrary to
the report that staff submitted. She also had some ,cliiestions;
What is the distance between where the group is going to feed the cats (near the
front entrance) and the playground (sand box)' area? She stated that the cats will
not travel very far to do "their business."
A If they cannot feed the cats, could they be allowed to trap, neuter and return the
cats?
How often are the trash containers located by. the picnic areas emptied?
Maria De Leon gave some clarification stating thik the Commission does not have the
authority to approve this project. She reiterated w rat David Stubchaer stated earlier, that
the Come. mi.ssion can do nothing or make a recommendation to the Gilroy City Council,
Ms. De Leon informed Ms. Luke that if the PRC voted to make a recommendation. that
Council consider the TNR project, Ms.. Luke would need to make a presentation to CityCouncilaswell. Ms, De Leon also stated that if ;the Commission took no action, -fire
group could still go before the City Council, under PWic Comment, and speak.
Questions followed.
Ms. Ava Geddes, a cat trapper here in Gilroy, then addressed the Commission. She
informed them that she has completed one TNR program and trapped 8 cats. She is now
working on another property and has trapped 14 cats off the property thus far. It is a very
successful program. She takes kitties to the Vet and then returns them to their locations,
She knows she is pxeventing further diseases and needless deaths. There is no cost to the
City of Gilroy due to the $20,000 grant from PetSmart.
The Commission was informed that some of the other cities that have these types of
programs are San Jose (Feral Freedom), San Francisco, Stanford University, Foster City
and the Board of Supervisors of Santa Clara County commits $65,000 per year for TNR
programs.
Discussion followed.
Motion was made by Vice Chair Lehman to support the proposal for the TNR
project and send tibe Commission's recommendation to City Council. The motion
was seconded by Commissioner Puente.
Hearing no objections, it was so ordered.
Maria De Leon asked Keye Luke to contact her as staff needs to prepare a comprehensive
presentation and report (the articles she has given to the Commission will not suffice) to
be included with the recommendation from the Parks & Recreation Commission in a
iture, Council agenda packet. Additionally, Ms. De Leon told Luke to prepare a
proposal related specifically to Gilroy, not to another city, for City Council review. The
submittal of flyers from other cities should not replace a proposal for consideration.
Their proposal needs to be specific to Gilroy.
NEW BUSINESS
A. )Presentation of CTG ( Community Transformation Grant) Leadership Team
Eduardo Alaniz, Santa Clara County Public Health Community Specialist, Santa Clara
County Health Department and Angie Aguirre, CTG Leadership Team Coordinator
addressed the Commission. (See attached report.) .
Mr. Alaniz stressed that the goal is to increase utilization of San Xsidro Park. A group of
14 residents from the surrounding area are doing an assessment to determine why the
park is underutilized. They also organized a park clean up on Saturday, September 14ffi
and there were over 120 people that participated.
Angie Aguirre then explained her role as the CTG Leadership. Team Coordinator, The
goal is to ultimately improve the health of the community. There are 33 members
comprised of a broad spectrum of people including business, government, foundation,
non - profits, education & healthcare and public health). Cowlty Supervisor Mike
Wasserman is the Chair and the Co -Chair is Gary O'Brien, CEO of Community
ki
Solutions. The goal of the Leadership Team is to guide the implementation of the CTG
strategies, support the strategies and ultimately, to inspire policy systems and
environmental change to create a healthier community.
Some examples of the activities of the leadership team members are; providing technical
assistance, consultations, leveraging funding and sponsoring specific policies to support
change. They meet every other month and training occurs at every meeting. September
30, 2014 is when the grant will end.
Ms. Aguerre explained that she is seeking representation from the Gilroy Parrs &
Recreation Commission on the Leadership Team. She suggested Vice Chair Lehman,
who had already voiced'an interest in the project.
Motion made by Commissioner McHenry that Vice Chair Lehman be the PRC
Representative on the CTG Leadership Team. The motion was seconded by
Commissioner Garcia.
Hearing no objections, it was so ordered.
B. Appointment of Representative to the Gilroy Gang Task Force
Motion made by Commissioner Puente that Chair Berry and Commissioner Garcia
share representing the Commission on the Gang Task Force. The emotion was
seconded by Commissioner McHenry.

PROGRAM UPDATES
Recreation: See attached report.
Operations: See attached report. Mr. Stubehaer reported that the Ivy turning brown next to San
Ysidro building is because it is a non - irrigated section and relies on rainfall, but City staff will
begin watering and it should become healthy again
Commissioner Puente stated that the fowitain that was leaking at San Ysidro is still not fixed yet.
David Stubehaer stated that it is taking longer than originally anticipated. Light 1835 PG&E,
1836 cover electrical, sprinkler head was completely off — staff' took care of or looked. at them
right. away'. Commissioner Puente was very pleased with that.
The Operations Division is going to assist Facilities with obtaining new doors at San Ysidro to
help speed it up. The money is in the budget for this.
Maria De Leon reported on the clears up at San Ysidro Park held on Sattuday, September 10. it
went very well. City staff facilitated, organized and participated in this clean up.

COMflViYSSION COMl1VIENTS
Commissioner Puente stated that the plastic covers on the lights in the eating area need to be
cleaned or replaced at San Ysidro Park. Grass needs to be cut.
Commissioner McHenry reported that Christmas Hill Park is looking good. Staff was out there
working on the sprinkler system (City staff)
Commissioner Garcia reported that the handicapped swing in El Roble Park is gone and sloe
wondered why.
Vice Chair Lehman will assist Commissioner Garcia with overseeing Fl Roble Park,
Chair Berry reported that she went to Miller Park to clean tip. She stated it is looking good, The
grass looks beautiful. There was some glass and bear bottle caps in the play area. Los Arroyos
Park could use some water.
Everyone felt that the Staff Appreciation Brunch was very successful.
STAFF COAIlVIENTS
Maria De Leon reported that at the September 9 City Council meeting Councilmernber Aulma.n
reported that Gilroy Gardens is working, with the City and the Water Board to expand the Gilroy
Gardens' water recycling program.
Ms. De Leon gave a presentation regarding the proposal to restore the' existing Aztec mural at
San Ysidro Park which Council approved. They we now just waiting for an updated timeline
from the muralist. There will also be monies for 4 stipends for local muralists to participate in

this restoration.
On September 16, Ms. De Leon gave a presentation to City Council on the Youth Services that
the Recreation provides. It was received very well and Council asked her to come back with a
wish list" which Ms. De Leon stated could possibly lead to the department getting more money.
In October, Maria De Leon, Rick Brandin and David Stubchaer will be presenting a proposal for
a water feature at, San Ysidro Park to City Council.

FUTURE, MEETING
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
October 15, 2013 at 6:00 p.m. at City of Gilroy Sports Park, 5925 Monterey Frontatge, Gilroy,
CA for their annual meeting in the park.
