PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.

CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair Berry
at 6:09 p.m. at the Gilroy Sports Park, 5925 Monterey Frontage, Gilroy, California.
SECRETARY'S REPORT
All Commissioners were present (Commissioner Enriquez 6:25 p.m.).
APPROVAL OF NNUNNU77ES
Motion made by Commissioner McHenry to approve the minutes of September 17, 2013,
with stated correction. Motion was seconded by Commissioner Puente. Commissioner
Scheel abstained from voting as she was not at the September meeting.
Hearing no objections, it was so ordered.
APPROVAL OF AGENDA
Motion made by Commissioner Puente to approve the agenda for October 15, 2013, with
stated change of order. Motion was seconded by Commissioner Scheel.
Hearing no objections, it was so ordered.
INTRODUCTIONS
Chair Berry welcomed the City of Gilroy Chief of Police, Denise Turner, Landscape & Parks
Supervisor, Recreation Coordinator Judy Mireles- Janisch, Jeff Lehman and Kathy McHenry.

OLD BUSINESS
A. Great Garlic 5K Fundraiser — October 26, 2013
Chair Berry reported the following: Commissioner Enriquez obtained donations of $300
from The Ford Store in Morgan Hill and the Chevrolet Dealership in Gilroy. He will
check on the donation from Chevy as it has not been received yet. Mr. Garlic will be at
the event as well as the cheerleaders from Christopher High School. There is still a need
for pumpkins and cornstalks. The Roller Derby Girls were contacted but there has been
no response from them. Not sure if they are still together. Staff has assignments for the
Commissioners the day of the event and will let them know what they are. Chair Berry
and Sondra Banks will be doing registration.
Judy Mireles- Janisch asked that the Commissioners come into the Recreation Office to
vote on the winner of the Scarecrow contest Friday, October 18". For those that work
out of town, she will take pictures of the entries and they can email their vote to her on
the 18 h.
B. Sub - Committee Report on Exchange Social w/Morgan Hill/Hollister /County Parks
Recreation Commissioners
Commissioner McHenry reported that he spoke with the City Clerk and she strongly
suggested the event with the other cities be held in Gilroy. He will continue working on
this effort and report again at November's meeting.
NEW BUSINESS
A. Presentation on Amending City of Gilroy Recreation Department's Reservation
Policies for Use of City Parks, Fields and Picnic Areas (See attached reports.)
Police Chief Denise Turner addressed the Commission regarding her request for the
Commission's support in the Police Department's efforts to get the City of Gilroy
Recreation Department's Reservation Policies for Use of City Parks, Fields and Picnic
Areas amended so that a reservation and a special permit is required for having
alcohol in the already designated areas of certain parks. This will give the police
probable cause" to approach individuals to see if they have the necessary permit
allowing them to drink in the park(s). There would be no additional cost for the special
alcohol permit.
Chief Turner stated that the transients (homeless people) in the parks are drinking, being
disruptive, vandalizing the bathrooms, illegally using the power in the parks and
camping. She reported that there are approximately 20 chronically homeless individuals
that they are trying to find housing for. Some of the issues these people have are mental
health, alcoholism, drug addiction, etc.
Chief Turner reported that county parks and state parks allow alcohol, but most cities do
not. Gilroy is one of the few that allows it in certain designated areas. Changing the
ordinance to require a permit for having alcohol will help to deter the problems currently
going on in the parks.
Questions and discussion followed.
Motion made by Commissioner McHenry that the Parks & Recreation Commission
support Chief Turner's efforts to Amend the City of Gilroy Recreation
Department's Reservation Policies for Use of City Parks, Fields and Picnic Areas.
The motion was seconded by Commissioner Scheel.
Hearing no objections, it was so ordered.
PROGRAM UPDATES
Recreation: See attached report. Commissioner Puente suggested that the Recreation

Department contact the IOOF Rebekah Children's Home to use their gymnasium for the
basketball programs.
Operations: See attached report. Bill Headley also informed the Commission that graffiti has
slowed down lately and that is attributed to school being in session.
COMMITTEE REPORTS
Bicycle Pedestrian Commission
None.
Gang Task Force
Chair Berry reported that she attended the Gang Task Force's Retreat and it was very
informative. She also stated that the Gang Prevention Coordinator, Bernice Aguilera is
awesome "1 Chair Berry said that since it was a retreat and not a regular meeting she did not ask
for a donation to the Great Garlic 5K event.
Library Commission
None.
Senior Advisory Board
None.
Youth Commission
Commissioner McHenry reported that the Commission had their first meeting on October 14 and
the time was spent reviewing the basic rules for being a youth commissioner and the objectives
and goals for the Commission were shared. Officers will be chosen at the next meeting.
COMMISSION PARK REPORTS & COMMENTS
Commissioner Puente reported that the following needed attention in San Ysidro Park: one of
the chains on the north side of the park in the play area; light covers need to be replaced; the
Eucalyptus trees need to be trimmed. Also, he notified the Recreation Department that there
were 3 signs down on Yd Street near Santa Teresa.
Commissioner Scheel reported that everything at Rainbow Park is okay. She did report that the
light poles (from Sunrise to Mantelli) on Santa Teresa have been graffitied since the students are
back in school. She also stated that you cannot see it from a car as it is all done on the sidewalk
side of the poles. Commissioner Scheel was referred to the Wipe Out Watch number 1= 408 -846-
0350 to report any type of graffiti.
Chair Berry reported that she attended the After - School Program at Solorsano School and it is
fabulous"! Also, she visited the following parkst Christmas Hill, Sunrise, Del Rey, Los
Arroyos and Miller. She shared that the grass at Miller Park is beautiful.

FUTURE MEETING
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
November 19, 2013 at 6:00 p.m. at Gilroy City Hall Council Chambers, 7351 Rosanna Street,
Gilroy, CA.
