11/19/2013 Parks and Recreation Commission Regular Meeting Adopted 01/21/2014CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, November 19, 2013 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Berry at 6:00 p.m. SECRETARY'S REPORT All Commissioners were present except Commissioner Enriquez who was excused. APPROVAL OF MINUTES Motion made by Commissioner Scheel to approve the minutes of October 15, 2013. Motion was seconded by Commissioner Puente. Dearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner Puente to approve the agenda for November 19, 2013. Motion was seconded by Commissioner Garcia. Dearing no objections, it was so ordered. None. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS A. Wrap -up Discussion on Great Garlic 5K Fundraiser — October 26, 2013 Chair Berry thanked the Commission for all of their help with the event. Special thanks to Vice Chair Lehman for raising $357 with the bake sale she had at her job. The expenses for the event were $1,869.60 and revenues were $3,582. So as of now, 1,712.40 will go to the Youth Scholarship Fund from this event. We are still waiting for Black Bear fundraising monies as well as possible monetary donations from the Gang Task Force and the Exchange Club. Commissioner Scheel brought the picture of the event that was on the front page of the Gilroy Dispatch. She thanked Chair Berry for the wonderful Letter to the Editor she wrote also. Commissioner Scheel stated she ran in the 5K for the first time and really enjoyed it. In terms of things that may be done to improve the event — possibly changing the number of people for the best group costume (to 3 rather than 5 people to allow for more participants); have the PRC all dress up with a theme; may want to change the wording on the flyers regarding registering the day of the event to state that registration will be available the day of the event. Commissioner Garcia stated that Shifty was very happy with the vendor set up of the tables this year. Also, she said that a customer suggested that more advertisement in other cities might be nice. Maria De Leon agreed that more outreach could be done Chair Berry thanked the staff for "another job well done." Chair Berry also stated that the vendors loved the "thank you's." Having the Black Bear Diner fundraiser advertised at the SK event seemed to really help with increased participation on November 13th. The staff at Black Bear was pleased with the increased number of customers. B. Sub - Committee Report on Exchange Social w/Morgan HiWHoUister /County Parks Recreation Commissioners None. Commissioner McHenry will discuss with Chair Berry and report to the Commission in January. C. Community Transformation Grant (CTG) Leadership Group Report Commissioner Lehman reported the following: They separated into groups and she was in the park group that focused on increasing utilization of the San Ysidro Park by 20 %. Brainstorming was done discussing ways to get adults and young people to use the park and exercise. She will be receiving the official minutes of the meeting and will share with the Commission. Commissioner Puente suggested having different tournaments at the park — handball, basketball, etc. as has been done in past years. Maria DeLeon informed the Commission of the Youth Alliance meeting that is held at San Ysidro Park every other Tuesday evening and is funded out of the CTG grant. Fifteen to twenty community activists, leaders and neighborhood residents attend on a regular basis to brainstorm on what they can do to bring more positive activity to San Ysidro Park. The City does not charge the Alliance for using the Youth Center facility. NEW BUSINESS A. New PRC Representative for Gang Task Force — Meets 1O Wednesday of the Month from 3:00 — 5:00 p.m. Chair Berry explained that the time of this meeting was changed to begin at 3 :00 p.m. formerly 6:00 p.m.) which does not allow for Commissioner Garcia or Chair Berry to attend. Therefore a new representative needs to be selected. Motion made by Commissioner McHenry that Commissioner Puente be the new Parks &]Recreation Commission representative to the Gang Task Force. The motion was seconded by Vice Chair Lehman. Hearing no objections, it was so ordered. PROGRAM UPDATES Recreation (Recreation Supervisor Judy MirelesJanisch): See attached report. Operations (David Stubchaer, Senior Engineer & Operations Manager): See attached report. Mr. Stubchaer also had two (2) other items from last night's City Council meeting that he informed the Commission about: Alcohol in Parks Ordinance that was approved for a one (1) year trial period which requires alcohol in designated park areas only with a reservation and permit. Signage will be going up soon. Christmas Hill Ranch Site Council directed staff to move ahead with the findings of the Gilroy Historical Heritage Committee re: the Red Barn — find out if anyone is interested in moving it (at their own expense and restoring it). If not, it will be demolished after pictures are taken for historical purposes. Also, some parts of the barn will be kept to be used in a future building. The demolition would occur between August and February when the nesting birds/bats are not active. COMMITTEE REPORTS Bicycle Pedestrian Commission None. Gang Task Force None. GPAC Commissioner Scheel reported the following: They have had one regular meeting and the Kick- off Meeting on October 28th which was held in Council Chambers. The first Community Outreach meeting is tonight in the 2nd floor Community Room of the Gilroy Library. All meetings will begin at 6:30 p.m. The December meeting is on the 11th. Commissioner Scheel informed the Commissioners that if they are unable to attend the meetings, they can go on the City's website where one can put their comments and learn what is going on with the GPAC. Library Commission None. Senior Advisory Board None. Youth Commission None. COMMISSION PARK REPORTS & COMMENTS Commissioner Puente reported that San Ysidro Park was pretty good. At Sunrise Park one of the mist buttons is not working. More chips are also needed in the play area. Commissioner Puente asked David Stubchaer to let the Streets Division staff who did the painting job on Westwood with the bicycle lanes and all the crossings at the schools that they did a wonderful job and they are to be commended. Commissioner Scheel reported that everything is fine at Rainbow Park. Commissioner McHenry reported that a woman is painting murals on the electrical boxes in Christmas Hill Park on the Ranch Side (he could not remember her name). The Graffiti Abatement Program received a grant for this project. One box is completed and looks really good. He encouraged the Commissioners to go to the park and "check it out." Chair Berry reported that she attended the Graffiti Watch meeting and it was very informative. There were a lot of problems over Halloween. STAFF COMMENTS Maria De Leon reported that the City Council approved the deaccessioning of the duplicate books and books that do not relate to Gilroy. The Glen Loma Neighborhood will be holding an Outreach meeting the 2nd or 4th week in January regarding the development of a park next to the Las Animas School. She will let the Commission know when that meeting is scheduled via email. The Town Cats people have not made their presentation to City Council yet. ADJOURNMENT Chair Berry adjourned the meeting at 6:47 pan.
