Tuesday, January 21, 2014 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Berry at 6:01 p.m. SECRETARY'S REPORT All Commissioners were present except Commissioner Enriquez who was absent. APPROVAL OF MINUTES Motion made by Commissioner Garcia to approve the minutes of November 19, 2013. Motion was seconded by Commissioner McHenry. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner Scheel to approve the agenda for January 21, 2014, with the stated change of order. Motion was seconded by Commissioner Lehman. Hearing no objections, it was so ordered. INTRODUCTIONS Marco Renella and Mike Hansen of the Gilroy Tennis Club were introduced by Maria Leon, City of Gilroy Recreation Department Director. AWARDS/RECOGNITIONS Commissioner Scheel presented Chair Berry with flowers on behalf of the Commission to thank her for the wonderful job she did as Chair of the Commission for 2013. PUBLIC COMMENT None. OLD BUSINESS A. Sub - Committee Report on Exchange Social w/Morgan Hill/Hollister /County Parks Recreation Commissioners Commissioner McHenry reported that he emailed the groups and has received one response thus far — Morgan Hill. This will remain on the agenda for February. B. Report on Community Transformation Grant (CTG) Leadership Group None. C. Quarterly Report on Youth Scholarship Funds & Distribution (Mar, June, Sept, Jan) See attached report prepared by Recreation Supervisor Judy Mireles- Janisch. Questions followed. NEW BUSINESS A. Election of Chair, Vice Chair and Representatives to Bike Pedestrian Commission, Gang Task Force, GPAC, Library Commission, Senior Advisory Board and Youth Commission Motion made by Commissioner Scheel nominating Commissioner Lehman as Chair of the Parks & Recreation Commission for 2014. The motion was seconded by Commissioner Puente. Hearing no objections, it was so ordered. Motion made by Commissioner McHenry nominating Commissioner Garcia as Vice Chair of the Parks & Recreation Commission for 2014. The motion was seconded by Commissioner Scheel. Hearing no objections, it was so ordered. Motion by Commissioner Berry that the following Commissioners serve as representatives to the listed groups: Commissioner Puente — Gang Task Force; GPAC — Commissioner Scheel; Bike Pedestrian & Library Commissions — Vice Chair Garcia (Alternate — Commissioner Scheel); Youth Commission — Commissioner McHenry. The motion was seconded by Commissioner Puente. Hearing no objections, it was so ordered. Currently, there is no commissioner available to attend the Senior Advisory Board meetings. B. U.S. Tennis Association Plaque and Sign for Approval to be Installed at Las Animas Park Tennis Courts Mr. Marco Renella addressed the Commission on behalf of the Gilroy Tennis Club and showed the commemoration plaque they would like installed in the concrete next to tennis court #1 at Las Animas Park and a plastic sign to be hung on the fence. He explained that the renovations done were made possible through the tennis club, the City of Gilroy and a United States Tennis Association Facility Assistance Grant. Mr. Renella also thanked the Facilities and Parks staff for all of their assistance. Discussion and questions followed. Motion made by Vice Chair Lehman to approve the wording and installation of the plaque and sign by the tennis courts at Las Animas Park. The motion was seconded by Commissioner Scheel. Hearing no objections, it was so ordered. C. Selection of Annual Retreat Date Motion made by Commissioner Garcia that February 22, 2014 from 9:00 a.m. to 12:00 p.m. be the date and time for the Parks & Recreation Commission's Annual Retreat. The motion was seconded by Commissioner McHenry. Hearing no objections, it was so ordered. PROGRAM UPDATES Recreation (Recreation Supervisor Judy Mireles- Janisch): See attached report. Ms. Mireles- Janisch thanked the Commission for all their hard work with Santa's Breakfast. The breakfast was wonderful and it was due to their work in the kitchen. Operations (David Stubchaer, Senior Engineer & Operations Manager): See attached report. Also, There was a copper wire theft at the Ranch Site. The City has gone out to bid to repair the electrical facilities at the site. Mr. Stubchaer has been working on a housing - related parks grant. It is a non- competitive grant given by California Housing and Urban Development. This grant would be used to replace the Miller Park restroom. It is approximately 147,000; the City would have to come up with $40,000 to complete the project. This matter will go to council on January 28th for approval. COMMITTEE REPORTS Bicycle Pedestrian Commission Commissioner Scheel reported that the commission is working on a statement regarding complete streets. They also received a grant to do a Pedestrian Safety Assessment and Pedestrian Action Plan. Gang Task Force Commissioner Puente reported that there were a lot of attendees. It was basically a get -to -know each other session. Mt. Madonna has a no bullying program and it is working well. Commissioner Puente reminded the Commissioners that to qualify to graduate a senior has to have a certain number of community service hours. So, if they know of anyone in need of volunteers they should contact. the schools. The Police Department reported that there has not been much activity lately. Commissioner Berry asked Commissioner Puente to check on the grant the Commission applied 3 , for for the Great Garlic 5K. GPAC Community Outreach meeting was well attended and interactive. There was no December meeting. Library Commission None. Senior Advisory Board None. Youth Commission None. COMMISSION PARK REPORTS & COMMENTS Commissioner Puente reported that at San Ysidro Park there is a broken plastic circle at the children's play area closest to Lewis Street. Also, the back handball courts have been graffitied. The bathroom doors are still not installed. Commissioner Scheel reported that at Rainbow Park both water fountains are not working. There is now a water fountain on the levy and it is wonderful. There is a bubbler and a faucet to fill your water bottle. She thanked Chair Lehman for agreeing to be Chair of the Commission this year. Commissioner Scheel also brought her Parks & Recreation magazines in in case anyone had not received them. Staff was asked to check with CPRS regarding Commissioner Berry not receiving her magazines. One Retreat agenda item: the cleaning of Miller Park by the Commission. Commissioner McHenry reported that two (2) of the utility boxes at Christmas Hill Park have been completed by the artist and they look great. Commissioner McHenry thanked everyone for their help at Santa's Breakfast. He participated in the Texas Hold 'Em Ho Ho Tournament and as always did not win. The next Texas Hold `Em will be on Saturday, February 1st. Commissioner McHenry also congratulated Commissioners Lehman and Scheel on their reappointments to the Commission. Chair Berry reported that Carriage Hills Park looks good. She also thanked everyone for their commitment to the Commission. She thanked staff as well. Black Bear Diner reported that the fundraiser raised approximately $500. The check has not been received yet. Commissioner Garcia reported that the talking tubes at the Gilroy Sports Park in the toddler area do not work. She is excited to be doing a full 4 year term and thanked the Commissioners for electing her Vice Chair. She really enjoyed working at the Santa's Breakfast event. STAFF COMMENTS Maria De Leon reported the following: Received Kaiser Sponsorship Grant for $6,200 for 3 new events - Party in the Park — to 4 be held once a month on a Friday in June, July and August, 2014. The I" will focus on public safety and law enforcement. With the assistance of the District Attorney's office, the game called Juvenile Jeopardy will be played; the 2nd " party" — will focus on Health and staying active; and the P "party" — will focus on community resources, social services and counseling services. Ms. De Leon informed the Commission that they will probably be asked to help with these events. She will keep the Commission informed. Rotary Grants — Staff will be attending the Annual Gilroy Rotary Luncheon on January 28`h — to receive the grant checks awarded for Recreation Programs and special events such as Kids Discover Arts, Youth Center Backpack Program, the Senior Ball, Kids Triathlon and Adaptive Camping. Due to circumstances beyond our control, KDA is being moved to mid - September and will be relocated to Gilroy Gardens. There will be a reduced entry ticket price of $15 ticket. Children who participate in the Gilroy Reads Library Program over the summer will be able to get in free. The Recreation Department will look into transporting children to the park.
