The regular meeting of the Parks and Recreation Commission was called to order by Chair
Lehman at 6:03 p.m.
SECRETARY'S REPORT
All Commissioners were present, Commissioners Garcia (6:04 p.m.) and Berry (6:18 p.m.).
APPROVAL OF MINUTES
Motion made by Commissioner Scheel to approve the minutes of January 21, 2014. Motion
was seconded by Commissioner McHenry.
Hearing no objections, it was so ordered.
APPROVAL OF AGENDA
Motion made by Commissioner Puente to approve the agenda for February 18, 2014.
Motion was seconded by Commissioner McHenry.

Recreation Supervisor Judy Mireles- Janisch filled in for Recreation Department Director Maria
De Leon.

B. Report on Community Transformation Grant (CTG) Leadership Group
Chair Lehman reported on the following:

NEW BUSINESS
None.
PROGRAM UPDATES
Recreation (Recreation Supervisor Judy Mireies-Janisch): See attached report.
Commissioner Puente asked about liability to the City for those persons participating on the
Adult Dodgeball teams. The Commission was informed that participants sign a waiver just like
any other program participant with the City.
Commissioner Enriquez wanted to knoww what would be needed to start an adult flag football
league. Ms. Mireles- Janisch explained that a demonstrated interest in the activity and staff
knowledge are the basic requirements. Then Staff researches other cities that may offer the
activity and get information from them, etc.
Rainbow Loom is being offered February 20, 2014 (winter break). There is room for 15
participants and last Ms. Mireles-Janisch knew there were 9 registered.
Operations (David Stubchaer, Senior Engineer & Opera_ tions Manager): See attached
report. Also, Mr. Stubchaer reported the following:
Working on copper theft at Christmas Hill Park, estimate for repairs is $100,000
so the job must go out to bid. Looking at going to City Council in early April for
approval of contractor. Unfortunately, there will be no night games for the Adult
Softball League until the repairs are complete. 'As a preventative measure, the
City is looking at hiring a security company to patrol certain parks.
Questions followed.
Carriage Hill Park walking bridge — sign says it was to be completed by February
but most likely it won't be. Mr. Stubchaer stated that the bridge is being done by
the developer.
COMMITTEE REPORTS
Bicycle Pedestrian Commission
None.
Gang Task Force
Commissioner Puente reported that he attended the February 5th meeting. There is a new
secretary. Two of the flyers that were distributed were related to a Criminal Justice Workshop
and a Parent Project for young parents who are having problems with their teenagers being
aggressive and disrespectful. Also, the GGTF received a $500,000 grant which will be used for

law enforcement and probation to help with teenage gang violence, etc.
GPAC
Commissioner Scheel reported that the last meeting was February 12 'h. A Report on Community
Outreach was given by the consultant. April 2nd is the next community meeting and she asked
that the Commissioners please plan to attend and to spread the word to others. There is a lack of
participation on the website survey. Only 32 people have participated thus far. Commissioner
Scheel asked all the Commissioners to go the website, sign up and take the survey. The website
is www.pilroy2O4O.com or townhall.gilroy2040.com. The next meeting is 5;30 p.m. on March
12, 2014 at the Gilroy Library.
There were a few questions about how the GPAC is being advertised.
Library Commission
Vice Chair Garcia reported that all the Library programs are being well attended. A part-time
security guard was hired for the inside of the Library.
Youth Commission
Commissioner McHenry reported that the Commission is working on the Senior Ball which will
be held on April 19. At the next Youth Advisory Committee (YAC) Attack, Gilroy will be
participating in debates. On March 15th, they will be sponsoring a Pampering Party at the
Willey House for girls ages 4 -12. Lastly, as always, they are fundraising.
COMMISSION PARK REPORTS & COMMENTS
Commissioner Puente reported that there were some homeless people San Ysidro Park, lots of
marijuana smoking by the bathroom (8 young people) and you could smell it all the way over at
the kid's play area.
Del Rey Park has two holes that are just full of water right by the basketball court.
Commissioner Scheel reported that everything looks great at Rainbow Park. She is looking
forward to the Retreat on Saturday. The Public Art Committee is looking for members.
Vice Chair Garcia wanted to know if it is legal to smoke marijuana at the parks. David
Stubchaer reported that it is illegal. He also explained that there are only certain designated
areas in the parks where smoking is allowed: She also saw the new water fountain on the levee.
Commissioner McHenry reported that he spoke with some patrons at Sunrise Park and they love
it. He played in the last Texas Hold `Em and canoe in 4th. He commended Recreation Specialist
Bob Burch for the outstanding job he does with that evens.
Chair Berry reported that Carriage Hills Park looks wonderful Sunrise Parks needs more wood
chips. El Roble looks great too.
STAFF COMMENTS
Recreation Supervisor Cathy Mirelez addressed the Commission to inform them that a "mini"
Kids Discover Arts will be held on Saturday, September 20, 2014 and the regular one will be
held in March of 2015. The postponement was due to medical issues.
ADJOURNMENT
Chair. Lehman adjourned the meeting at 6:55 p.m.
FUTURE MEETING
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
March 18, 2014 at 6:00 p.m. at Gilroy City Hall Council Chambers, 7351 Rosanna Street,
Gilroy, CA.
