03/18/2014 Parks and Recreation Commission Regular Meeting Adopted 04/15/2014CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, March 18, 2014 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Lehman at 6 :03 p.m. SECRETARY'S REPORT All Commissioners were present except Commissioner Enriquez, who was absent. APPROVAL OF MINUTES Motion made by Commissioner Puente to approve the minutes of February 18, 2.014. Motion was seconded by Commissioner Berry. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner Berry to approve the agenda for March 18, 2014. Motion was seconded by Commissioner Puente. Hearing no objections, it was so ordered. INTRODUCTIONS Maria De Leon introduced Bill Headley, Landscape & Parks Supervisor who was filling in forDavidStubchaer. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD_BUSINESS A. Report on CTG Leadership Group Chair Lehman reported on the following: Update on community survey Morgan Hill: Community Meeting Progress on strategy from survey B. Cell Phone Usage.Du_ring Parks & Recreation Commission Meetings Tabled until April meeting. 1. C. Continued Cleaning of Parks & Recreation Commission Adopted Park (Miller Park) This was discussed at the annual Retreat at which time it was agreed that the adoption of Miller Park would be discontinued., A vote was needed to complete the process. Motion was made by Commissioner Scheel to discontinue the adoption of Miller Park by the Parks & Recreation Commission. The motion was seconded by Commissioner Berry. Hearing no objections, it was so ordered. Commissioners will continue to oversee and survey their own neighborhood parks, clean and report the time spent to Volunteer Coordinator Susan Voss. Hearing no objections, it was so ordered. D. Quarterly Report on Youth Scholarship Funds & Distribution (Mar, June, Sept, Jan) Maria De Leon reported that a total of $5,346.25 was given out in scholarships for the months of January and February of 2014. There is currently $45,810.59 in the Youth Scholarship Fund. NEW BUSINESS A. Selection of Sub - Committee for the Great Garlic 5K Run and Black Bear Fundraisers Commissioner Berry reported that a check for $405 was received from Black Bear Diner for the 2013 fundraiser. Motion made by Commissioner Scheel that the sub - committee for the Great Garlic 5K Run will be Commissioners Berry, Garcia and McHenry. The motion was seconded by Commissioner McHenry. Hearing no objections, it was so ordered. PROGRAM UPDATES Recreation (Recreation Supervisor Judy Mireles- Janisch): See attached report. Maria De Leon also highlighted a few items that were on the report. Operations (David Stubchaer, Senior Engineer & Operations Manager): See attached report. Also, Bill Headley, Landscape & Parks Supervisor, was present in Mr. Stubchaer's absence and reported on: Bridge at Carriage Hills Park - this was a requirement for the developer to complete the trail and have a connection bridge. Currently, the bridge is not open 2 I to the public but should be soon. Commissioner Scheel had some questions regarding Rainbow Park. The areas of her concem are owned by the Gilroy Unified School District per Mr. Headley. He will notify the District about the issues Commissioner Scheel shared. Commissioner Puente informed Mr. Headley that he had a Live Oak tree to plant where the Oak tree went down. Mr. Headley stated that they were looking at a different type of Oak tree, possibly a Black Oak. But he will keep Mr. Puente's offer in mind if anything changes. Commissioner Berry asked about the accessibility of playgrounds after school hours. Commissioner Puente stated that you can use the El Roble playground until it gets dark and then access is secured. Commissioner Berry commended Bill Headley, and Lynne Conrotto for their quick response in taking care of the broken glass she found at Del Rey Park that she called in at 3:30 pm. Ms. Conrotto immediately called Mr. Headley (who was on his way home) and he went right over to the park and cleaned it up. COMMITTEE REPORTS Acvcle Pedestrian Commission None. Gang Task Force Commissioner Puente reported that City Councilmember Peter Leroe -Munoz is now the President of the Gilroy Gang Task Force. GPAC Commissioner Scheel gave each Commissioner a flyer regarding the next public meeting on April 2nd at Eliot Elementary School beginning at 6:30 p.m. The regular monthly meeting in February was cancelled. The April meeting will be on the 16th. Library Commission None. Youth Commission Commissioner McHenry reported that the Commission was given a presentation by Stan Ketchum on a General Plan project for the Commission. The Princess Party was very successful. The Senior Prom will be on April 19th. Tickets usually sell out so he urged the Commissioners to purchase theirs soon. The Youth Commission also voted to work with the Parks.& Recreation Commission on cleaning Miller Park. Since that is being discontinued by the PRC, Commissioner McHenry will let them know. Hopefully, the PRC can come up with another project the Youth Commission can help them with. Commissioner Berry reported that she attended the Wipeout Watch Graffiti meeting. They do a wonderful job. She has called in graffiti she has observed and the response is almost immediate. COMMISSION PARK REPORTS & COMMENTS Chair Lehman observed that the new water fountain on the levee was leaking. The next time she went by it had been fixed. Kudos to the Park staff! Commissioner Scheel reported that everything is fine at Rainbow Park. Only issue is the litter by the ball diamond which we now know is the responsibility of the GUSD. Commissioner Puente reported on San Ysidro Park. A new dispenser is needed for paper towels. He wanted to know when the exterior doors for the bathrooms were going to be put on. Bill Headley informed Commissioner Puente that before the doors can be put on there has to be a total reframing of the doorway which is a major construction project. It is not high on Facilities' to do list" but they hope to have it done by the end of this fiscal year which would be June 30, 2014. Commissioner Puente also wanted to know about the big blocks at Del Rey Park. Mr. Headley stated that they were taken care of last weekend by him personally. Chair Berry reported that Sunrise Park's water fountain by the basketball court was repaired. STAFF COMMENTS Maria De Leon informed the Commission about the ECR parents' concerns regarding safety at Las Animas Park in light of the shooting recently near the park. To address some of the concerns of the parents, the outside public bathrooms by the Las Animas Park Building are now closed during class hours. There are signs directing the public to the other set of bathrooms in the park during this time. This action has satisfied the parents. Gilroy Gardens — the Mommy and Me water feature should be completed for the 2014 summer season. Gilroy Day is March 29th. Currently, there are many employment and volunteer opportunities at Gilroy Gardens. ADJOURNMENT Chair Lehman adjourned the meeting at 6:50 p.m. FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, April 15, 2014 at 6:00 p.m. at Gilroy City Hall Council Chambers, 7351 Rosanna Street, Gilroy, CA.
