06/17/2014 Parks and Recreation Commission Regular Meeting Adopted 07/15/2014CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, June 17, 2014 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Lehman at 5:56 p.m. SECRETARY'S REPORT All Commissioners were present except Commissioner Scheel who was excused. APPROVAL OF ME41 TES Motion made by Vice Chair Garcia to approve the minutes of April 15, 2014. Motion was seconded by Commissioner Berry. Hearing no objections, it was so ordered. APPROVAL OF AGENDA Motion made by Commissioner McHenry to approve the agenda for June 17, 2014. Motion was seconded by Commissioner Puente. Hearing no objections, it was so ordered. INTRODUCTIONS Chair Lehman introduced Mayor Don Gage to the Commission and welcomed the Mayor. Mayor Gage then proceeded to inform the Commissioners of some of the good things that have happened for the City of Gilroy. Have had a balanced budget for last 4 years and is balanced for the next two (2) years. Large business coming into town, the City Council approved their EIR at May's Council meeting. They have six (6) major plants across the country — all the plants are exactly the same. Glen Loma — will be building a total of 369 homes; 30-40 on the Hecker Pass corridor Couple of small infill projects; I" roundabout going in at Thomas and Luchessa. Five more will go in at a later time. Fully staffed with Police Officers and Firefighters. South County Youth Task Force — trying to bring crime down Quality of Life Measure 2 fire departments are not earthquake ready and will be upgraded to meet the standards. 6 months into the General Plan update Sign Ordinance is in place. The businesses are having A -frame signs (i.e. like realtors use) made. There will be no more costumed people on public property Party in the Park at San Ysidro Park (1st Friday in July and August). The first "Party" was held on June 6th. June 30th is the next "Discussion with the Mayor ". Discussion and questions followed. Chair Lehman thanked the Mayor for coming to address the Commission and informing them of the state of the City. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS A. Report on CTG Leadership Group None. B. Quarterly Report on Youth Scholarship Funds & Distribution (Apr, July, Oct, Jan) None. NEW BUSINESS A. Parks & Recreation Commission's Annual City Council Presentation — Aug. 4, 2014 Maria De Leon reminded the Commission of the process for the City Council presentation. Staff will assist the Chair with the report and PowerPoint presentation. The Commissioners were all urged to attend and support the Chair. B. Presentation on Quality of Life Bond Maria De Leon gave the Commission the presentation regarding the Quality of Life Bond. She explained that this same presentation will be given to Gilroy community agencies, city businesses, organizations and social service groups throughout the community. C. Discussion and Vote on Changing Date of September 18 or 25, 2014 Motion was made by Commissioner Berry Appreciation Breakfast to September 18, 2014. Chair Garcia. Hearing no objections, it was so ordered. Staff Appreciation Breakfast to to change, the date of the Staff The motion was seconded by Vice D. Discussion and Vote on Possible Fro -Yo Fever Fundraiser Vice Chair Garcia explained what is required to have a fundraiser at Fro -Yo Fever — the Commission will receive 20% of the day's sales from the customers participating in the fundraiser. They have to mention that they were there to support the Parks & Recreation Commission fundraiser. They have agreed to allow us to have a fundraiser. 2 Motion was made by Commissioner Enriquez for to have the Fro -Yo Fundraiser on Sunday, August 31st. The motion was seconded by Commissioner Berry. Hearing no objections, it was so ordered. PROGRAM UPDATES Recreation (Recreation Supervisor Judy Mireles- Janisch): See attached report. Operations (David Stubchaer, Senior Engineer & Operations Manager): See attached reports. Mr. Stubchaer also informed the Commission that: He is still waiting on the report regarding the possible dead trees at Christmas Hill Park COMMITTEE REPORTS Bicycle Pedestrian Commission None. Gang Task Force Commissioner Puente reported that they talked about the marijuana laws — Federal is different than the State. GPAC None. Library Commission None. Youth Commission None. COMMISSION PARK REPORTS & COMMENTS Commissioner McHenry. —Water District staff was on the levee trimming the weeds and is doing a real good job. Vice Chair Garcia — there has been more police presence on the levee which is reassuring. Commissioner Berry — Sunrise Park - the new mulch is in and it looks good. The tennis .pole was down but was repaired before she had a chance to report it. She also attended "Party in the Park on June 6th at San Ysidro Park. Commissioner Berry stated she had no idea "what a jewel of a park San Ysidro is ". The event was wonderful and her granddaughters really enjoyed the healthy cooking class. Commissioner Puente - San Ysidro Park — Looks really good. Commissioner Puente commended David Stubchaer's crew on "a job well done." Only thing he saw is a dead pine tree on the north side of San Ysidro Park. 3 STAFF COMMENTS Maria De Leon informed the Commission that ADJOURNMENT Chair Lehman adjourned the meeting at 7:07 p.m. FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, July 15, 2014 at 6:00 p.m. at Gilroy City Hall Council Chambers, 7351 Rosanna Street, Gilroy, CA. 3<7T aAa,&,,.
