PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.
Tuesday, July 22, 2014
CALL ORDER
The regular meeting of the Parks & Recreation Commission was called to order by Vice Chair
Garcia at 5:30 p.m.
SECRETARY'S REPORT
All Commissioners were present except Chair Lehman who was excused and Commissioner
Enriquez who were excused.
NEW BUSINESS
A. Presentation of Phase I Glen Loma Ranch Park
David Stubchaer presented his report to the Commission giving a brief over view of the park.
David reviewed the size of the park and the amenities in the park.
Discussion and questions followed.
PUBLIC COMMENT
Bruce Morasca, Chair of the Public Art Committee, encouraged the Parks and Recreation
Commission to request that public art be included in this park and for all future City parks.
Rebecca Scheel asked that her continents be included in the minutes. Commissioner Scheel
stated that she was very disappointed that the Park & Recreation Commission was not involved
with the development of this park from the beginning by being invited to attend the charette.
Julie Garcia requested the installation of additional garbage receptacles throughout the park
because the park site plan only illustrated two garbage receptacles in the entire park. Since the
Parks and Recreation Commissioners have adopted to clean local parks, they recognize the
importance of garbage receptacles situated throughout the park and not just in one place.
Tim Filice indicated that there is a budget cap on the park construction and amenities. If
developers were to install garbage receptacles in the park as requested then other park amenities
would need to be eliminated. Mr. Filice stated that he was confident that the park amenities
derived from the neighborhood charette, along with the requirements mandated by the City of
Gilroy staff, were included in the current park design. He also stated that if City staff would
have required the developer to install public art in the park, then they would have included public
art. David Stubchaer indicated that if the developers did not include additional garbage
receptacles, then the City would buy them.

Commissioner Berry made the motion to approve the Phase I Glen Loma Ranch Park
Commissioner Parente 2nd the motion
Hearing no objections, it was so ordered.
COMMENTS ON ITEMS NOT ON THE AGENDA
Tim Filice advised the Commission that at some future date he will be recommending that this
park be named after Cydney Casper a former planner for the City of Gilroy. Tim stated the she
felt that Cydney was instrumental in planning and developing this park.
ADJOURNMENT
Vice Chair Garcia adjourned the meeting at 6:15 p.m.
