PARKS AND RECREATION COMMISSION MEETING

CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair
Lehman at 6:01 p.m.
SECRETARY'S REPORT
All Commissioners were present.
APPROVAL OF MINUTES
Motion made by Commissioner Garcia to approve the minutes of July 15, 2014. Motion
was seconded by Commissioner Puente.
Hearing no objections, it was so ordered.
Motion made by Commissioner Berry to approve the special meeting minutes of July 22,
2014. Motion was seconded by Commissioner Garcia.
Hearing no objections, it was so ordered.
APPROVAL OF AGENDA
Motion made by Commissioner McHenry to approve the agenda for August 19, 2014.
Motion was seconded by Commissioner Puente.
Hearing no objections, it was so ordered.
INTRODUCTIONS
Maria De Leon introduced Recreation Supervisor, Judy Janisch and Operations Manager,
David Stubchaer.
AWARDS/RECOGNITIONS
None.
PUBLIC COMMENT
Mr. Al Roybal spoke regarding Gilroy BMX. Maria De Leon asked Mr. Roybal for an email
outlining their vision and scope of the proposed project before the next meeting.
OLD BUSINESS
A. Report on CTG Leadership Group
Chair Lehman stated there was nothing new to report.

B. Fro -Yo Fever Fundraiser — Friday, August 29, 2014
Judy Mireles- Janisch reported that she had copies of the flyer for this event to give to the
Commissioners.
C. Planning of Staff Appreciation Breakfast — September 18th at Corporation Yard
Commissioner Scheel stated that she will not be able to attend this event.
Maria De Leon asked the Commissioners to email Sondra Banks what they will be
bringing for the breakfast by next Friday, August 29, 2014.
D. Quarterly Report on Youth Scholarship Funds & Distribution (Apr, July, Oct, Jan)
Since this is a Quarterly Report this item will be revisited in October.
NEW BUSINESS
A. Commemorative Naming Application
Maria De Leon presented the Commission with the application of Tim Filice, Developer
for the Glen Loma Ranch Development, requesting to name a park within the
development, Cydney Casper Park.
Motion was made by Commissioner Puente to approve the naming of the Glen
Loma Ranch Park to the Cydney Casper Park and sending a recommendation to the
Gilroy City Council that they do the same. The motion was seconded by
Commissioner Berry.
Hearing no objections, it was so ordered.
B. Parks & Recreation Commission's Annual Meeting in the Park — Date and Park
Motion was made by Commissioner McHenry that the Commission's annual
meeting in the park be held at Sunrise Park on Tuesday, September 16, 2014 at 6:00
p.m. The motion was seconded by Commissioner Garcia. Maria De Leon asked
that the Commissioners email Sondra Banks with what they are going to bring to
share.
Hearing no objections, it was so ordered.
PROGRAM UPDATES
Recreation (Recreation Supervisor Judy Mireles- Janisch): See attached report.
Operations (David Stubchaer, Senior Engineer & Operations Manager): See attached
report. Mr. Stubchaer also wanted to update the Commission on the spraying and removal of
puncture vine along the trail. Mr. Stubchaer informed the Commission of the new Drought
Ordinance and how the City will attempt to reduce water usage by 20 %.
Commissioner McHenry asked if Christmas Hill Park is the only park that uses recycled water.
David Stubchaer reported that the Sports Park, the ranch site of Christmas Hill Park and the Golf
Course use reclaimed water. Mr. Stubchaer stated that only a portion of Christmas Hill Park uses

recycled water but he hopes to be working with two developers to increase the capacity to
include all of Christmas Hill Park.
Commissioner Puente reported that a vehicle took out about 30 bushes along Santa Teresa Blvd.
David Stubchaer stated that because of the drought the decision has to be made on whether or not
to replace the damaged landscaping. Commissioner Puente also wanted to bring to Mr.
Stubchaer's attention a damaged fence along Santa Teresa Blvd. by the high school and also
damaged fencing along the levee.
Commissioner Scheel wanted to thank David Stubchaer for clearing bushes from the sidewalk
along Santa Teresa Blvd.
COMMITTEE REPORTS
Bicycle Pedestrian Commission
None.
Gang Task Force
Commissioner Puente said a new police officer reported on Gang Activity in Gilroy. Police
Department will be working on truancy.
GPAC
Commissioner Scheel reported that she did attend the General Plan Advisory Committee meeting
on August 13th — they met in groups to discuss land use. The next meeting is Sept. 10, 2014; all
meetings are at the library on the 2 °d Wednesday of each month.
Library Commission
Vice Chair Garcia reported that the Library Commission would like to see a bicycle safety
program, possibly working with the Recreation Department. Maria stated that she will contact
the Police Department about a bicycle safety program.
Youth Commission
None.
COMMISSION PARK REPORTS & COMMENTS
Commissioner McHenry — reported that Christmas Hill Park is recovering from Garlic Festival.
Commissioner Puente — enjoyed the Party in the Park. He especially liked the free bike repairs
being done for children at the event. He was very pleased with the event. He liked the painting
of the hand ball courts in San Ysidro Park.
Commissioner Puente reported to David Stubchaer that at Miller & 6h St., west bound, a tree has
branches blocking visibility of traffic. He also reported that at 7411 Miller the street light is
being blocked by some plants growing on the light pole.
Commissioner Scheel — She went to the last Party in the Park and thought it was wonderful and
very well done. Commissioner Scheel reported that the last time she visited Rainbow Park she
noticed that the sand was very dirty and also the trash cans were overflowing and need
maintenance.
Commissioner Berry — reported that the Farmers Market will be opened on Tuesdays now and
she asked Maria to let them know when it will start. Commissioner Berry was sorry that she was
not able to attend the last Party in the Park event.
Commissioner Berry asked to have The Great Garlic FUNdraiser 5K put on the agenda for the
September meeting.
STAFF COMMENTS
Maria De Leon informed the Commission that on Sept 22nd at the City Council Retreat the
Recreation Department will give a report on the Scholarship Program.
ADJOURNMENT
Chair Lehman adjourned the meeting at 6:56.m.
FUTURE MEETING
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
September 16, 2014 at 6:00 p.m. at Sunrise Park, 9525 Saddler Dr., Gilroy, CA 95020.
