CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair
Lehman at 6:08 p.m.
SECRETARY'S REPORT
Commissioners present: Terrie Berry, Robert Enriquez (6:24 p.m.), Julie Garcia, Brittany
Lehman, Mae McHenry and Ermelindo Puente.
Commissioner Excused: Rebecca Scheel.
APPROVAL OF MINUTES
Motion made by Commissioner McHenry to approve the minutes of August 19, 2014.
Motion was seconded by Commissioner Puente.
The motion was passed unanimously (64-1, Commissioner Scheel absent).
APPROVAL OF AGENDA
Motion made by Commissioner Berry to approve the agenda for September 16, 20149 with
stated change of order. Motion was seconded by Commissioner Puente.
The motion was passed unanimously (6 -0 -1, Commissioner Scheel absent).
INTRODUCTIONS
Chris Miranda, President of-Gilroy Little League and Jack McPhillips, Treasurer of Gilroy Little
League introduced themselves to the Commission.

OLD BUSINESS
A. Report on CTG Leadership Group
Chair Lehman reported the following:
Grant ends Sept. 29th
Talked about Party in the Park - San Ysidro: Creating safe places for families to
play and get physical activity. Usage of the.parks was a big initiative of the grant
No cost extension to Dec. 2014: City of Gilroy contract to complete work on
tobacco prevention and access to healthy food and beverages.

B. Recap of Fro-Yo Fever Fundraiser — Friday, August 29, 2014
Vice Chair Garcia reported that $215.05 was received firom the fundraiser. She explained
that the Owner decided to give 20 % of the day's total sales to the Parks & Recreation
Commission for the Youth Scholarship Program.
C. Planning of Staff Appreciation Breakfast — September le at Corporation Yard
Everything is ready for the event. Commissioners_ were reminded that it will be held at
the Corporation Yard.
D. Quarterly Report on Youth Scholarship Funds & Distribution (Apr, July, Oct, Jan)
None.
NEW BUSINESS
A. Presentation on BMX Bicycle Racing
Sondra Banks explained that the Garcia's called and asked that this item be moved to the
October agenda.
B. Presentation of Gilroy Little League Contribution Applications for Gifts to the City
of Gilroy — Backstop Shades at Gilroy Sports Complex and Christmas Hill Park
Ranch side) & Infield Grass Removal at Gilroy Sports Complex & Softball Score
Booth at Christmas Hill Park (Ranch slide)
Maria De Leon briefly reviewed the donation applications submitted by the Gilroy Little
League that were included in the Commissioners' agenda packets. Then Christine
Miranda, President of the Gilroy .Little League, and Jack McPhillips, Treasurer of the
Gilroy Little League supplied greater detail as to the specifics of each donation.
Discussion and questions followed.
Motion made by Commissioner Berry to Approve Gifts to the City of Gilroy -
Backstop Shades at Gilroy Sports Complex and Christmas Hill Park (Ranch side)
with the understanding that in the future when the backstop shades need to be
replaced Gilroy Little League will be responsible for those costs or they will be
removed) & Infield Grass Removal at Gilroy Sports Complex & Softball Score
Booth at Christmas Hill Park (Ranch side) from Gilroy Little League and
Recommending Same to Gilroy City Council. Vice Chair Garcia seconded the
motion.
The motion was passed unanimously (6-0-1, Commissioner Scheel absent).
Also, David Stubchaer stated that since budget.planning would begin soon for 2016/2017,
he would be willing to propose a line item for the City to cover the cost of putting the
electricity in the Softball Score Booth at Christmas Hill Park (Ranch side).
C. Planning and Selection of Sub - Committee for the 5K Great Garlic Fun Run —
October 25, 2014
Commissioner Berry and Recreation Supervisor Judy Mireles - Janisch are leading this

effort. All Commissioners were given donation letters, postcards and flyers to distribute
to businesses for this event. They were also given a timeline, lists of previous sponsors &
exhibitors.
Commissioner Berry asked that each Commissioner donate two (2) or three (3) gifts for
door prizes. For the costume contest, it has to be three (3) or more people.
Vice Chair Garcia will send out suggestions to the Commissioners as to what they will
dress up as for the event. There will be a vote, majority wins.
This year the Commission goal is to have 200 participants.
PROGRAM UPDATES
Recreation (Recreation Supervisor Judy Mireles- Janisch): See attached report.
Commissioner Puente asked about possibly having an Astronomy class. Also, the scarecrow
competition will be held again this year and will be placed along the 5K trail.
Operations (David Stubchaer, Senior Engineer & Operations Manager): See attached
report. Mr. Stubchaer also updated the Commission on the recent work that has been done at
Sunrise Park: irrigation repairs; freshly painted backstop boards, poured concrete between
basketball court and the water fountain, new trash cans in various places in the park and the tot
lot has an increase in the chip volume to assist with children getting on the riding figures or
landing softly if they fall. They hope to add more drought- tolerant landscaping in the near
future. Backboard in the tennis court will be installed soon. Basketball court will be re- stripped..
In reference to the broken slide, the .parts to fix the slide were $3,000. The parts have been
ordered and the repair will be done as soon as the parts are received.
David Stubchaer also informed the Commission that at the City. Council's October 6, 2014
meeting, they will be reviewing the preliminary design of two (2) trails: (1) from the Sports Park
to Gavilan College and (2) extending the levee through Gilroy Gardens. Both trails will include
bridges.

Bicycle Pedestrian Commission
None.

Library Commission,
Vice Chair Garcia reported that the Library is celebrating 100 years and they have items for sale.
It is National Library Card Month. Recently, the Bay Area Bike Mobile was in Gilroy and was

very successful. They would like to partner with the City.
Youth Commission
None.
COAOUSSION PARK REPORTS & COMMENTS
Commissioner McHenry — went through while Kids Discover Arts was taking place. There was
a good turnout and everyone looked like they were having fun.
Commissioner Puente— San Ysidro Park looked pretty good. There is a partially dead tree in the
picnic area that needs to be trimmed. Lawn and doors looked good He said it looked like there
was a horseshoe pit going, in. As a whole, San Ysidro looks "fantastic."
Vice Chair Garcia — She has been going to Miller Park lately and has been very happy with it.
The homeless people are very friendly and there have been police patrols. All in all, going to the
park has been really.pleasant.
Commissioner Enrquez — Voiced his concerns about the drinking that continues to go on in
Christmas Hill Park (CHP) in the late afternoon and the lack of a police presence at the park. He
also reported that there is quite a bit of broken glass in the in those areas. He attended the last
Coffee with the Mayor and reported his concerns. He did not feel that they were received well.
Heplans to go to the next Coffee with the Mayor and try again.
Commissioner Enriquez has been at CHP for as long as 2 -3 hours on different days and has
never seen any police presence there. David Stubchaer stated that signs are being made up that
will include the "no drinking"
Commissioner Puente stated that a shared (with GUSD) Park Ranger would solve the problem.
David Stubchaer reported that a security guard is being hired as a deterrent to after hour thefts.
It was decided that Maria De Leon will request that a representative from the Police Department
attend an upcoming Parks & Recreation Commission meeting so the Commission's concerns can
be discussed with them. She will also request an increase in police patrols through Christmas
Hill Park.
STAFT COMMENTS
Maria De Leon informed the Commission that she will be giving a presentation to the City
Council. in regard to the Youth Scholarship Program on Monday, September 22, 2014.

Chair Lehman adjourned the meeting at 7 :16 pm.

The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
