10/21/2014 Parks and Recreation Commission Regular Meeting Adopted 11/18/2014CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, October 21, 2014 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Lehman at 6:02 p.m. SECRETARY'S REPORT Commissioners present: Terrie Berry, Julie Garcia, Brittany Lehman, Moe McHenry (6:05 p.m.), Ermelindo Puente and Rebecca Scheel. Commissioner Excused: Robert Enriquez. APPROVAL OF MINUTES Motion made by Vice Chair Garcia to approve the minutes of September 16, 2014. Motion was seconded by Commissioner Puente. Motion passed (5 -1 -1, Commissioner Scheel- Abstention; Commissioner Enriquez absent). APPROVAL OF AGENDA Motion made by Commissioner Berry to approve the agenda for October 21, 2014, with stated change of order. Motion was seconded by Commissioner Puente. Motion passed unanimously (6 -0 -1, Commissioner Enrignez absent). INTRODUCTIONS None. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS A. Recap Re: Staff Appreciation Breakfast September 18, 2014 Chair Lehman stated that she felt the breakfast went very well. There was plenty of food and Commissioner McHenry made a brief speech which was well received. Other comments were that it was a bigger space and there was more participation at the Corporation Yard. It was nice to meet new employees. Maria De Leon thanked the Commissioners for this annual event It is much appreciated by staff and they are the only City commission that does anything like it for staff. B. Updates Re: The Great Garlic SK FUNdraiscr = October 25, 2014 There was discussion as to whether the Commissioners were going to dress up. It was decided that they would dress as the colors of the rainbow. Everyone chose a color. Chair Lehman will contact Commissioner Enriquez to inform him of the plan. Commissioner Berry read off the list of Exhibitors that have signed up to participate so far; as well as raffle prizes that have been donated. Judy Mireles reported that so far 179 have registered for the event. To compare, last year there were 143 participants. ' C. Quarterly Report on Youth Scholarship Funds & Distribution (Apr, July, Oct, Jan) Judy Mireles - Janisch reported for the July — September period - $8,268 was awarded in scholarships. Currently there is $39,559 in the Youth Scholarship Fund. NEW BUSINESS A. Presentation on BMX Bicycle pacing Mr. Jim Garcia of Garlic City BMX introduced himself and then showed a brief film to give the Commission an idea of what BMX is all about. He then gave an overview of the presentation that was included in the Commissioner's agenda packets. Mr. Garcia reported that the BMX Park was approved to go into the new Sports Park during the term of former Mayor Tom Springer. Discussion and questions followed. According to Jim Garcia, it would cost between 15,000 and $20,000 to get the track up and running. Their plan is to go out to the community for donations. Maria De Leon informed Mr. Garcia that although the Sports Park is managed by the City of Gilroy, its location is outside City limits and therefore, it is under Santa Clara County's jurisdiction. Any development must be approved by Santa Clara County Planning in addition to the City of Gilroy. Also, because the BMX Park would be in a flood zone, the Army Core of Engineers will have to be involved. Additionally, there would need to be some type of environmental assessment conducted prior to any type of development at the site. This can include an EIR (Environmental Impact Report). The City of Gilroy does not currently have funds in the budget designated for this effort. But if Measure F passes, this may be a project that they can take to City Council for consideration. This is one of the reasons that the City has not done any development at the park. Ms. De Leon stated that to move forward there would have to be collaboration between the City of Gilroy, Santa Clara County Planning and Garlic City BMX. Maria De Leon encouraged the Garcia's to meet with to discuss a more in -depth proposal, in addition to connecting with the City of Gilroy Planning Department. The Garcia's will contact Sondra Banks to set up a meeting with Ms. De Leon. B. Kids Discover Arts 2015 Cathy Mirelez addressed the Commission and requested that beginning with 2015, KDA be held in the City Hall outdoor Paseo area (between City Hall and the Library) in late 2 August or early September. She then went through the pros and cons of this proposal. Motion made by Commissioner Berry approving staff's request to move Kids Discover Arts to the Fall and to change the venue to the outdoor City Hall Paseo area. Commissioner Puente seconded the motion. Motion passed unanimously (64)-1, Commissioner Enriquez absent). C. Parks & Recreation Commission Meeting Dates for 2015 Motion made by Vice Chair Garcia to approve the meeting dates for 2015 with the stipulation for Tuesday, August 18, 2015, *(DARK- W business allows}. The motion was seconded by Commissioner Puente. Motion passed (4 yeas - Commissioners Berry, Garcia, Lehman, Puente; nays- Commissioners McHenry and Scheel; 1- Commissioner Euriquez absent). D. Judging of City Department Scarecrow's (will take place in Hallway at North End of City Hall) Judy Mireles- Janisch reported that there were two (2) scarecrows to be judged. Results of vote was the Early Childhood Recreation. program scarecrow was the winner and would be given the Pizza lunch (sponsored by the Employee Appreciation Committee). The Parks & Recreation Commission selected the Early Childhood Recreation scarecrow as the winner. (Vote: 4 -2 -1, Commissioner Enriquez absent). PROGRAM UPDATES Recreation (Recreation Supervisor Judy Mireles-Janisch): See attached report. Operations (David Stubchaer, Senior Engineer & Operations Manager): See .attached report. Mr. Stubchaer also gave a follow -up on the trash cans and graffiti at Rainbow Park. Three trash cans were empty and the other was 3/4 full. The graffiti on the sidewalk has been addressed. COMMITTEE REPORTS Bicycle Pedestrian Commission None. Gana Task Force None. GPAC Commissioner Scheel reported on the October meeting. She passed around the development plan they are working on. The next Community meeting will address the alternative plans.' They are looking at the north of town between Day Rd & Fitzgerald/Masten and south of town, south of Luchessa, the area across from Gavilan. The Open Space Authority gave a presentation to the group and it was very good. They talked about the open spaces around Gilroy and how imporu mt it is to the environment and the species. The High Speed Rail is also a big question. GPAC is a very challenging group to be involved in — lots of different opinions. Library Commission None. Youth Commission None. COMMISSION PARK REPORTS & COMMENTS Vice Chair Garcia — She -called the police to Miller Park. A gentleman became verbally hostile with her. He said "if your kids come new me I will tell the dog to bite them The police did show up. They said they have dealt with this individual before. Vice Chair Garcia would like the Police Department to come and speak to the Commission every year so it can be emphasized that they need to make our parks a priority. Commissioner Scheel — She reported that she contacted David Stubchaer about the garbage cans at Rainbow Park and Rod Kelley that were down (they are chained together sideways), When she went back they were picked up. The access to the park from Culp Ave. to get into Rainbow Park was completely graffitied. She sent pictures of the graffiti on the streets, poles and fence to Mr.. Stubchaer. Commissioner Scheel stated she's going to keep "bugging" people about this because residents shouldn't have to see this, "it's disgusting." Commissioner Puente —San Ysidro Park - The vandalized doors are fixed. They are retouching the mural. Residents are still urinating in the back of the handball court. He reported that San Ysidro Park is full of drug users and people are living in the creek across from the park. Commissioner Puente - Carriage Hills — The top of the electrical box doesn't fit because the plastic box is bent out of shape and needs to be replaced. One of the toys needs a new shock. The Basketball backboard needs bolts. The bridge was closed. Has it already been given to the City? Why was it closed? Is this permissible? Commissioner Puente - In regard to the Mural downtown (where Banning's used to be) on the parking lot side - at the bottom of the mural the coating was not cleaned up— it is a "sloppy mess". STAFF COMMENTS Maria De Leon informed the Commission that she did a presentation to City Council regarding the Youth Scholarship Fund last month. They were pleased with what staff is doing. Last night, she gave a Council presentation on the Gilroy Little League donations to the City and it was unanimously approved.
