01/20/2015 Parks and Recreation Commission Regular Meeting Adopted 02/17/2015CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, January 20, 2015 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Lehman at 6:07 p.m. SECRETARY'S REPORT Commissioners present: Julie Garcia, Brittany Lehman, Moe McHenry, John Almash and Rebecca Scheel. Commissioner Excused: Terrie Berry and Ermelindo Puente. APPROVAL. OF MINUTES Motion made by Vice Chair Garcia to approve the minutes of November 18, 2014. Motion was seconded by Commissioner McHenry. Motion passed unanimously (5-0-2, Commissioners Berry and Puente were absent). APPROVAL OF AGENDA Motion made by Vice Chair Garcia to approve the agenda for January 20, 2015. Motion was seconded by Commissioner Scheel. Motion passed unanimously (5 -0-2, Commissioners Berry and.Puente were absent). INTRODUCTIONS Maria De Leon introduced. Senior Engineer/Operations Manager David Stubchaer and welcomed new Parks & Recreation Commissioner John Almash. Commissioner Almash stated that he works in development which includes designing of parks, etc. which he feels is a good fit for the Parks & Recreation Commission. He is currently working with Operations Freedom Paws during his free time and he was form_ erly on the City of Gilroy Building Board of Appeals. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS A. Quarterly Report on Youth Scholarship Funds & Distribution (Apr, Jul, Oct, Jan) Maria De Leon reported that $1,9.19 was awarded in scholarships for the months of October, November and December Tae Kwon Do, Youth Basketball, Kidz Love Soccer and Gymnastics). The current Scholarship Fund balance is $41,109. NEW BUSINESS A. Selection of Chair and Vice Chair for 2015 Parks & Recreation Commission Motion made by Commissioner Scheel nominating Vice Chair Julie Garcia as the Chair for 2015. The motion was seconded by Commissioner McHenry. Motion passed.unanimously (5 -0-2, Commissioners Berry and Puente were absent). Motion made by Commissioner Scheel nominating Commissioner Ermelindo Puente as the Vice Chair for 2015. _ The motion was seconded by Commissioner McHenry. Motion passed unanimously (5 -0-2, Commissioners Berry and Puente were absent). Sondra Banks will check with Commissioner Puente to see if he is agreeable to being the 2015 Vice Chair of the Parks & Recreation Commission. If not, the selection of someoneeone else will be put on the February 17, 201.5 agenda B. Selection of Annual Parks & Recreation Commission Retreat Date (February 21- 9:00 a.m.-Noon; Tuesday, March 17 6:00 -9:00 p.m.; or Saturday, March 21 9:00 a.m.-Noon) Motion was made by Commissioner McHenry for the PRC Annual Retreat to be held on Saturday, February 21, 2015. The motion was seconded by Chair Garcia. Motion passed unanimously (5 -0-2, Commissioners Berry and Puente were absent). The deadline for submitting agenda items for the Retreat is February 10, 2015 at 5:00 P.m. The Retreat will be held at the Willey House, 140 Fifth Street and again, we will have potluck. PROGRAM UPDATES Recreation (Recreation Director Maria De Leon): See attached report. Ms. De Leon highlighted a few: Recreation Department is currently in negotiations to run programs out of the El Portal facility (old MACSA building) on IOOF; Senior Center Produce Market (going well); Young Artist Poster Contest (196 entries), need Volunteers for San Francisco Giants Trophy Event at the Wheeler Community Center, Thursday, February 19'' from 3:00 to 5:00 p.m. Operations (David Stubchaer, Senior Engineer & Operations Manager): See attached report. Mr. Stubchaer had some updates to his report: wire theft totaled approximately a half million dollars for 2014 (includes streetlights). Commissioner Scheel wanted to know: If there was a plan for the tree stump at Rainbow Park? Ans: David Stubchaer will have to find out. He is not familiar with that area. K Who do you call when a streetlight is out? Ans: David Stubchaer stated that the City is in a transition period. There is a new procedure that is being put into place. Staff will be trained on it next week. COMMITTEE REPORTS. Bicycle Pedestrian Commission None. Gang Task Force None. GPAC Commissioner Scheel reported on the January 14th meeting. The next meeting will be on February 11, 2015. The next Community Meeting will be February 25th, 6:30 p.m. at Eliot Street School.. It is an important meeting and she asked that the Commissioners attend and bring others. Library_ Commission None. Youth Commission None. COMMISSION PARK REPORTS & COMMENTS Commissioner' Scheel — No maintenance problems that she has seen at Rainbow Park. She went to the Senior Center Farmer's Market and the food she purchased was delicious. She attended the 2014 Citizen's Summit with the Gilroy City Council. We worked on some of the visions for Gilroy that will be reviewed at the City Council's Retreat. Congratulations to Brittany on the birth of Joshua and for a job well done as Chair of the 2015 Parks & Recreation Commission. Congratulations to Julie Garcia on her appointment as Chair for the 2015 Parks & Recreation Commission. Commissioner Lehman — El Roble Park looks good. She wanted to know how Santa's Breakfast went. Commissioner McHenry — reported that Santa's Breakfast went very well but told Commissioner Lehman that she and Jeff were missed. He had a good time, lots of participants. The decorations were great as was the backdrop for the pictures with Santa Commissioner_ Garcia — thanks to Commissioner Lehman for a job well done as Chair. Santa's Breakfast was great. She also welcomed Commissioner Almash to the Parks & Recreation Commission. STAFF COMMENTS Maria De Leon reported that the new Division Fire Chief Mary Gutierrez has been working with the youth on Tuesday nights at Wheeler Community Center. On December 22nd, the Gilroy Fire Department, along with the Los Bomberos of Northern California, facilitated a holiday toy give- away for 20 of Late Night Gym program participants Commissioner McHenry asked if the old Youth Center (the portion of the building that wasn't torn down) on the corner of Old Gilroy and Sixth Streets is going to stay there. Maria De Leon stated that the Mayor is working on a project to still keep boxing there. But, it does need bathrooms (portables) to be able to use the facility. ADJOURNMENT Chair Garcia adjourned the meeting at 6:48 p.m. FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, February 17, 2015 at 6:00 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, CA 95020.
