PARKS AND RECREATION COMMISSION MEETING

CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair
Garcia at 6 :01 p.m.
SECRETARY'S REPORT
Commissioners present: John Almash, Terrie Berry, Julie Garcia, Moe McHenry, Ermelindo
Puente and Rebecca Scheel
Commissioner Excused: Brittany Lehman
APPROVAL OF NEWUTES
Motion made by Commissioner Scheel to approve the minutes of January 20, 2015. Motion
was seconded by Commissioner McHenry.
Motion passed unanimously (64-1, Commissioner Lehman was absent).
APPROVAL OF AGENDA
Motion made by Commissioner Berry to approve the agenda for February 17, 2015.
Motion was seconded by Commissioner Almash.
Motion passed unanimously (6 -0 -1, Commissioner Lehman was absent).

PUBLIC COMMENT

OLD BUSINESS
A. Quarterly Report on Youth Scholarship Funds & Distribution (Apr, Jul, Oct, Jan)
None.
B. Selection of Vice Chair for 2015 Parks & Recreation Commission
Commissioner Puente informed the Commission that he will accept the position of Vice
Chair of the 2015 Parks & Recreation Commission. Therefore, vote did not have to be
taken.

NEW BUSINESS
A. Presentation Re: Gift to the City of Gilroy from VFW John A. Berry Post #6309
and American Legion Post #217 — Addition of 160 Brick Spaces at Christmas Hill
Park, Gilroy
Maria. De Leon summarized the report included in the Parks & Recreation Commission
Agenda Packet. No questions were asked.
Motion was made by Vice Chair Puente to accept the Gift to the City of Gilroy from
VFW John A. Berry Post #6309 and American Legion Post #217 - Addition of 160
Brick Spaces at Christmas Hill. Park, Gilroy as presented. The motion was
seconded by Commissioner McHenry.
Motion passed unanimously (6 -0 -1, Commissioner Lehman was absent).
B. Presentation Re: North Gilroy Neighborhood Districts Urban Service Area
Amendment
Richard James, AICP, Contract Planner, Principal Planner, EMC Planning Group
addressed the Commission to inform them of this project (see attached report). Questions
followed.
On behalf of the Parks & Recreation Commission, Chair Garcia thanked Mr. James for
his presentation.
C. Presentation Re: General Plan Action Committee Community Meeting
Stan Ketchum addressed the Commission on the progress of the GPAC. Most
importantly, he emphasized how important it is for Gilroy residents to attend the
Community meetings /workshops when they occur. The next Community meeting will be
Wednesday, February 25, 2015 at the Eliot Elementary School beginning at 630 p.m.
There will be babysitting services available.
D. Selection of Date for Great Garlic 5K FUNdraiser — October 24 or 31, 2015
Motion was made by Commissioner Berry to hold the Great Garlic 5K FUNdraiser
event on Saturday, October 24, 2015. The motion was seconded by Commissioner
Puente.
Motion passed (5 -1 -1, Commissioner Almash — Yea, Commissioner Berry — Yea,
Commissioner Garcia — Yea, Commissioner McHenry — Yea, Commissioner Puente
Yea, Commissioner Scheel — Nay; Commissioner Lehman was absent).
PROGRAM UPDATES
Recreation (Recreation Supervisor Judy Mireles- Janisch): See attached report. The San
Francisco Trophy Tour was highlighted. It will occur Thursday, February 19, 2015 VIP's will
be let in from 2:00 - 3:00 p.m. and the general public from 3:00 5:00 p.m. There will be a $2
donation for the picture that will be split between the City of Gilroy and City of Morgan Hill's
Jr. Giants.

348 kids have signed up for the Spring Soccer League — the largest Spring season ever.
Operations (David Stubchaer, Senior Engineer & Operations Manager): See attached
report. Mr. Stubchaer added 2 things:
149,000 housing- related Parks grant — will be used to reconstruct the restroom at Miller
park
CDBG Block Grant Project will be done but must be spent within a certain area which is
bounded by U.S. 101 to Eigleberry Street on the east and west; on the south by 10th
Street and the north by Leavesley. The plan is to do some enhancing at San Ysidro
Park - new picnic tables, new trash cans, six (6) benches (east edge of the park towards
the trail).
COMMITTEE REPORTS
Bicycle Pedestrian Commission
None.
Gana Task Force
Commissioner Puente reported that there are some new members. They discussed the following:
Golf Tournament fundraiser, Friday Night Basketball. The Police Department. reported that the
old crooks are out of prison and leading the gangs now. The middle -aged groups are carrying
guns-
GPAC
Commissioner Scheel reiterated the importance of the Community Meeting to be held February
25th, 6 :30 p.m. at Eliot Street School. It is an important meeting and she asked that the
Commissioners attend and bring others.
Library Commission
None.
Youth Commission
None.
COMMISSION PARK REPORTS & COMMENTS
Commissioner Scheel — Commissioner Scheel had a question again re the two (2) blue trash
cans at Rainbow Park. David Stubchaer referred her to Page 1 #5 of his February 17th Update
report in the agenda packet.
Rainbow Park - the blue trash cans by Rod Kelley (are tagged). Who is responsible for these -
School District or the City? Maria De Leon stated that since the trash cans were the GUSD's
responsibility to empty, not the City of Gilroy, she. will try to get a contact number for
Commissioner Scheel to call and report this information. Commissioner Puente stated he would
take care of finding out whose responsibility it is to maintain those trash cans.
Commissioner Lehman — El Roble Park looks good. She wanted to know how Santa's Breakfast
went.
Commissioner_McHeM — He participated in the last Texas Hold `Em Tournament. There were
approximately 100 participants. He reported that Santa's Breakfast went very well but told
Commissioner Lehman that she and Jeff were missed. He had a good time, lots of participants.
The decorations were great as was the backdrop for the pictures with Santa.
Commissioner Garcia — She was at Rainbow Park and observed a few things that needed to be
tightened/repaired. She will send David Stubchaer an email with that information. Thanks to
Commissioner Lehman for a job well done as Chair. Santa's Breakfast was great. She also
welcomed Commissioner Almash to the Parks & Recreation Commission.
Commissioner Puente — San Ysidro Park — the water fountains on the north side are still not
working. He spoke with the maintenance man and was told the kit has been ordered. The Mural
is still peeling and there is some graffiti on it as well. They have gotten new big metal trash
cans. The north side slide still needs to be fiber glassed or put out of commission. Someone is
going to rip their finger off.
The .6th Street stop sign/guardrail was hit. It is crooked and facing the wrong way. These are
supposed to be replaced overnight.
Sunrise Park — there are 5 tractor seats that are really loose. Also, one of the picnic tables is
covered with nasty graffiti.
Commissioner Puente spoke with a woman who was at Sunrise Park with her 1 %z year old son
and some of the Christopher High School students were swearing at her and she was quite upset.
The light pole at 7411 Miller Street which he reported on over a year ago has never been
trimmed — now you can't even see the light because the ivy has grown over it.
There is a new tot lot on Monterey across from the Dispatch. The garbage can is full. Is it the
City's or County's responsibility. David Stubchaer believes it is privately owned.
STAFF COMMENTS
Maria De Leon reported that she attended the GUSD Board meeting re: the El Portal Gym —
looking for funds so that the Recreation Department can take over management of that facility no
later than July 2015.
Staff nominated the City of Gilroy Parks & Recreation Commission to be recognized by CPRS
District 4 and the California Association of. Parks & Recreation Commissioners and Board
Members ( CAPRCBM) for all of their hard work and fundraising. They are being honored by
both of these groups. The CAPRCBM Awards Banquet will be held Thursday, February 26th
and Chair Garcia will be attending. The Awards Banquet at the CPRS Conference will be held,
Thursday, March 12th in Sacramento. The City of Gilroy has been chosen as the California Parks
Recreation of the Year by CAPRCBM. The City will pay for the overnight lodging and

banquet tickets for any of the Commissioners who wish to attend — Commissioners Berry,
McHenry and Scheel will be attending.

Chair Garcia adjourned the meeting at 7:00 p.m.
FUTURE MEETING
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
March 17, 2015 at 6:00 p.m. at City Council Chambers, 7351 Rosanna Street, Gilroy, CA
95020.
