PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.
Tuesday, May 19, 2015
CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Vice Chair
Puente at 6:03 p.m.
SECRETARY'S REPORT
Commissioners present: Commissioners Berry, McHenry, Puente and Scheel
Commissioners Excused: Commissioners Almash, Garcia and Lehman
APPROVAL OF MINUTES
Motion made by Commissioner Berry to approve the minutes of April 21, 2015. Motion
was seconded by Commissioner McHenry.
Motion passed unanimously (4-0-3, Commissioners Almash, Garcia and Lehman were
absent).
APPROVAL OF AGENDA
Motion made by Commissioner McHenry to approve the agenda for May 19, 2015. Motion
was seconded by Commissioner Berry.
Motion passed unanimously (4-0-3, Commissioners Almash, Garcia and Lehman were
absent).
Maria De Leon introduced Parks & Landscape Supervisor Bill Headley who was filling in for
David Stubchaer who was on vacation.
AWARDSIRECOGNITIONS
None.
PUBLIC COMMENT
Gilroy resident Janet Howard addressed the Commission regarding acquiring a new park bench
and garbage can at Del Rey Park. She shared with the Commission that she brought up her
request to Senior Engineer/Operations Manager, David Stubchaer. His response was that there
weren't sufficient funds in the current budget to support this request. Commissioner McHenry
shared his dissatisfaction with the City's response to Ms. Howard's request. Ms. Howard was
informed that this item would be placed on the Parks & Recreation Commission's June 16th
agenda for further discussion. Staff will notify Ms. Howard of the next meeting and send her an
agenda.
OLD BUSINESS
A. Update on Tree Stump Removal — Rainbow Park
Parks Supervisor Bill Headley addressed the Commission and gave them a history
regarding the tree in Rainbow Park. Removing and grinding of the tree stump will be
done after the beginning of FY2016 (July 1, 2015).
There will be trees planted in place of the stump. The rope surrounding the area will
remain (approximately 1-2 years) until the trees have matured. This has to happen based
on the prior Master Plan adopted by City Council,
B. Update on Yogh Art Fundraiser — May 20, 2015
Commissioner Scheel reported that the store is open from Noon to 9:00 p.m. The
announcement was in the Gilroy Dispatch, the Friday, March 15th edition, as well as
several Facebook pages. Customers must mention the fundraiser or youth scholarship.
C. Planning for Annual Parks & Recreation Commission Meeting in the Park — June
16, 2015
The Commissioners and staff decided on what food item each would bring for the
meeting. The Recreation Department will supply the grill and condiments.

NEW BUSINESS
A. Garlic Festival Association's Gift to the City of Gilroy —Road Improvements at
Christmas Hill Park
Park and Landscape Supervisor Bill Headley reviewed the staff report previously
distributed to the Commissioners. He also reviewed a site map of the property involved.
Motion was made by Commissioner Scheel to approve the Garlic Festival
Association's Gift to the City of Gilroy — Road Improvements at Christmas Hill
Park as presented and send a recommendation of same to the City Council. The
motion was seconded by Commissioner Berry.
Motion passed unanimously (4-0-3, Commissioners Ahnash, Garcia and Lehman
were absent).
B. Parks & Recreation Commission's Annual Presentation to City Council — July 1,
2015
Recreation Coordinator Judy Mireles-Janisch stated that she will be putting together a

PowerPoint presentation and script that will then be sent to Chair Garcia and Vice Chair
Puente for their review and input.
PROGRAM UPDATES
Recreation (Recreation Supervisor Judy Mireles-Janisch): See attached report. Ms. Mireles-
Janisch did highlight Service Day that occurred April 25th. There were 202 volunteers and 606
volunteer hours were given.
Operations (Parks and Landscape Supervisor Bill Headley):
Engineer/Operations Manager David Stubchaer. Mr. Headley
for the Commission.

GPAC
None. No meeting until August 2015. The Planning Commission modified the GPAC
recommendations regarding land use. The Council voted to support the GPAC recommendation.
Library Commission

COMMISSION PARK REPORTS & COMMENTS
Commissioner Berry — Los Arroyos — there was graffiti and she called in.
Commissioner McHenry — Christmas Hill Park — He saw a big dead tree laying on the Ranch
side of the road.
Commissioner Scheel — Rainbow Park — nothing unusual.
Vice Chair Puente — San Ysidro Park — looks pretty nice.
STAFF COMMENTS
Mary De Leon asked if the Commissioners saw her commercial regarding the City's Recreation
Programs. She will let them know when it is going to air on one of the regular channels.
Commissioner Scheel pulled it up on her phone and the Commission watched it.
ADJOURNMENT
Vice Chair Puente adjourned the meeting at 6:47 p.m.
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, June
16, 2015 at 6:00 p.m. at Los Arroyos Park, 801 Moro Drive, Gilroy, CA 95020.
