PARKS AND RECREATION COMMISSION MEETING

CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair
Garcia at 6:02 p.m.
SECRETARY'S REPORT
Commissioners present: Commissioners Almash, Garcia, McHenry and Puente

APPROVAL OF MINUTES
Motion made by Commissioner McHenry to approve the minutes of May 19, 2015. Motion
was seconded by Vice Chair Puente.
Motion passed unanimously (4-0-3, Commissioners Berry, Lehman and Scheel were
absent).
APPROVAL OF AGENDA
Motion made by Commissioner McHenry to approve the agenda for June 16, 2015, with
stated change of order. Motion was seconded by Vice Chair Puente.
Motion passed unanimously (4-0-3, Commissioners Berry, Lehman and Scheel were
absent).

OLD BUSINESS
A. Report on Yogh Art Fundraiser
Chair Garcia reported that the YoghArt Fundraiser brought in $34 for the City of Gilroy
Youth Scholarship Fund.
B. Planning for Annual Staff Appreciation Breakfast — September 10, 2015
What we have so far for the Staff Appreciation Breakfast is:

Sondra Banks will reach out to the other Commissioners to find out their contributions to
the Breakfast.
C. Update on FroYo Fundraiser — July 18 & 19, 2015
Judy Mireles-Janisch informed the Commission that the flyer is done and she will email it
to everyone. The time for the fundraiser is 11:30 a.m. to 9:30 p.m. both days.
Chair Garcia will write a letter to the Dispatch.
D. Update on Parks & Recreation Commission's Annual Presentation to City Council —
Wednesday, July 1, 2015
Chair Garcia reported that Judy Mireles-Janisch completed the PowerPoint presentation
and she will be working on the script to go along with it. Sondra Banks will send her
examples of ones used in the past.
E. Quarterly Report on Youth Scholarship Funds & Distribution (Apr, July, Oct., Jan)
None.
NEW BUSINESS
A. Additional Bench and Garbage Can for Del Rey Park
Gilroy Resident Janet Howard addressed the Commission, once again, about acquiring a
new park bench and garbage can for the west side of Del Rey Park. There were also
other neighbors present who were in support of this request. Following her presentation,
questions were addressed to Senior Engineer/Operations Manager David Stubchaer.
Mr. Stubchaer reported that after Ms. Howard's public comments at the May 2015
meeting, he met with his supervisor and they were able to find $2,500 in the new
FY15/16 budget to purchase a bench and trash can as requested by Ms. Howard and
neighbors. Of course, he did point out that it may impact unanticipated repairs that come
up during the new fiscal year.
Motion was made by Commissioner McHenry instructing staff to move forward
with purchasing a bench, trash can and cement to install same on the west side of
Del Rey Park. The motion was seconded by Vice Chair Puente.
Motion passed unanimously (4-0-3, Commissioners Berry, Lehman and Scheel were
absent).
It should be noted that Sondra Banks will be sending the Contributions and Gifts
Brochure to Ms. Howard for she and her neighbors to review.

Recreation (Recreation Supervisor Judy Mireles-Janisch): See attached report.
Operations (Parks and Landscape Supervisor Bill Headley): See attached report from Senior
Engineer/Operations Manager David Stubchaer.
Bicycle Pedestrian Commission
None.
Gang Task Force
Vice Chair Puente reported that the Golf Tournament Fundraiser raised $10,000 for the Gilroy
Youth Task Force. He also stated that the Jr. Giants are in need of coaches. A majority of the
ones who have volunteered are not passing the background check.
Vice Chair Puente also stated that the police officer at the meeting was not aware that the City
was hiring security to patrol the city parks. After more discussion, Councilperson Dion Bracco
recalled the Council approving this action.

COMMISSION PARK REPORTS & COMMENTS
Vice Chair Puente —San Ysidro Park — looks pretty clean. Today he went into the Youth Center
and there was cross training being done with the YMCA. This summer they will be feeding the
participants hot nutritious meals. A police officer drove through the park while he was there and
he felt it was good to have the PD's presence in the area.
Los Arroyos Park — there was graffiti on the fence and the red plastic material over by the
playground is being dug out in different places.
Commissioner McHenry — Christmas Hill Park — "the tree is still dead.
David Stubchaer asked Commissioner McHenry exactly where it was located because he went
there and did not see the tree. It was clarified that although Commissioner McHenry said the tree
was lying across the road in actuality it was a standing pine tree that was dead. Mr. Stubchaer
will go and check out the tree.
Commissioner Almash reported dead wood on the trees at Las Animas Park.
Chair Garcia reported that El Roble Park looks really good. Also, she has not been there lately
but has heard that Miller Park has a lot of drug activity again.
David Stubchaer was asked about the new bathroom for Miller Park. He stated that he has
received two (2) quotes (both of which were within budget). The bathroom is scheduled to be
completed by April of 2016.
STAFF COMMENTS
Mary De Leon informed the Commission that the City's proposed budgets for FY16 and FY17
were approved by the City Council on June 1, 2015. The Recreation Department received all
they requested to include hiring the following: a full-time Recreation Coordinator whose
primary focus will be gang prevention and intervention; 2 part-time Recreation Leaders will
work with this person; 1 part-time Custodian for the Cesar E. Chavez Gym; Cultural Arts will
hire a part-time Recreation Specialist; and lastly Progressive Recreation (Ochoa Migrant Camp)
will hire 2 part-time Recreation Leaders (summer season only). Ms. De Leon stated that she was
very pleased that the City Council recognized the importance and contribution the Recreation
Department is making in providing positive activities for the young people in the Gilroy and
surrounding areas.
Also, last Friday free backpacks were given away at the Ochoa Migrant Camp in collaboration
with Los Bomberos.

The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, July
21, 2015 at 6:00 p.m. at 7351 Rosanna Street, Gilroy, CA 95020.
