CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Vice Chair
Puente at 6:00 p.m.
SECRETARY'S REPORT
Commissioners present: Commissioners Berry, Lehman, McHenry, Puente and
Scheel

APPROVAL OF MINUTES
Motion made by Commissioner Berry to approve the minutes of June 16, 2015. Motion
was seconded by Commissioner Scheel.
Motion passed unanimously (6-0-2, Commissioners Almash and Garcia were absent).
APPROVAL OF AGENDA
Motion made by Commissioner McHenry to approve the agenda for July 21, 2015. Motion
was seconded by Commissioner Berry.
Motion passed unanimously (6-0-2, Commissioners Almash and Garcia were absent).

B. Comments on Parks & Recreation Commission Annual Presentation to City Council
— July 1, 2015
Commissioner Scheel expressed her thanks to Chair Garcia for a job well done and all the
work she put in. She also told Vice Chair Puente he did a great job as well.
C. Update on Additional Bench and Garbage Can for Del Rey Park
Sondra Banks reported that she sent the gift brochure to Gilroy Resident Janet Howard.
David Stubchaer reported that work on this project has not begun.
D. Award of Shade Structure Purchase Contract for the Gilroy Senior Center & CHS
Aquatics Center
Vice Chair Puente asked if the Commission could be informed about these types of
projects). This was not an Operations Project but David Stubchaer will remind the other
project directors that these types of projects should come through the Parks and
Recreation Commission.
E. Quarterly Report on Youth Scholarship Funds & Distribution (Apr, July, Oct., Jan)
David Stubchaer (filling in for Judy Mireles-Janisch) reported that $11,166.01 was
awarded in scholarships this past quarter. The Youth Scholarship Fund currently has a
balance of $34,990.25.
NEW BUSINESS
A. Excessive Watering by the City in Parks and Other Areas (Updated Park
Maintenance Schedule)
David Stubchaer informed the Commission that Valley Crest Landscaping has been hired
to evaluate each site and make needed adjustments so that excess watering will not be
done or watering dirt (Sunrise Park). Overwatering calls have been coming in and they
are working diligently to address this problem. The City has reduced over 30% in water
use thus far. Questions followed.
PROGRAM UPDATES
Recreation (Recreation Supervisor Judy Mireles-Janisch): See attached report.
Operations (Senior Engineer/Operations Manager David Stubchaer): See attached report.
Also, West Coast Arborists went to Rainbow Park but their machine wasn't big enough to take
the tree down. They will be going back in the next few weeks to complete the job.
Commissioner Scheel stated that she saw approximately three (3) trees in Las Animas Park were
being removed. David Stubchaer reported that they were dead trees but he didn't know the exact
number of dead trees. He will find out the number and inform the Commission as to what the
plan is for replacing them.
COMMITTEE REPORTS
Bicycle Pedestrian Commission
None.

Gang Task Force
Vice Chair Puente — There was a great deal of discussion regarding the gangsters coming out of
incarceration and recruiting young people. Recreation Specialist Vince Amelio was commended
on the fine job he's been doing at the Youth Center. A day in the Park will be held on July 22nd.
GPAC
Next meeting is on August 12th. There will also be a special meeting on August 26th.
Library Commission
None.
Youth Commission
None.
Senior Advisory Board
Vince Ameloo does an excellent job and the meetings are no longer than an hour. He reminded
seniors that they can't save seats at lunch. Also, at Brown Bag — the seniors can't ask for a
specific kind of bread whatever is in the pre -packaged bag is what they get. Commissioner
Berry said it would be interesting to be present on a Thursday to observe the Brown Bag
program.
COMMISSION PARK REPORTS & COMMENTS
Vice Chair Puente —San Ysidro Park — children's area (south side) nasty graffiti; 5 cement tables
on the north side are full of graffiti; bathroom — half of the paper towel dispenser is missing; 50
lb. granite rock —on top of an electrical box. On the walkway bridge (down from San Ysidro
Park), the sign has graffiti on it; at 7540 and 7530 Rogers Lane — couch, chair and mattress are
laying out front; the bridge on Rogers Lane has a dip that should be filled in. On Santa Teresa
between Sunrise and East Day Road the weeds are 4 to 5 feet high, dry grass, 5 dead trees and 5
dead bushes.
Commissioner Puente also wanted to know why the sprinkler heads keep breaking (are they
being mowed over or what)? David Stubchaer said there could be a number of reasons why they
are breaking — mowing, faulty equipment, vandalism, etc.
Commissioner McHenry — Christmas Hill Park — the tree is down.
Commissioner Scheel — Had a lot of fun working the Kids Triathlon. It was a wonderful event.
She especially enjoyed being able to watch the swimming portion this year because the
Registration area is normally not near the pool. Staff did an outstanding job. The new slide at
Rainbow Park is very nice and she thanked David Stubchaer.
Commissioner Berry —She enjoyed the Kids Triathlon. The Special Friends Golf Tournament
was wonderful. Her granddaughters are attending the City's summer camp and they said "it's
amazing."
Commissioner Berry also said Chair Garcia did a wonderful job in organizing the Fro-Yo

fundraiser. She and Commissioner Puente were there at the same time and it was crowded.
STAFF COMMENTS
Senior Engineer/Operations Manager David Stubchaer reported that due to Community
Development Block Grant funds they will be putting in lighting at San Ysidro Park at the north
and south ends of the park. The funds have to be used in a specific area of the city.
Commissioner McHenry wanted to know when the bathroom remodel is going to begin at Miller
Park. Mr. Stubchaer reported that they haven't gone to bid for the job yet. He hopes they won't
have to. But he assured the Commission that the design will be brought to the Parks &
Recreation Commission before anything is ordered or work begins.
Sondra Banks read Paul Romero's email asking if the City of Gilroy Parks and Recreation
Commission would be agreeable to hosting a CAPRCBM workshop in the Fall. Mr. Romero is
the chair of the California Association of Parks & Recreation Commissioners & Board Members.
A thumbs up/thumbs down vote was taken and the results were that the Gilroy Parks &
Recreation Commission will host a workshop. An official vote will be taken at the next meeting.
Ms. Banks will contact Paul Romero and let him know.
ADJOURNMENT
Chair Garcia adjourned the meeting at 6:44 p.m.
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
September 15, 2015 at 6:00 p.m. at 7351 Rosanna Street, Gilroy, CA 95020.
